TE MANA O TE AWA FUND ENHANCE PROTECT RESTORE TE AWA TUPUA Overview Whanganui Iwi have ancestral interests in the lands and waterways comprising the Western Diversion of the Tongariro Power Scheme, which is currently owned and operated by Genesis Energy Ltd (Genesis). The Western Diversion of the TPS diverts water from the headwaters of the Whanganui River and certain of its tributaries. Whanganui Iwi considers that the TPS has adverse effects on the Whanganui River and on the relationship between Whanganui Iwi and the Whanganui River Te Awa Tupua. In 2001, Genesis was granted resource consents under the Resource Management Act for the ongoing operation of the TPS. Whanganui Iwi, through the Whanganui River Māori Trust Board and other bodies, entered into litigation to oppose the issuing of the resource consents. In order to bring an end to the litigation process and foster the building of an enduring and positive relationship that promotes opportunities to collaborate on matters of mutual interest in relation to Te Awa Tupua. Whanganui Iwi and Genesis entered into a formal relationship agreement in 2010 Hei Whakaaro Tahi ki Te Mana o Te Awa. As part of the relationship between Whanganui Iwi and Genesis Energy, a Relationship Group was established to advance and support initiatives that contribute to the health and well being of the Whanganui River Te Awa Tupua. Fundamental to this was the establishment of a contestable fund Te Mana o Te Awa Fund. The purpose of this resource is to resource projects that enhance and protect the health and wellbeing of both the Te Awa Tupua and Whanganui Iwi. Te Awa Tupua For the purposes of this Fund, Te Awa Tupua comprises: A) Te Awa Tupua Mai i Te Kahui Maunga ki Tangaroa the length of the Whanganui River and its tributaries from the mountains to the sea; and B) The holistic all-embracing nature of Te Awa Tupua including all its physical and metaphysical components and the inseparability of the Iwi and the River. Strategic Objectives of the Fund: To promote and support projects that: Enhance and protect the environmental, cultural and spiritual health and wellbeing of Te Awa Tupua; Enhance and protect the cultural, environmental, social, political and economic development of Whanganui Iwi; Strengthen the relationship of Whanganui Iwi with Te Awa Tupua; Strengthen and grow the capacity of Whanganui Iwi to undertake and exercise a primary role in planning, management and regulation in respect of Te Awa Tupua. Priority Areas for the Fund Currently, the following priority areas have been identified by the Relationship Group: A) Iwi capacity building to enhance and strengthen the capacity of Whanganui Iwi to collectively play a primary role in the planning, management and regulation in relation to Te Awa Tupua; B) Environmental enhancement to enhance and protect water quality, native flora and fauna, biodiversity and ecology associated with Te Awa Tupua; C) Research & monitoring to gain further understanding of: The environmental, cultural and spiritual health and wellbeing of Te Awa Tupua; and the impacts of various activities on the Te Awa Tupua and the relationship between Whanganui Iwi and Te Awa Tupua; D) Cultural and spiritual enhancement to strengthen, promote and enhance Whanganui Iwi cultural and spiritual knowledge, practices and connections in respect of Te Awa Tupua. Assistance Available Ngā Manga Iti Small Projects Up to $5,000. Funding of up to $5000 is available to support small projects among Whanganui Iwi. Proposals for small projects will be considered by the Relationship Group at their bimonthly hui. These smaller projects may create opportunities to explore larger, more long-term projects that benefit Te Awa Tupua and Whanganui Iwi. Individual applicants and organisations may apply for Ngā Manga Iti. Ngā Manga Nui Medium & Large Projects - $5,000 to $20,000. Funding of between $5,000 - $25,000 is available to support medium and larger projects. For Ngā Manga Nui proposals, the Relationship Group will, in most cases, expect to see a contribution from other funding sources and a monetary or in-kind contribution from the applicants. There will be ONE funding round for Ngā Manga Nui proposals per annum. Only legal entities may apply for Ngā Manga Nui. RELEVANT SKILLS Please include the names of the project co-ordinator and the project team who will be involved and the role they will take in the project. Please provide a short statement for the key personnel including details of the skills and capability all personnel that recognises the intrinsic link between health and wellbeing of the river, and the health and wellbeing of Whanganui iwi. RELEVANT EXPERIENCE Please provide information that demonstrates the previous experience of all personnel who will be involved in your proposed project. This could include: Experience in working with a range of stakeholder to produce positive outcomes for the health and wellbeing of the river, and the Whanganui iwi; Experience in producing a paper copy reports, delivering project objectives while meeting timeframes and deadlines ; Experience in providing written financial reports that detail the breakdown of expenditure. Personal Information Notice Information about applicants provided to the Relationship Group will be held by the Fund Manager for the purpose of enabling the Relationship Group to assess and evaluate the application, and to administer the funding grant. Information may be passed to other agencies to assist with the evaluation of the proposal. The Fund Manager may seek confirmation from Ngā Tāngata Tiaki that the applicant is registered on the Whanganui Iwi register. Names of grant recipients and the amounts of the grant may be made public, and will be published in the Relationship Group s Annual Report. Each applicant consents to the use and disclosure of their personal information in the manner described above. If requested information with respect to the applicant is not supplied, the application may be declined for consideration. Broad Criteria for the Fund: To strengthen the funding proposals applicants may consider the following matters: Consistency with the principles, values, kawa, tikanga and mātauranga of Whanganui Iwi Alignment with Tupua Te Kawa (Te Awa Tupua Values) and Te Pā Auroa o Te Awa Tupua (Te Awa Tupua Framework) established under Ruruku Whakatupua - the Whanganui River Settlement including the proposed Te Heke Ngahuru ki Te Awa Tupua (Te Awa Tupua Strategy).
