The OS Treaty is a security and confidence building measure that provides for unarmed aerial observation flights over the territory of signatory states by aerial platforms from other signatory states. The reference assigns responsibilities and issues guidance for Department of the Navy (DON) compliance and implementation of the treaty on OS. The Naval Treaty Implementation Program (NTIP) in Washington, DC is the DON executive agent for arms control implementation and the OS treaty. Upon notification, NTIP releases an OP-IMMEDIATE "General Alert - Open Skies Treaty Overflight" message to all Navy and Marine Corps commands in the OS Database and each installation must acknowledge receipt directly to NTIP. 2. (a) The Office of Coordinating Responsibility (OCR) for alios Treaty over flights is the MCIEAST G-3 (Automated Message Handling System (AMHS) address "CG MCIEAST G3"). (b) All MCIEAST installations will designate their Operations Department, or equivalent organization, as the OCR for OS Treaty events aboard their installation. Notifications must be passed to all local range airspace control agencies in order to provide impact assessments and ensure proper execution coordination. (c) AlIOS Treaty flights within airspace controlled by MCIEAST will be coordinated by the MCIEAST Regional Airspace Coordinator at Marine Corps Base Camp Lejeune under the cognizance of the MCIEAST G-3. (d) All MCIEAST installations will have an after hours notification and response SOP and/or desktop procedure that provides instructions for handling after hours OS Treaty messages for their Communications Center, CDO, and Operations Department. (e) The AMHS address "CG MCIEAST G3" will be included as an INFO/CC addressee for all AMHS correspondence between MCIEAST installations and the NTIP. This will ensure MCIEAST visibility of notifications, responses, and impact assessments, and will facilitate required airspace coordination. Every OS message describes the response requirement in the text. Beginning at the General Alert, a unique Observation ID number is assigned to every over flight.
