1. INVITATION The Association of Civil, Mechanic and Material Engineering (GCMM) and the Network of Vietnamese Scientists and Experts in France (RSE) are pleased to invite you to the Franco- Vietnamese conference CIGOS-2010 HIGH-RISE BUILDINGS AND UNDERGROUND STRUCTURES to be held in Paris, France from Thursday 18 th to Friday 19 th November 2010. 2. CONTEXT AND OBJECTIVE The cooperation between France and Vietnam has enjoyed a long history and has recently been strengthened with the visit of Vietnamese Prime Minister Nguyen Tan Dung to France in 2007 and that of French Prime Minister François Fillon to Vietnam in 2009. Today, more than 250 French companies are present in Vietnam, investing up to 2 billion dollars and taking part in important projects in different sectors. In civil engineering, many projects in Vietnam have been consulted and carried out by French companies, such as the Dung Quat oil refinery with TECHNIP, the Phu My seaport with VINCI, the Ha Noi metro with SYSTRA, and the M&C tower in Ho Chi Minh city with BOUYGUES.Vietnamese consultant offices have also participated in construction contracts in France. Considering the potential of the construction market of the two countries, the cooperation between French and Vietnamese companies could be further developed through activities as technology transfer and expertise, joint venture, outsourcing and engineer training. In higher education, hundreds of Vietnamese students graduate every year from Franco-Vietnamese cooperation training programs. Many of them continue studying in France. Recently, in November 2009, the project of Hanoi University of Science and Technology was ratified by the Vietnamese Minister of Education and Training and the French Minister of Education and Research. The main objectives of the conference CIGOS-2010 are: Creating a forum for French and Vietnamese engineers and scientists to exchange their experiences and know-how in the construction of high-rise buildings and underground structures, Strengthening the relations between French and Vietnamese companies in terms of investment, technology transfer, expertise and outsourcing, Promoting French and Vietnamese cooperation in higher education and research (scientific exchange and engineer training programs).

CALL FOR PAPERS Authors are invited to submit their extended abstracts (250 to 500 words in MS Word or PDF format) to the conference secretary (secretariat@cigos.org) before June 15th 2010. Acceptations of communications will be announced by July 17th 2010. Complete accepted communication papers must be sent before October 1st 2010. The communications appear in the conference proceedings which are handed to the participants on the first day of the conference. The full paper is optional. Conference papers are free of copyrights; authors can use them to publish elsewhere. The instructions for authors can be found at the website of the conference (http://www.cigos.org). By organising regularly technical seminars and exchange programs between French and Vietnamese universities and organisation, GCMM aims at promoting the activities of Vietnamese community in this field in France and contributing to the development of Vietnam. The Network of Vietnamese Scientists and Experts in France (RSE) creates a common knowledge database available for the Vietnamese scientific and professional community in France. It unites scientists, experts and students who are willing to share their know-how and uses collective competence to contribute to the scientific and economic development of Vietnam as well as Franco- Vietnamese relation. 12.
