First BoG Proceedings: TEQIP III 4 Proceeding First Board Governors Meeting TEQIP-III 1.0 Welcome address by Principal At the outset, Principal welcomed Hon ble Chairman and the members present to the 1st BoG meeting the TEQIP-III and appraised about Technical Education Quality Improvement Programme (TEQIP) Ministry Human Resource Development, Government India being implemented as a World Bank assisted Project to improve the quality technical education system in the country. College Engineering and Technology (CET), Bhubaneswar was recipient TEQIP Phase II for an amount Rs.10 crores by MHRD, Govt. India during the project period 2012-2017, which was implemented successfully with 100% fund utilization and with high rating. Based on the success TEQIP-II and on the Institutional Development Proposal (IDP) submitted, CET has been awarded TEQIP phase III amounting to Rs.15 crores (as an Autonomous Institution) during the project duration 2017-2020. TEQIP-III is to be implemented on the basis the guidelines given in Project Implementation Plan (PIP) TEQIP-III being monitored by National Project Implementation Unit (NPIU) - a unit Ministry Human Resource Development, Government India, established in August 1990 for coordination, facilitation, monitoring and to provide guidance to the States/ Institutions in all aspects the projects related to Technical Education. After the thread bare discussions held on various matters as given in agenda notes, BoG agreed in principle to follow the guidelines laid by NPIU, MHRD, Govt. India for execution the activities under TEQIP- III successfully and the following decisions were taken:

First BoG Proceedings: TEQIP III 5 1.3 Ratification Institutional TEQIP Unit The Institutional TEQIP Units formed basing on the guidelines TEQIP-III for smooth management TEQIP III activities CET are as follows: (a) Institutional Project Director (IPD): Pr. P.K.Patra, Principal (b) Institutional Project Coordinator (IPC) : Pr. L.N.Panda, Pressor, Mechanical Engineering (c) Nodal ficer(academics): Pr. P.K.Parhi, Pressor, Civil Engineering (d) Nodal ficer (Finance): Pr. K.N.Das, PIC (Accounts) (e) Nodal ficer (Procurement): Pr. P.K.Parida, Asst. Pressor, Mechanical Engg. In addition, BoG approved the constitution Purchase Committee as per TEQIP III guidelines to look after the procurement activities as per procurement plan as follows: (a) Principal & IPD, TEQIP III Chairman (b) IPC, TEQIP III (c) All HoDs (except Architecture, MCA, F&AT) s (d) Nodal Officer Finance (e) Nodal Officer Academics (f) Nodal Officer, Procurement- Convener BoG approved the above Committees. 1.4 Ratification Action Plan for various activities under TEQIP- III submitted to NPIU Principal appraised to the members BoG that as sought by NPIU, action plan for various activities TEQIP-III needs to be uploaded in the portal NPIU in each quarter a financial year after due approval BoG. Since the actual execution TEQIP-III activities was started at CET, Bhubaneswar from October 2017, an action plan for the 3 rd quarter (October to December 2017) and 4 th quarter (January to March 2018) the current F.Y 2017-18 have been prepared and submitted to NPIU, which is placed in Annexure-III the agenda notes for the approval BoG. BoG agreed and approved it.

First BoG Proceedings: TEQIP III 6 1.5 Ratification Procurement Plan (18 months) A plan for procurement equipment, books & e-journals, furniture etc. amounting Rs.6.00 crores under the procurement goods head has been prepared for submission to NPIU and placed in Annexure-IV the agenda notes for the approval BoG. BoG agreed and approved it. 1.6 Approval Expenditure Guidelines BoG agreed in principle with the following guidelines for expenditures as laid down by NPIU and proposed by the Principal for execution various activities under TEQIP-III. (a) Guidelines for TA/DA etc. Faculty & Staff for TEQIP-III activities and Honorarium to Guests lectures/seminar/ workshop/meetings etc (as communicated by the Central Project Advisor, NPIU) (Annexure V). (b) The Permissible and Non-Permissible Expenditures (Indicative) for various suggested activities as per the NPIU website (latest revised) for implementation is attached (Annexure VI). (c) The suggested guidelines for fund utilization towards organizing FDPs/CEPs/Conferences/Workshops etc. as proposed in Annexure - VII. (d) The guidelines for fund utilization towards foreign travel (as communicated by NPIU) as per Annexure - VIII. 1.7 Approval the expenditures already incurred for various activities till 30.11.2017 and other planned activities (a) Principal appraised to the Board that Since TEQIP-III has been made operational since July, 2017 and BoG was not formed, some activities related to TEQIP-III have already been undertaken or planned and expenditures already incurred towards those activities as per Annexure- IX., Annexure-X and Annexure XI the agenda notes. Principal placed the same for approval BoG. BoG approved the same. (b) BoG approved the process imparting training to the students, faculty and staff in specialized areas under TEQIP-III with the objectives improving teaching-learning process for enhancing students skill and

First BoG Proceedings: TEQIP III 7 employability by the Central Tool Room and Training Centre (CTTC), Bhubaneswar (A Government India organization under the Department MSME) as per MoU signed in July 2016 during TEQIP-II between CET and CTTC given in Annexure XII agenda notes. 1.8 Any other points with the permission the Chair. a) BoG recommended to provide financial assistance to the faculty especially newly recruited faculty upto Rs.5.00 lakhs as seed money on receipt viable research project from him/her in order to enhance the research activities the college. Before sanction the seed money, the project submitted by the faculty must be scrutinized by a committee consisting Pressor/Associate Pressor and an expert member in the relevant research field. b) BoG also recommended to provide financial assistance to the students upto Rs. 50000/- for carrying out any innovative project in order to encourage them for enhancing their innovation competency.
