GENERAL INFORMATION: The City of Jackson is seeking Statements of Qualifications for a Wastewater Facility Plan. The plan will address aging infrastructure, future capacity, and community growth. Only consultants with prior experience in wastewater facility planning projects will be considered. All sealed qualifications must be received by 10:00 a.m. on Thursday, September 17 th, 2015. Information received after that date and time will not be considered. The City reserves the right to accept or reject any and all submittals, and to select the company most advantageous to the City of Jackson. PROJECT DESCRIPTION: The scope of work shall include a Facility Plan for the Wastewater Collection and Treatment Facilities and shall establish a guide to future operations covering the next twenty (20) years. The Plan shall evaluate the wastewater collection and treatment systems for their ability to meet the current and future needs of the City based on regulatory, growth, and financial needs. Recommendations shall be made to aid the City in complying with environmental regulations, meeting the demands of commercial and industrial development, dealing with aging infrastructure, and fulfilling its obligations to the community. Probable costs of recommended improvements shall be developed, and the current rate structure shall be analyzed for its ability to finance the recommended improvements. The City of Jackson utilizes biological wastewater treatment by oxidation ditch and aerobic sludge digestion. Biosolids are land applied. The wastewater collection system includes 17 lift stations and approximately 100 miles of gravity sewer and force mains. The City encompasses over 10 square miles and a population of 13,758. 3
QUALIFICATION PACKAGE REQUIREMENTS: Each package shall include the following: 1. Three (3) copies of all of the information submitted. 2. Submittals must be no longer than ten (10) pages in total length. 3. Company name, address, phone number, and fax number. 4. Year established and former firm names. 5. Types of services for which the firm is qualified. 6. Names of principals of the firm and name of States in which they are registered. 7. Names of key personnel, with experience of each and length of time in the firm. 8. Number of staff available for assignment. 9. Outside consultants and associates usually retained. 10. Current projects underway and estimated cost of each. 11. Company profile. 12. Client references including names of individuals and telephone numbers. 13. List of similar projects completed in the last five (5) years on which the firm was the principal consultant. 14. Proposal response sheet (see page 5). The Proposal Response Sheet is to be used as a cover sheet but does not count as one of the ten (10) pages referred to in item number 2 above. METHOD OF SELECTION: The City will review all Qualification Statements. Consultants with no prior experience, and submittals that do not meet minimum requirements, will not be considered. Selection will be determined by the City considering, but not limited to, the following categories: 1. Understanding of project. 2. Quality of submission. 3. Experience and training of personnel assigned to, and actually working on the project. 4. Capacity and capability of the firm to perform the work. 5. Time schedule. 6. Project approach. 7. Innovation. 8. References. 9. Past record of performance of the firm. 10. The firm s proximity to and familiarity with the Jackson area. Following the City s selection process, the City Administrator shall then recommend a consultant to the Board of Aldermen. Upon approval by the Board, the City will enter into negotiations with the consultant for a final contract to complete the work. Said contract shall be submitted to the Board for approval. 4
PROCEDURE INFORMATION: Sealed Statements of Qualifications will be received at the City Administrator s office in City Hall no later than the submittal deadline specified. Submittals received after the deadline will not be considered. The City, through its City Administrator, reserves the right to reject any and all submissions that he determines do not meet the intent of these requirements and to waive defects in form or minor irregularities where the best interest of the City would be served. Respondent must bear all costs associated with submittal including preparation, copying, postage, and delivery costs. The City will not be responsible for any costs or expenses incurred by persons responding to this RFQ. The City retains the right to cancel this Request at any time prior to the execution and approval of a contract. If this Request is canceled, all submittals received in response to this RFQ will be rejected. All package preparation costs remain the responsibility of the Respondent. The City shall be under no obligation to return any materials submitted by a Respondent in response to this RFQ. No consulting services shall be performed without prior receipt of a task order authorization from the City of Jackson. However, any person, firm or consultant wishing to do work with the City shall first be under written contract with the City under a Master Agreement for Architectural, Engineering and Land Surveying Services before receiving any task order authorizations. 5
