The plan purpsely des nt address specific respnses demanded by the almst limitless variety f pssible crises. Instead it prvides a general framewrk fr respnse, which in turn will guide mre specific steps that a given situatin demands, t be determined at the time f its ccurrence by the Incident Cmmand System and emergency respnders. Mitigatin & Preventin General Mitigatin and preventin require taking inventry f the dangers in and arund Scarbrugh Public Schls and identifying what t d t prevent and reduce injury and prperty damage. Accrding t FEMA, the gal f mitigatin is t decrease the need fr respnse as ppsed t simply increasing respnse capability. Definitin Mitigatin is any sustained actin taken t reduce r eliminate lng-term risk t life and prperty frm a hazard event. Mitigatin encurages lng-term reductin f hazard vulnerability (FEMA 2012) r Actins taken t reduce the like f the emergency r actins taken t lessen the impact f an emergency situatin. Mitigatin and preventin als includes facility, behavir, and plicy mdificatins. Actin Steps The Facility Directr and building administratr will review the annual assessment, and assign mitigating tasks (safety plan) t the apprpriate persnnel. III. Preparedness Emergency Planning Actin steps fr successful planning. Befre planning begins fr future updates t this plan, the Scarbrugh Public Schls will divide and pre-crdinate respnsibilities between the district and the Twn f Scarbrugh Public Safety agencies. Essential infrmatin has been cllected, shared, and a plan develped that invlves the right peple. This includes, but is nt limited t: A cmmitment t emergency preparedness. Invlvement f key persnnel. A determinatin f what emergencies the plan will address. Defined rles and respnsibilities. Identified methds fr cmmunicating with the staff, students, families, and the media. Obtaining any necessary equipment and supplies. Develped accuntability and student release prcedures. Schl will practice emergency prcedure thrughut the year. August 27, 2014 Page 5

Incident Cmmand System The Scarbrugh Public Schls and lcal emergency respnders are ready t respnd t schl district emergencies in the mst effective and crdinated way pssible using the Incident Cmmand System. The Building Administratr r his/her designee is the Incident Cmmander fr schl emergencies until public safety fficials assume that rle. The Incident Cmmander rle fficially passes t the fire chief during fire/hazmat incidents and t the law enfrcement cmmander fllwing a criminal act. During emergencies where a single Incident Cmmander is nt apprpriate, the Building Administratr and public safety fficials frm what is called a Unified Cmmand where the building Administratr and public safety fficials share in the decisin making prcess. The Incident Cmmand System is made up f individuals within the schl staff and was created t assist the building administratr in planning fr and respnding t schl emergencies. There may be instances when time-sensitive decisins have t be made quickly by the building administratr, thus bypassing invlvement f the District Emergency Management Team. A few psitins f particular interest t parents are described: Parent/Student Reunificatin Team The Parent/Student Reunificatin Team is respnsible fr the parent reunin and release at the schl site r the relcatin site fllwing an emergency. This persn prvides specific directins t parents as they arrive in the area. This persn establishes a pre-identified lcatin where parents can wait t be reunited with their children and btain infrmatin abut the event. The liaisn crdinates activities at the Parent Reunin Site. The liaisn als crdinates with the building administratr t determine what infrmatin can be released t parents. Parents shuld nt g t the schl site until infrmatin is released abut the parent reunin site. Teachers Teachers with students in class prvide supervisin f students in their care and remain with students during emergencies until directed therwise. They will direct accrding t respnse prcedures; render basic first aid when needed; manage student cmmunicatin via cell phnes per schl plicy; reprt missing/injured r extra students t the Building Administratr r designee Leader. Schl Nurse The nurse maintains first aid kits in cmmn areas f the schl. She trains and maintains an inventry f student and staff with CPR and first aid training, and crdinates their effrt during an emergency. The nurse serves as triage fficer during emergencies until EMS arrives. Emergency Supplies & Equipment Emergency supplies and equipment are pre-psitined thrughut the schl fr easy access when needed. Classrm Crisis Kit that include a student class rster (with special assistance students identified), a cpy f the Student Emergency Infrmatin Sheet fr each child fr K-5, and a Med-Alert List fr all students. Schl Office Kit that includes student Emergency Infrmatin Sheet fr each in the schl, Med-Alert list, and staff emergency infrmatin Schl Nurse Kit That includes a first-aid kit. Training & Exercises Staff and students will be familiar with emergency prcedures, as deemed apprpriate fr their age level, annually. Staff rientatin and practice includes: Orientatin Seminar The Orientatin Seminar is a lw-stress meeting t intrduce everyne t the emergency plan. This will be cnducted when the plan is develped and when new faculty r staff are hired. Functinal Exercise The functinal exercise is a mre stressed drill, and may fcus n a specific prtin(s) f a scenari (such as a fire drill). Staff may cmmunicate with each ther by phne r radi based n the scenari. Each exercise will be evaluated t nte any issues that shuld be addressed. Student rientatin and practice includes: Teachers will rient students as develpmentally apprpriate n the fllwing cmpnents f the plan within the first mnth f the new academic year: Fire Evacuatin Lckdwn Hld in Place Reverse Evacuatin Individual preparedness and respnse respnsibilities Other Cnsideratins 1. Schl ffice staff will: a. Pre-prgram emergency phne numbers n the schls phne system and, b. Create phne, and email address lists f, and fr the Schl Emergency Team. 2. Students with Special Needs: a. Teachers will assign staff t assist students with special needs during an emergency. b. Staff (that has n students assigned) will assist ther faculty r staff needing assistance during an emergency. 3. Off Campus Students (Vcatinal, Special Educatin, Field Trips) a. Scarbrugh Public Schls Transprtatin Directr will make arrangements fr bus transprtatin fr students in an event f an emergency. 4. Visitr/substitute teacher rientatin n the Scarbrugh Public Schls Emergency Management Plan: a. All Visitrs and substitute teachers are required t wear identificatin badges, available at the schl ffice. 5. Schl use as a cmmunity shelter: a. The Facilities Directr will apprve the use f the schl as a cmmunity r American Red Crss shelter and will crdinate its use when activated as such. August 27, 2014 Page 7

b. Scarbrugh Cmmunity Shelter currently is the Scarbrugh High Schl. c. Once activated, the Scarbrugh emergency persnnel will crdinate with utside medical agencies fr their prvisin f medical versight f shelter clients with chrnic cnditins. d. The Scarbrugh Public Schls Fd Service Directr will crdinate with the Shelter Manager fr an rientatin n fd service supplies, equipment, and peratins. IV. Respnse Crises are unexpected, ften unpredictable, and take many frms. N schl and cmmunity can be fully prepared fr everything that may happen. The Scarbrugh Public Schls has plans t address a variety f emergencies that may include: Fire Evacuatin Lckdwn Hld in Place Severe Weather During any f these: A. Parents shuld nt attempt t reach the schl by phne. Parents are urged t stay away frm the schl during such situatins, as it is ptentially dangerus and may impede the effrts f emergency persnnel. B. Students will adhere t electrnic device use plicy. Fire All schls in Scarbrugh are equipped with ne r mre f the fllwing: fire/smke detectrs, sprinkler systems, alarm systems, and fire extinguishers as required by Twn and State cdes. These are inspected and tested in accrdance with cde. Students in K-5 will practice 10 evacuatins per year with a minimum f 8 specifically fr fire. Students in grades 6-12 will practice 8 evacuatins per year with a minimum f 6 specifically fr fire. In the event f an actual fire r unsafe situatin, evacuatin t an alternative lcatin may be necessary. (See Evacuatin) Parents and guardians will then be ntified f the event, and alternative site. This will include psting infrmatin n the district and/r schl website if apprpriate. Ntificatin will be made by using the mst efficient prcess, which includes direct calling, annuncements, autmated calling with a recrded message, r a reverse emergency 911 system. A team f staff will perate a student/parent reunificatin pint at the relcatin site. Students nt picked up by parents/guardians will be bused t regular bus stps. Evacuatin Evacuatin is used when cnditins utside are safer than inside. Once the Building Administratr directs an evacuatin, all students and staff mve frm the schl t the pre-determined utdr area. After students and staff are accunted fr and the threat has cleared, students and staff return t their classrms. August 27, 2014 Page 8

If an incident is expected t be prlnged, r if cnditins are nt suitable fr remaining at the utdr area, students may be evacuated t an alternative lcatin. Buses will transprt students and staff t a pre-crdinated relcatin site. After arriving at the relcatin site, students and staff are sheltered and accunted fr a secnd time. Parents and guardians will then be ntified f the event, and alternative site. This may include psting infrmatin n the district and/r schl website if apprpriate. Lckdwn Lckdwns are used when an emergency ccurs utside f the schl and an evacuatin wuld be dangerus r when there is an emergency inside and mvement within the schl will put students in jepardy. Prcedures are in place t lck and secure the building immediately, and law enfrcement persnnel will be alerted. During a lckdwn, nly public safety fficials will be allwed t enter the building. Hld in Place Sme events may call fr the schl t enter a less serius Hld in Place mde. These events might include a dg search, and injured persn in the hall r any temprary event that requires the halls t be cleared. This will require staff t clear the crridrs near their rms and cntain all students and staff behind clsed drs. Severe Weather Prcedures Severe Weather Prcedures will be used when a severe weather situatins requires students t remain inside, r return t the building. All schls mnitr a Weather and Hazard Alert Radi that prvides advance warning f an event frm the Natinal Weather Service. Students will be directed t take the clsest, safest rute t the designated safe areas. Occupants f prtable classrms will mve t the main building. Students and staff will remain in the safe area until further instructins are prvided. Fllwing the event, members f the Incident Cmmand Team will prepare cmmunicatins fr parents explaining what ccurred and hw it was handled. Student Accunting and Release Prcedures Teachers will arrange t have parents fill ut the Student Emergency Infrmatin and Release Frm during the first week f schl. Als as part f ur registratin prcess, new students will be asked t fill ut the Student Emergency Infrmatin and Release Frm. Parents are respnsible t ntify each schl that their child is attending t keep infrmatin up-t-date. The frm includes the fllwing infrmatin: Cntact infrmatin n parents/guardians, and ther adults wh can be cntacted if the parent r guardian is nt available. August 27, 2014 Page 9

Authrizatin fr students t leave campus with any f the adults listed n the cards, if necessary. Scarbrugh Public Schls recmmends adding ne r mre parents f children already attending Scarbrugh Public Schls. Pertinent medical infrmatin such as allergies, medicatins, and dctr cntact infrmatin Parents arriving at schl/reunin site t pick up their child after an emergency can expect the fllwing: 1. Infrmatin t parents abut the event and actins taken will be given as apprpriate. 2. Prcedures fr signing children ut will be psted 3. Parent/authrized designee will check in with valid ID 4. Parent/authrized designee will be required t cmplete the sign-ut prcedure. Cmmunicatins Timely and accurate cmmunicatins during an emergency is critical. This includes cmmunicatin with: schl faculty, staff, and students; parents f students; fire and law enfrcement and ther lcal emergency services. Each schl has multiple means f cmmunicatin during emergencies. In an emergency, answering telephnes will nt be a pririty until it is safe t d s. Parents are asked nt t call the schl and instead wait fr infrmatin t be cmmunicated frm the schl r emergency services. V. Recvery t Pre-Incident Status Gal The gal f recvery is t return t learning and restre the infrastructure f the schl as quickly as pssible. The Scarbrugh Public Schls will fcus n students and the physical plant, and will take as much time as needed fr recvery. One f the majr gals f recvery is t prvide a caring and supprtive schl envirnment. The schl cunselrs and scial wrkers lead the effrts in this area. When a crisis affects ne schl, staff members frm ther buildings are available t assist if necessary.
