Scheme of Teaching and Examination and Courses of Study (Syllabus) for Post Graduate Diploma in Disaster Management 2016 Scheme of Examination:- There shall be three theory papers of 100 marks each and three hours duration. Students are required to obtain 36% separately in each paper in order to pass the examination. In addition to theory paper the every student shall have to undergo a compulsory independent project work assigned by the department. This will be evaluated by a team of examiners (one from the department and other from the University) by way of presentation & Viva voce. The maximum marks for project work including viva voce shall be 100. Eligibility:- Students who have passed B.Sc., B.A. and B.Com examination shall be eligible to take admission in the course. [Note: Rules for admission to the candidates and passing percentage (and percentage for awarding division) in Post Graduate Diploma in Disaster Management shall be similar to other post graduate diplomas/ degrees in various subjects in university (as this degree is a post graduation diploma, i.e. after B.Sc., B.A. or B.Com.) and as per university ordinance/ rules /regulations/ orders of University of Bikaner; and Government of Rajasthan (Directorate of College Education)]. Scheme of Teaching:- Each paper will be taught 3 periods per week. The syllabus will be covered in total 90 periods per paper. Two questions from each unit would be set. The candidate is required to attempt five questions in all selecting one question from each unit. Each question will be divided in to two parts A & B. A part will be essay type question of 15 marks and B type question will be short answer type question of 5 marks. Paper-I: Disasters, Vulnerability and Risk Assessment (Note: There are five units in all. Two questions will be set up from each unit and the candidates are required to attempt five questions by selecting at least one question from each unit.) Exam Duration-3 hours Maximum 100 Unit-I Natural and Man made Disasters. Types of Natural and man made Disasters in India. Disaster Profile of India: Regional and Seasonal, Disaster management, Disaster Management in India. Role of International and National Non Governmental Organisation (NGO). Community Based Organisation. Media and Communications in Disaster Management. Unit-II Introduction, Classification, Geographical Distribution, Causes, Hazards and Impacts, Forecasting, Early Warning and Monitoring; Case studies of following Natural Disaster : Flood, Drought, Cyclones, Heat and Cold waves. Unit-III Introduction, Classification, Geographical, Distribution Causes, Hazards, and Impacts, Forecasting, Early Warning and Monitoring; Case studies based of following Natural Disaster: Earthquakes, Volcanic Eruption, Landslides, Avalanches, Climatic Changes. Unit-IV Introduction, Types, Causes, Hazards, and Impacts, Preparedness, Response and care studies of important Examples of Major Man Made Disasters: especially: Building Fire, Forest Fire, Oil

Fire, Nuclear Disaster, Biological Disasters and Chemical Disasters. Accidents (Rail, Road, Air and Sea). Unit-V Vulnerability: Observation and Perception, Identification, Social factor, Economic factor, Vulnerability and Development: The Role of Developmental Planning, Strategies of Survival, Resource Analysis and Mobilisation. Strategic Development for Vulnerability Reduction. Hazard, Risk: Concept and Elements. Risk Reduction, Risk Analysis Technique, Participatory Risk Assessment. Unit-III Disaster Response: Disaster Response Plan, Communication, Participation and Activation of Emergency Plan to Counter the Disaster, Response by Central. State District and Local Administration, Non- Governmental Organisation (NGO) against Disaster, Psychological Response, Trauma and Stress Management Unit-IV Disaster Mitigation: Aims and Importance of Mitigation, Approach to Mitigation of Disaster, Strategic Technique for Combating Specific Disaster: Floods, Earthquakes, Drought, Cyclones, Case Studies of Mitigation. The Rapid Environmental Impact Assessment in Disasters (REA). Overview of REA. Process Organisation level Assessment, Consolidation and Analysis, Green Review of Relief Procurement. Unit-V Relief Measures: Importance and Significance, Essential Requirement for Search and Rescue (SAR), Evacuation, Technique and methods used in Evacuation, Disaster Resistant Construction of Building. Shelters: Concept and Significance Shelters for Victims and Livestock, Livestock problems in Disaster Situation, Preparedness, Relief, Rehabilitation and Reconstruction measures in Livestock Management.

Hospital Casualty Management: Alerting, Response, Hospital Triage and Care Community Health Management Communicable Diseases and its Control, Hygiene and Sanitation, Safe Drinking Water.

Unit-III Health and Medicinal Response in different types of Disaster. Communicational Technology and Role of Information Technology in Health Care. Post Medical Care: Impact of Disaster on Mental Health, Post Traumatic Stress Disorder (PTSD): Phases and Therapies, Health Management of Volunteers of Rescue and Response operation. Unit-IV Recovery Measures followed by various Organisations. Development of agriculture and Irrigation to combat the loss caused Natural Disaster, Development of Housing and Infrastructure resistant to Natural Disaster Education and Awareness to combat Future Mishap. Evaluation and Monitoring of Rehabilitation. Framing of Long term Development plan for preparation against Disaster. The project work would have to be completed within one month of the date of last examination. The project report would have to submit in triplicate in the department. The assessment of the project work will be held in the department by way of oral presentation and Viva-Voce examination in front of a team of two examiners (one internal & one external).
