Enforced and maintained nine separate building development codes and supporting ordinances. Provided direction and support for permitting system and eplanreview systems. Directed team that set up eapply, eplan and epay services allowing customers to pay and apply for permits or planning approvals, request and receive inspections with the department. Currently leading a team to replace Boise s permitting and licensing system. Determined fee schedules for cost recovery of building and planning division services. Represented the building division with the City Council on ordinances, code updates, and strategic planning items. Represented the building division with outside governmental entities including the State of Idaho Building Code Board and EPA. Smart Application of Technology Eliminated the need for paper plan sets and customer trips to City Hall with the implementation of an electronic plan review system. Secured the funding and provided management direction and support to cross departmental team of planners, plan reviewers, permit technicians, IT and graphic design staff implementing electronic plan review software. The project improved customer convenience and reduced permit processing times with simultaneous routing of plans. Oversaw a mobile inspection program that provided 4 hour turn around for inspection requests. Effective Public Outreach: Developed Housing Incentive Program encouraging the development of multifamily housing in Boise s Downtown Planning Area. Development projects creating housing are eligible for $1,000 per market place unit and $2,000 per affordable unit. Led team that developed the Boise s first green construction code and award program in 2015. The voluntary code enables projects to demonstrate sustainability practices and methods while avoiding some of the cost associated with expensive certification programs like LEED. Created Building Excellence Awards to recognize building owners and architects for excellence in design, fire life safety, sustainability, and accessibility. Created partnership with Building Owners and Managers Association (BOMA) to host the City s Building Excellence Awards and obtain free media for city initiatives. Increased outreach efforts of department by staffing the Idaho Green Expo, Treasure Valley Home Show, Building Contractors Association and other trade organization meetings with PDS staff. Conceived original Hammer and Nails newsletter, the forerunner to Building Boise distributed to all professional customers, developers and real estate agents. Streamlining Processes Developed expedited tenant improvement permitting program. Some permit review times decreased from 6 weeks to 1 3 days and in some cases over the counter service was provided. Developed facilities permitting program used by Micron, Inc. (semiconductor facility).
Provided management support for planning and building customer service initiatives including project management and the overhaul of the Department s applications, guides and on line permitting. Entrepreneurial Government Developed Garden City building plan review and inspection services program bringing in an additional $100,000 in revenue. Co recipient of Idaho Information Technology Resource Management Council award recognizing the project. Other City of Boise Duties Managed an $8,000,000 budget for the Building and Planning Divisions. Assisted the Director in adjusting department staffing and budget in response to changing economic times. Department layoffs were limited to six people in department of 90+ employees at the height of the great recession. Assigned management control of the department records center.
