Motion carried Motion by Humphreys, 2nd by Dennis, to approve the minutes of the March 2, 217 meeting. Motion carried. Judge John Yackel and Clerk of Court Sara Jungbluth reported to the committee. County Administrator Tom Hoff presented Security and Facilities Committee guidelines found under Supreme Court Rule 68.5. A Security and Facilities Committee could review courthouse security concerns and the assessments done in 212, 213, and 216. The Security Committee would prioritize recommendations and bring to the Public Safety Committee. Judge John Yackel will organize a Security and Facilities Committee under SCR 68.5. Hoff provided the Committee with three options of staffing a Sheriff's Deputy in the Courthouse; cover it with existing staff, add two part-time deputies, or add one full-time deputy. The wages and benefits package for two part-time deputies working 2 hours a week each from May through December 217 is $45,782.. The package in 218 would be $63,574.. The wages and benefits package for one full-time deputy from May through December 217 is $72,861.. The full-time package in 218 would be $94,56.. Judge Yackel requested a deputy in the courtroom when court is in session; two part-time deputies meets this request. Motion,by Dennis, 2nd by Schleeter, to approve staffing two part-time deputies in the courtroom from May to December 217 and forward recommendation to County Board. Motion carried Jail Administrator Joe Sajdera provided a written report to the Committee. There are currently 96 inmates with 4 housed out of county. Sajdera is working with the phone company on video visitation throughout the jail. The on-line visiting fee will run around $5. which will be paid by the inmate and cover the costs of the service. This service would eliminate much of the lobby traffic.
Animal Control Officer Sherrie Shelton provided a list of complaints addressed during the month. Vaccination clinics were held in the Village of Exeland and the City of Hayward in March and at LCO on April 5. Coroner Dave Dokkestul provided a report to the Committee. Emergency Management Director Pat Sanchez provided a report to the Committee. CS 42(1ncident Command System) is scheduled in the Assembly Room, from 6:3 pm to 8:3 pm, on May 25, 217, for all elected officials. Registration is on line. Communication System Specialist John Kruk provided a report. Ambulance Director Mitch Rice provided the March Ambulance Report. Rice shared information on locations for an ambulance station in the southern part of Sawyer County where there is county owned land. Rice feels the number one factor in selection of a location is proximity to the highest volume of calls. Second would be access to the other parts of Sawyer County. Rice's first choice would be land in Ojibwa at the intersection of Hwy 27 and Hwy 7. Motion by Dennis, 2nd by Humphreys, to pursue locating an ambulance station at the Ojibwa location. CS 42 - ncident Command System Summary for Executives Course Overview This course is intended to provide a forum to discuss the agency's strategic and executive level preparedness and response issues and challenges related to WMD/terrorism and other incidents of national significance. t is also intended to serve as a vehicle to share proven strategies and practices as well as enhanced teamwork and coordination among the agency's senior officials responsible for emergency response to a major incident. t will be conducted as a facilitated workshop and will integrate multimedia scenarios and vignettes that highlight the key issues and facilitate discussion Topics Define the role of an Executive relative to the CS Describe the various ways CS can be applied Describe the basic organization of CS and know the functional responsibilities of the Command and General Staffs Describe basic CS terminology dentify the differences between incident/event CS organizations and the activities accomplished by area Commands, EOC's and MACS Describe the major responsibilities of an Executive as related to an incident/event, including the agency administrator briefing and delegation of authority Explain the administrative, logistical, financial and reporting implications of large incident/event level considerations operations Audience..... Elected officials, senior executive, senior managers and agency administrators with policy responsibilities, but without specific CS or Multi-Agency Coordination System function/roles or responsibilities. Sawyer County Communications System Specialist- May 217 PS Committee Report 1.) Tornado Siren Activation -Over the last year and some change have been working on an issue that has actually been plaguing Sawyer County for some time. This was dealing with siren activation for weather alerts in particular down in the Exeland, Winter, and Loretta/Draper areas. What made this issue more difficult is that sirens in the rest of the county, that have them, would activate every Wednesday during the weekly test just not the areas listed above. The paging towers were checked, sirens were checked locally, and consultation with the siren manufacturers were made. t was not until the preparation has begun for the new paging system that it was discovered as to what the issue is in reality. With the way our current dispatch consoles were installed and setup it turns out that proper -.. paging tones were NEVER set correctly for the system. They were set at a O db level where they. should have been at least a -8 db level or even lower. To put it in simple terms when the activation tones go off some sirens are most likely hearing them at a level of a person listening to a radio at level hi with headphones on as compared to med to low without headphones. This caused distortion and in turn does not activate the sirens in those areas. Testing was done last week at simulated levels and it did activate all the sirens. Due to the consoles being attached to WSCOM we are going to have to pay a two-way radio company to set up tone levels. However, we are not going to do a quick fix and call it good but we will also setup back-ups to the system as safety measures and guidelines. 2.) Fire Channel (Analog) -An equipment failure, due to age, occurred last Thursday night and the analog fire channel went down. This resulted in only having fire comms on SWFREl {WSCOM) only and not using the old system which is in the upgrade process. Traveling out to the site at 9pm that evening resulted in finding that the repeater itself had a failure that appears to be related to the internal power source of the device. This repeater is no longer made and has not been made for the last 5 to 7 years. A replacement device will be purchased for another station in the county and that replaced one will go in place ofthe failing fire repeater. This is only needed as a stop gap as the new fire equipment is coming soon. 3.) Jail Radio System - One of the most difficult parts in public safety is having safe and secure communications. n many different parts of the state, nation, and even worldwide radio communications are monitored by legal store bought devices and then are streamed on to the internet. Given this information a threat or danger level occurs if these communications can be monitored and used for illegal or malicious purposes. Recently in the county radio transmissions were monitored and the details of these transmissions were then discussed on Face book. Sadly unless it is used in a commission of a crime or for illegal acts law enforcement communications can be monitored and even rebroadcasted without legal recourse if once again it is not used in the commission of a crime or for illegal actions. The FCC even states that it is up to the individual agency to secure communications. With that said a migration to a more secure and efficient radio system will be taking place. This will be a slow and measured migration to this new system which will not only ensure comms with the jail and SO but also within the
courthouse area also. Now is the time also to start this procedure due to the fact that the jail portable radios are starting to show signs of wear and tear, are discontinued by Motorola as a prciduct line, and do not offer enhanced levels of security. CHLD SUPPORT AGENCY REPORT MAY PUBLC SAFETY COMMTTEE MEETNG The Child Support Agency took part in the ALCE training on 5/1. Officer Jensen did an excellent job of presenting the information. The training was very informative and timely. Some changes made by the RS to prevent criminals from getting fraudulent tax refunds has caused some delays in tax processing. Families claiming the earned income tax credit or the additional child tax credit result in payments for those who do not make enough money to owe any federal income taxes, which makes them attractive to identity thieves. As a result, our collections from tax intercept are slower coming in than previous years. The amounts have not changed. Our office is trying to figure our way through E-filing. We all met with staff from CCAP the week of 4/17 for training on E-filing. E-filing appears to be designed more for larger counties with in-house counsel. have delegated Amanda Wheeler as our point person for all E-filing. Amanda has access to our attorney's files to do the scanning and filing. will be adjusting Amanda's caseload to free up some of her time to accomplish all of the office's court filing. The process for E-filing requires many more steps and hoops than paper filing. Sadie from REALiving will be meeting with me, in our office, on May 16 1 h. Sadie is an Employee Achievement Specialist with REALiving. Based on our discussions, Sadie will be presenting a three-pronged approach covering recommendations for office space, health and wellness and workplace culture. Providing separation and privacy for staff; workflow; and, how best to organize caseloads to maximize productivity, reduce burnout and get "fresh" eyes on some very challenging files, are goals want to reach. Tim Hagberg is on-board to assist with separating and creating some privacy in the main office.. Due to a jury trial, we did not have our regular child support court in April. We had court-unscheduled court, due to apprehension on Warrants and voluntary (Warrant) appearances on 4 cases. Twenty-five cases are set for court on 5/8, our regular monthly court time. Ten cases transferred to LCO Tribal Court during the month of April representing $1,849.76 owing-in arrears.
