The SWS will be our guide for this session; and this session is recommended for auditors and QCI personnel. We will also look at how to input the duct testing numbers into NEAT. Pearl 1 How to Become the Most Efficient with WAP Online This presentation will include a general refresher about the workflow of Hancock Software s WAP Online including photos, waiting lists, pipeline tracking, average spending, price lists, client reports, and work order management. The newer features for WAP Online will be explored, and attendees will be offered the opportunity to give their feedback on it to help Hancock improve the offering for New Jersey s agencies. This session will focus on the differences that we need to be aware of when working on manufactured housing. Years of experience have taught us that manufactured housing needs are different and that we must pay attention to the differences to ensure quality work. Mastering QCI Inspections What is the current process for performing QCI inspections? What is working and what is not working? Are we gathering too much information, or not enough? This session will provide an overview of the QCI processes from reviewing documents to site inspections, as well as tips and techniques for performing quality QCI inspections. Bring your questions and stories as this will be an opportunity to discuss your QCI inspections and how to meet the requirements of the NJ WAP program. Pearl 1 NJ WAP: Past, Present, and Future This workshop will provide a brief overview of the Weatherization Assistance Program (WAP) and where it stands today. The workshop will provide an opportunity for participants to provide input on the current model. The dialogue will focus on what works and what doesn t, with the purpose of building a blue print for the future of WAP and the upcoming Request for Proposal competitive process. Are there other ways and/or materials that could do a better job or faster? Focus will be on reviewing the different materials that we should be using to perform weatherization work. The Standard Work Specifications will be used as a guide for material selection. Come test your knowledge of materials and processes! Pearl 2-3 Who Moved the CAZ? CAZ testing is probably one of the most important safety checks we can do in weatherization. But sometimes it can be difficult to test something unless you know where it is. This location determines what kind of testing must be performed. Once we know where the CAZ is located, what next? Learn how to identify the CAZ and perform the necessary testing that will save your clients lives! Pearl 1 Project/Program This session will begin by briefing reviewing basic rules and regulations for the weatherization assistance program (WAP) in relationship to the governing sources required by federal agencies. We explore more deeply the program and project management that must occur to achieve positive results and success, and identify specific objectives for both program and project activity to clearly identify responsibility and understanding. Steel Pier Program Updates for HEA In this session, DOE and support staff will describe the state of the program today, discuss some recent projects, resources, and guidance you should be aware of, provide updates on how the QCI process is working nationwide, and share some big picture ideas about where we are headed as a program and what is coming next. 10:30am - 12:00pm Pearl 4-5 Installing ASHRAE Ventilation Fans The work-scope says to install a ventilation fan. OK! Where do we start? What are some things we need to know to install a quality ventilation system? How do we know that once we have installed the fan that it will perform? Come learn some tips and techniques to installing and verifying quality ventilation fan installation. 7

You have depressurization numbers, draft numbers, CO numbers, charts and graphs galore! OH MY! Come understand how we can utilize all of this to create effective work-scopes. Also, what do we need to be aware of after the work is complete? What are some solutions to the CAZ findings and problems? Come learn how to utilize basic zonal diagnostics to ensure that we are air sealing everything cost effectively. Utilizing some simple techniques, we can identify where to seal quicker and minimize chasing those pesky cfms all over the house! ASHRAE This session will focus on all things ASHRAE from calculating the amount of ventilation needed to final QCI inspecting of the fans. Who is responsible for setting the fans? Who needs to run the calculation? Are there some simple tools that will allow us to get the results that we need faster? Come find out! 9

Session Schedule and Descriptions - Friday 8:30am - 10:00am (continued) Steel Pier Crown Ballroom 1-2 Budget and Financial Overview During this session, we plan to understand budgeting as related to managing cost for projects. Specific areas will involve cash management, multi-funded programs, staff cost, contractor cost, travel, and others. We discuss concerns and issues regarding proper charging of program support cost, administrative cost, and training cost. The session will address financial management concerns and issues related to the implementation of the uniform guidance: 2CFR 200. New issues involving program and financial reporting, financial record keeping, accounting records, internal controls, and state agencies not monitoring in enough detail. Utilities Roundtable This session will be a candid exchange between representatives of HEA agencies and representatives of the seven utility companies participating in the program with the goal of facilitating the transfer of USF and HEA benefit payments to clients accounts. Topics of discussion will include how to manage the USF portability process, payments of USF benefits, the Fresh Start Program, and communication between agencies and utilities throughout the season. 10:30am - 12:00pm Pearl 4-5 Who Filled the Dishwasher with Cellulose! Come learn tips and tricks on job site productivity. What is the sequence for following the work-scope? Are there items we should be doing first? Does it matter? Are there ways that we can be more productive? Come find out! Pearl 2-3 Mold and Moisture - When to Walk Away and When to RUN! What does DOE say about working around mold. Mold is everywhere and we need to know when to stay, walk away, and when to RUN! Mold is a moisture issue! Identifying the sources and solutions to moisture and mold issues is key to a successful weatherization project. Understanding our limitations is good to know too! Steel Pier Budget and Financial Overview This session is a continuation of the Budget and Financial Managenment Overview 8:30am - 10:00am class. Crown Ballroom 1-2 Deliverables Roundtable The advantages of using payment vouchers as opposed to two party checks will be explored, and there will be an open floor discussion on topics of interests to all parties. 10

Presenter Bios Danielle Amasia Danielle Amasia is the Vice President of Product Marketing at Hancock Software, where she oversees the Hancock low income product line across multiple states and their utility programs. In her role, Danielle works closely with government and utility customers to ensure Hancock s energy audit and program management software meets their requirements for process automation. Danielle is a BPI Continuing Education instructor, and she has more than 10 years of experience in the energy efficiency field, ranging from conducting home energy audits and implementing energy-efficient measures to developing program management solutions. Angie Armand Angie Armand is the Supervisor of the New Jersey Weatherization Assistance Program within the New Jersey Department of Community Affairs. She oversees the administration of the Weatherization Assistance Program and the Lead Safe Home Pilot Remediation Program. The Lead Safe Pilot Program was launched in November 2016 with a $10 million State funded allocation. She has been with the Department for 28 years and previously served as the Director of the Center for Hispanic Policy, Research and Development (CHPRD) for 11 years. During her 22 years tenure at the CHPRD, it experienced unprecedented success and visibility with its initiatives such as the CHPRD s Hispanic Interns in Community Service Program and Latino Leaders Fellowship Institute, the CHPRD s highly acclaimed newsletter MATICES, the CHPRD s Corporate Partnership Board. Angie has a Bachelor s Degree from Drew University and a Masters in Administrative Science from Fairleigh Dickinson University. She is also a Certified Public Manager. Bob Cates Bob Cates is CEO of Bob Cates & Associates LLC, a firm that assists colleges, state and local governments, Indian Tribes, nonprofit organizations, and federal agencies in administering, operating and managing federally funded programs. Bob has served in the South Carolina Governor s Office and the private sector for over 35 years. He has actual experience administrating federal grant programs from three perspectives: as an Executive Director, as a CFO/Deputy Financial Operations, and as Administrative Services Manager. Bob s career has been unique in that as a practitioner he has actual work experience in three roles: as a grantor, as a passthrough entity (PTE), and as a sub-recipient of grant funds. Anthony joined CHP Energy Solutions in 1999 and has over 20 years of experience in the field. He developed the nationally-recognized House of Pressure as a training tool, and received a 2005 National Weatherization Recognition Award from the U.S. Department of Energy. Miguel Gonzlez Miguel has been employed by the state of New Jersey for the last 22 years and for the past 12 years working as USFHEA program Coordinator within the Department of Community Affairs Division of Community Resources. Among his duties he handles the day to day programmatic coordination of the USF/HEA programs between DCA, BPU, the seventeen nonprofit agencies administering the application process, Utility Companies, deliverable fuel vendors, OIT and other advocacy groups throughout New Jersey. 11

Before spending the last seven years running his own business, he worked in the production and maintenance divisions of a heavy industrial plant. Earlier professional experience also includes time spent as an estimator in the insulation and fireproofing industry, and also as a high school teacher. Jose Sanchez Jose is the supervisor of the Office of Home Energy Assistance Program within the Department of Community Affairs Division of Housing and Community Resources. He oversees the state administration of the Low Income Home Energy Assistance Program (LIHEAP) and the Universal Service Fund Program (USF). He has over 28 years in public service working in the State of NJ Department of Community Affairs in various positions. Prior to supervising the LIHEAP and USF programs, Mr. Sanchez served as the Fiscal Supervisor for the Office of Low Income Energy Conservation, in charge of all fiscal matters for these two programs and also the Weatherization program. Jose has an undergraduate degree from Baruch College of the City University of New York. Kevin Scott Kevin Scott has been actively working in the Weatherization Program since 2002. During that time he has been an energy auditor, instructor, and training coordinator. While working with Community Housing Partners his responsibilities have including classroom and field instruction, curriculum development, and quality assurance inspections for programs in several states. He holds multiple Building Performance Institute certifications including Building Analyst, Envelope Professional, Energy Auditor, Quality Control Inspector, Heating Professional, and Healthy Home Evaluator. Andrew Woodruff Andrew Woodruff is a trainer and project manager for CHP Energy Solutions. He has a broad range of professional experience that includes architectural design and construction, affordable housing program administration, and energy modeling. Andrew earned a degree in Architectural Technology and Design, with a minor in Community and Regional Planning from Appalachian State University. He is certified as a BPI HEP Quality Control Inspector, BPI HEP Energy Auditor, BPI Building Analyst, BPI Building Envelope Professional, BPI Heating Professional, BPI AC and Heat Pump Professional, BPI Residential Building Envelope-Whole House Air Leakage Control Installer, HERS Rater, EPA 608 Type II, NAHB Green Verifier 2008, and Green Building Standard Verifier 2012. 12
