General Summary of Function/Purpose of Position The employee serves as a second-line supervisor and directs and participates in safety and security activities of a broadened scope and functions under general supervision as the assistant shift commander at the Muskegon Correctional Facility, a level II prison housing approximately 1,296 male prisoners. This employee may also act as the shift commander in the absence of the Captain.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 30 Serves as the Assistant Shift Commander. Duty 2 Supervises staff on all assignments Supervises daily counts of Prisoners Ensures that all activities start on time and are properly supervised Makes necessary changes in staffing that may be necessary to maintain proper coverage. Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees including, assigning their duties, regulating their regular days off, annual leave etc. Maintains records, prepares reports, and composes correspondence relative to the work. Communicates, interprets, and applies departmental policies, facility regulations, and Department of Civil Service Rules to subordinates. Takes, receives, checks and records periodic counts of residents. Occasionally performs the duties of a higher level supervisor on a relief basis. Directs Corrections Officers in the enforcement techniques for prisoner discipline. General Summary: Percentage: 20 Make inspection tours to ensure that personnel are alert and diligent in the performance of their assigned duties. Duty 3 Inspects through the use of visual observation buildings, guard posts, recreational areas, etc., for violations of regulations or unsafe conditions, assuring the maintenance of prisoners and staffs safety, health and discipline. Directs the inspection of incoming and outgoing vehicles, materials, and supplies for the presence of contraband. Directs and participates in periodic shakedown of buildings, grounds, and cellblocks to detect contraband or defects in the security system. General Summary: Percentage: 20 Maintain security and safety by ensuring all staff are working within MDOC Policies and Procedures. Duty 4 Schedules and conducts security monitoring exercises and unit evacuation drills. Ensures compliance with applicable security related administrative rules, audit standards, policies, procedures and all applicable labor contracts. Ensures that post orders are properly reviewed and signed by staff. Instructs staff on weapons handling, use of restraints, transporting prisoners and riot training. Directs custody and security activities necessary to assure a safe environment. Directs the inspection of visitors, prisoners or employees for contraband or weapons. Reports security breaches and rule and regulation infractions to the Shift Commander. General Summary: Percentage: 20 Supervises movement of prisoners throughout the facility.

Duty 5 Acts personally and through subordinates to control disturbances and disorders, takes immediate control of any arising situations and applies pre-needed contingencies. Quells disturbances and maintains discipline among prisoners. Supervises the handling of prisoner visiting, outside activities, court orders, funeral and sick bed visits, etc. Ensures compliance with security requirements concerning gate and bubble operations. Observes and appropriately responds personally and through subordinates to critical incidents such as assaults on employees or prisoners, prisoner disturbances, or other situations threatening facility security.serves as a squad leader during actual or simulated riot or other emergency situations. Observes prisoners activities to detect unusual or prohibited behavior, which might be a threat to the security of the facility or the safety of prisoners, employees or visitors. General Summary: Percentage: 10 Oversee and instruct staff with required annual and probationary training. Evaluates and verifies employee performance through the review of completed work assignments and work techniques. Identifies staff development and training needs and ensures that training is obtained. Plans in-service training for employees. 16. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATION: Completion of 15 semester (23 term) credits in one or a combination of the following: correctional administration, criminal justice, criminology, psychology, social work, sociology, counseling and guidance, educational psychology, family relations, pastoral counseling, or law enforcement. EXPERIENCE: Corrections Shift Supervisor 12 Three years of experience equivalent to a Corrections Officer E9, Corrections Medical Officer E9, or Special Alternative Incarceration Officer 9; two years equivalent to a Resident Unit Officer E10, Corrections Transportation Officer E10, Corrections Medical Unit Officer E10, or Special Alternative Incarceration Officer E10; or, one year equivalent to a Corrections Shift Supervisor 11 or Assistant Resident Unit Supervisor 11. KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of the rules, regulations, policies, and administrative practices of the Department of Corrections. Extensive knowledge of problems associated with the extended confinement of large numbers of prisoners or detainees. Thorough knowledge of standard procedures for maintaining security. Thorough knowledge of employee policies and procedures. Ability to supervise and assist officers in their duties.
