_INTRODUCTION & OBJECTIVE_ Anytime communities are faced with violence, death, accidents and natural disasters, it can have a significant impact on children, families and the school community. Often the more violent the situation, or the closer it is to the school setting, the more disturbing it will be to the students, staff, and the educational process. It is important to understand the consequences of violence and death on the emotional stability of students and staff. If we don't recognize these consequences, we may send a negative message about the importance of the community during these times of crisis. The school must have a plan of action and be prepared to respond to the needs of students and staff. The school, along with other agencies, needs to be prepared to make decisions that are appropriate. We need to organize a crisis intervention team and develop a plan of action to support students and staff that are experiencing stress due to a major crisis. The focus of the intervention team is to limit additional stress or shock; then we will help them return to life as close to normal as possible. OBJECTIVES OF THIS GUIDE To provide a standardized minimum emergency procedure plan that will assist school officials to meet both ethical and legal responsibilities to their students, peers and community in times of an emergency. To provide suggestions for meeting minor emergencies, as well as recommendations for action during major natural or man-made disasters. To provide suggested forms to be used and to keep emergency plans current. To provide an Emergency Procedure Guide for distribution to all employees.

GENERAL RESPONSIBILITIES FOR STAFF CLASSROOM TEACHERS: 1. Every teacher will become familiar with the various alarm signals and react immediately, calmly, and appropriately. If evacuation is necessary, make sure that the process is as orderly and prompt as possible. Also, make sure all windows and doors are closed and that the students are relocated to the designated area appropriate to the nature of the emergency. 2. Every teacher will have grade books or class rosters at all times during an emergency. The rosters will include an alphabetical listing of all students enrolled in the class at the time of the emergency. 3. If a hazard to the safety of students and adults is identified, or if students or adults are in danger in any way, the first priority of the teacher will be to take whatever action is prudent or necessary for the safety of students. The second priority will be to notify the school office as soon as possible. The district plan of action will provide assistance. 4. Teachers will not leave students unattended under any circumstances. An adult must be present at all times. 5. Any staff member trained in CPR and/or first aid will go to any part of the campus where students are reported to be injured if, and only if, he/she is not attending students. His/her major responsibility will be to apply first aid to the injured. A well-stocked portable first aid kit will be kept in the school office at all times. 6. All staff that is not immediately responsible for students will go to the school office, at the outset of the emergency, to receive direction from the building Principal. CAFETERIA STAFF: 1. Any emergency related to the kitchen operation of the cafeteria should be reported to the main office immediately 2. When the alarm sounds, all cafeteria personnel must evacuate the kitchen area immediately, all windows and doors should be shut, and all stoves should be turned off. Personnel should evacuate to the area immediately outside the cafeteria. 3. If students are present in the cafeteria, cafeteria personnel should assist the teacher in getting the students evacuated. 4. If the emergency involves the evacuation of teachers and students from the school, cafeteria personnel should assist teachers in the control of students, if warranted. PRINCIPAL: The building Principal will supervise all emergency procedures during the initial stage of the emergency. As soon as the nature of the emergency is identified, he/she will make sure that: 1. The appropriate alarm is sounded 2. Procedures to ensure the safety of the students are being implemented 3. Proper authorities and agencies are notified 4. Internal communication channels are established within the building and at the district level 5. Planned role assignments are reinforced 6. External communications are established 7. Administrator/designee will be on site during the emergency The Principal, in conjunction with the Crisis Intervention Team, will also assume the responsibility for ensuring that all personnel be trained in the contents of this Emergency plan. He/she will ensure that the plan contains specific information for the site.

If the need arises to activate the plan, the Superintendent should be contacted immediately, as well as the appropriate building principal. FIRE / EVACUATION SOUND / SIGNAL: CONTINUOUS RINGING OF FIRE ALARM OR BELL in case of a loss of electrical power, the signal will be a series of blasts on a whistle in the hallways. STEPS OF ACTION: 1. Report fire to school office 2. Pull alarm 3. Use intercom (if applicable) 4. Close all windows and doors to confine fire TURN OFF LIGHTS 5. ACCIDENT / SERIOUS INJURY / ILLNESS DEFINITION: AN EMERGENCY SITUATION WHERE ONE OR MORE PERSONS ARE EITHER SICK OR INJURED. IMMEDIATE CONCERN IS TO AID THE INJURED OR SICK PERSON(s). TORNADO WATCH: Conditions are favorable for tornado or severe weather MONITOR take action if needed. WARNING: Tornado may be imminent TAKE SHELTER weather reports should be monitored continuously. SIGNALS: Tornado watch and warnings will be monitored by a radio in the school office. Continuous short rings on the indoor bell system Back-up signal will be announced in the classroom by hallway-designated authority STEPS OF ACTION: Signal will be continuous short rings Students should proceed to their designated position against the wall and assume a kneeling position, head down, with hands covering heads. Students in un-safe locations at the time will go to assigned locations at the direction of the teacher (See map posted in each classroom). Teachers are to close classroom doors Teachers should keep their class rosters/emergency kits with them and kneel behind their classes to be sure students are following drill procedure and to verify student count Wait for all clear signal before returning to classroom School buses will not be loaded in the event of threatening weather at dismissal time Avoid the west side of the building, gym and cafeteria during a tornado In an outside office, blinds are to be closed on windows, and office personnel are to use telephones in the inner office away from interior glass walls or windows The radio should be located within hearing distance of office personnel if at all possible If a person trained in first aid is available, use him/her as appropriate PERSONNEL ROLES: PRINCIPAL: Supervise the student body and maintain contact with staff SECRETARY: To be positioned near the phone in the school office TEACHERS: Supervise class(es) AUXILIARY: Assist with evacuation to a safe area. SUICIDE INTERVENTION If any employee has reason to believe, either by virtue of direct knowledge or a report from another person, that a person is in any danger of harming him/herself, that employee is to report the situation immediately. The procedure for reporting possible suicide situations will be: 1. If the student has threatened or has displayed a cluster of alarming warning signs, appears to have a plan, or is in imminent danger and requires intervention, the CRISIS TEAM will be contacted immediately. The following procedures are to be followed: a. DO NOT LEAVE THE STUDENT ALONE b. Contact the student s parent/guardian. It is recommended that a second person witness the call. Complete Notification Form; file as indicated. c. Crisis counseling techniques will be used as appropriate to try to defuse the situation d. Crisis Team members will collaborate about the results of a risk assessment to try to determine the severity of the situation e. DO NOT ALLOW STUDENT TO GO UNSUPERVISED. A parent/guardian or other adult must assume direct responsibility for the student before allowing him/her to leave the school premises f. If it is determined that the parent/guardian s response is damaging to the child or likely to cause a suicide attempt, the situation should be reported to the Police and/or DHS 2. After the immediate crisis has been resolved, the Crisis Intervention Team shall meet to evaluate the situation and decide on an appropriate role for the school to take in assisting the student. a. A case manager shall be appointed to remain in close contact with the student. The case manager will be the liaison between student, parent/guardian, school, and any involved community agencies. b. A release of information will be signed by the parent/guardian to provide opportunities for open communications between agencies c. Teachers involved with the student will be assisted in appropriately dealing with the student d. Referral sources will be given to parent/guardian. Students who are suicidal are not safe at school, and parent/guardian will be advised to arrange for treatment through outside sources. Failure to provide professional support may result in school officials reporting negligence to the Department of Human Services and/or recommending that the child not return to school until his/her safety is assured. 3. Confidentiality shall be maintained throughout these procedures unless the safety of the student is at stake. UNWANTED INTRUDER The goal of the teacher or adult is to maintain calm and order, and NOT to disrupt the classroom any more than necessary. GENERAL PROCEDURES: All visitors entering the school premises are required to have a Visitor badge affixed to them. Staff will stop any stranger not wearing a Visitor badge, and inquire as to his/her business in the school building. Police will be called when any person poses a threat to the safety of students or staff. If the intruder is in the hall, staff will either call the school office or escort the stranger to the school office. If the intruder is in a classroom, send a student to the office for help, or use the intercom if available. If shots are fired, a bull horn or PA system will be used to evacuate students to the safest position away from the intruder. SIGNALS: Alert Signal: A code word will be provided to teachers and staff Update with a new location if the intruder moves Cancel alert by announcement STEPS OF ACTION: Depending on the situation, the building Principal will take appropriate action 1. Give signal, and call Police. When calling Police, advise if there is a weapon. Try to give a description of the person by noting clothing, gender, race, etc. 2. Outside doors will be Locked by the designated persons 3. Take students into protected classrooms 4. Check restrooms and vacant rooms 5. Ensure that classroom doors are locked 6. Call Police. Notify other buildings on campus. Notify Superintendent. Stay with and protect students, provide first aid and take roll. Lock rooms and communicate with office by email or text message Provide first aid and assist with evacuation, if necessary Designated persons lock outside doors LOCK DOWN PROCEDURES : The following are guidelines to be used for an emergency lock down. This procedure will be initialized by a special announcement over the school s intercom system. Key words will be provided to teachers and staff. Care should be taken to assure that students are not given information unless necessary. PRINCIPAL: Secure Building and Contact Police TEACHERS: Secure Classroom and check e-mail if safe (information about the lockdown will be sent via e-mail or text) SECRETARY: Contact the Superintendent s office 1. Persons with a door lock responsibility will go immediately to their assigned doors and take the steps to assure that doors are properly secured 2. Principal will contact Athletics, Band, P.E., Playground or others that are in a different location. 3. If lockdown initiates from an outside activity or outbuilding, teacher will contact the office by cell phone or radio. Principal will follow lockdown procedures. 4. Students who are outside will be directed to go to the nearest building by any staff member that can see them. Students are to remain there until an all clear signal is given. 5. Playground supervisors will have the authority to send students inside when they feel that there is a need to do so. The site Principal and building Principal will be notified of such action as soon as possible.

Principal should convene campus crisis team and be prepared to assist on-scene commander. In conjunction with on-scene commander and other agencies (e.g. fire, police, EMS, etc), make decisions regarding evacuation Inform staff of situation and procedures to follow If students/staff taken to hospital or clinics, be sure to: Notify parents or guardians, spouse of incident and location where taken In conjunction with on-scene commander, prepare a fact sheet for parent and community inquiries Prepare media statement in conjunction with person in charge Ask media to help notify parents when and where their children will be released Make preparations for the campus Crisis Team to continue with follow-up services ASSIGNED STAFF If students/staff taken to hospital or clinics, be sure to: Keep track of what student is taken and to where If possible, have staff member accompany ambulances; at minimum have staff member at each hospital/clinic where students and staff are taken Ensure any students departing campus check-out.
