MoU 2008 The MoU 2008 (Memorandum of Understanding) between the European Commission and the European Railway Associations (CER, EIM, ERFA, GSM-R Industry Group, UIC, UNIFE) recognised the ETCS specifications 2.3.0d as the stable and interoperable basis for the deployment in Europe, but also asked the Agency to develop the specifications for ETCS Baseline 3 by 2012, which closes previous open points, includes new functionality and allows trains equipped with it to operate both on Baseline 3 and on 230d lines (backward compatibility). 12-13/11/2013 ERTMS Conference CCRCC 2013, Lille 3
ETCS Baselines, status 2012 Commission Decision 2012/696/EU on the 6 th November 2012, which has been published in the Official Journal of the European Union on the 10 th November 2012. ETCS Baselines, 2012 modifications The introduction, by keeping the ETCS stable specifications since year 2008 (the so-called 2.3.0d ), of the ETCS Baseline 3 specifications, The amended on-board test specifications for ETCS Baseline 2, The introduction of the GSM-R specifications EIRENE FRS 7.3.0 and EIRENE SRS 15.3.0. In regard to Baseline 3, for the first time since the development of the system, the operational principles and rules have been elaborated in parallel with the technical requirements. In addition and also for first time, the specification of the ETCS-Driver Machine Interface (DMI) is part of the mandatory requirements. 12-13/11/2013 ERTMS Conference CCRCC 2013, Lille 5
MoU 2012 To accompany the introduction of Baseline 3, ensuring that the development of products and the early deployment will provide return of experience to help consolidate the specifications and manage the experience allowing the maintenance of a common standard, a new MoU, complementing the 2008 MoU, was signed by the EC, the Sector Associations and the Agency in April 2012. 12-13/11/2013 ERTMS Conference CCRCC 2013, Lille 6
MoU 2012 tasks A double check of the backward compatibility of Baseline 3. Complementing of Baseline 3 with additional documents to facilitate the process of certification and authorisation and make the system more cost effective, in particular: Test specifications for ETCS Baseline 3 Interface specifications between RBC and RBC Train Interface specifications (interface between the ETCS on board and the vehicle) Planning of maintenance releases Additional functionalities/interfaces (ATO, Satellite positioning, bearer independency) 12-13/11/2013 ERTMS Conference CCRCC 2013, Lille 7

Second maintenance release ERTMS is the system of today but also of the future. We must therefore, beside taking into account the return of experience, prepare on time and plan evolution.
