Kentucky Prescription Assistance Program (KPAP)
KENTUCKY ACTED In the Spring 2008 Legislative Session, the General Assembly passed House Bill 406 that appropriated funds to consolidate all programs in the Cabinet for Health and Family Services that assist individuals in obtaining free or reduced price prescription drugs and to create a system to more easily access PAPs.

WHAT ARE PAP PROGRAMS? Patient Assistance Programs (PAP) PAP programs have been around for more than 50 years Merck was the first company to offer a PAP program KPAP provides access to more than 5,000 medications available for free or reduced price Over 300 companies offer PAP programs
WHAT ARE PAP PROGRAMS? Most programs are not advertised Most programs have no limit of term of enrollment and enrollment lasts for one year PAP programs help Uninsured Underinsured Medicaid and private insurance medicines not covered Medicare Part D Donut Hole patients
WHAT ARE PAP APPLICATIONS? Each company has its own form, and each form is company specific. Each company has its own set of rules and qualifications. Some programs require more information than others. A person may qualify for one program but not another.
WHAT ARE PAP APPLICATIONS? Standardized forms developed by each company to apply for medicine assistance. All free medicine programs have income eligibility guidelines. 80% of PAP programs use 250% of the federal poverty guidelines for an upper eligibility limit.

WHAT DOES KPAP OFFER? KPAP Offers (at no cost): Software, through Drug Assistant, that expedites searching, locating and accessing drug manufacturer s PAPs, includes a prescribing professional database, patient database (entering patient data once) and auto-population of PAP form Training on PAPs (onsite and/or web-based) Templates for forms for volunteers, HIPAA, etc. Community Organizing - assistance recruiting volunteers, coordinating the community, or any other assistance Technical Assistance From the Central Office Program Manager IT Assistance through a Computer Helpdesk Toll Free Number (8:00 5:00 EST) Additional information and resources available through our Health Care Access Hotline toll-free number. 1-800-633-8100.
