1.0 Introduction This Site Management Plan (SMP) establishes milestones associated with the performance of work and submittal of documents as stipulated in the Federal Facility Agreement (FFA) for Eielson Air Force Base (AFB) and fulfills the requirements of Paragraph 5.4 of the Institutional Control / Land Use Control (IC/LUC) Settlement Agreement that was signed 4/16/2013. The SMP addresses the following Operable Units (OU) and Installation Restoration Program (IRP) Source Areas at Eielson AFB: OU 1: ST20, ST48, ST49, SS50, SS51, and SS52 OU 2: ST10/SS14, ST11, ST18, ST19, LF05, SS31, SS62, and ST13/DP26 OU 3: DP44, WP45/SS57, ST56, SS61 OU 4: DP25, ST27, WP33, SS35, SS36, SS37, SS39/SS63, SS64, and ST58 OU 5: LF02, LF03/FT09, LF04, LF06, OU 6: WP38 Sitewide OU: SS67 The grouping of sites into OUs was based on the presence of similar contaminants and environmental characteristics. As a result, sites within OUs can be expected to have comparable goals and management requirements. Site investigations were conducted and led to development of a series of RODs which correspond to the OUs. These included: OU1: OU1B ROD and OU1 ROD OU2: OU2 ROD OU3, OU4, and OU5: OU3,4,5 ROD OU6: OU6 ROD Sitewide OU: Sitewide ROD In addition to the existing IRP sites, a number of sites are currently undergoing evaluation through the Source Evaluation (SER) process. These sites are managed under the FFA requirements until the sites are either closed or transferred to management under Alaska Department of Environmental Conservation (ADEC) Contaminated Sites regulations. 2.0 Work Accomplished in 2013 The Air Force 2013 field season included data collection in support of Conceptual Site Models (CSMs) at a number of source areas, Supplemental Remedial Investigations (RIs) for SS67 and WP45/SS57, implementation of the Installation Wide Monitoring Program (IWMP), and completion of a Phase II Source Evaluation (SER) for SS86. The IWMP consisted of installation-wide groundwater sampling, in both the spring and fall seasons, as well as selected source area vapor intrusion sampling during warm and cold temperatures. The IWMP represents a long term monitoring (LTM) program which is key for evaluating the protectiveness of remedies at the source areas and tracking individual site progress towards site closure goals. The Air Force completed the field work for Conceptual Site Model (CSM) updates for source areas SS35, ST48, ST20, ST10/SS14, ST13/DP26, SS37, and LF03/FT09. The CSM updates are intended to provide additional detail on plume stability and contaminant of concern (COC) fate and transport. submittals are planned for early 2014. The groundwater investigation needed to complete the supplemental RI for WP45/SS57 was completed during the 2013 field season. This included installation of additional shallow downgradient wells to complete the horizontal profile for the extent of contamination and installation of deep wells (+200 ft below land surface) to evaluate the vertical profile and extent of contamination. Sampling was also included to evaluate the vapor intrusion pathway. For SS67, both sediment and saturated soil profile sampling was conducted. Fish tissue samples from Garrison Slough continued to show polychlorinated biphenyls (PCBs) at levels above the Remedial Action Objectives (RAOs). The supplemental RI for SS67 was intended to evaluate the current distribution of PCBs within the source area as well as the effectiveness of prior sediment removal actions. Information collected during the field season will be submitted in 2014 as a supplemental RI report. No other interim remedial actions, time critical removal actions, or non-time critical removal actions are planned for Eielson AFB at this time. 4.0 Schedule of s The Eielson AFB FFA defines Primary and Secondary documents as well as their associated review cycles and comment periods. As a result, only draft documents are shown in the milestone schedule since the dates of subsequent documents (e.g., Draft Final, Final) are dependent on whether the stakeholders request an extension in review duration and whether the Air Force requests an extension in developing responses to comments and revising the document. In addition to the FFA recognized document categories of Primary and Secondary, a third category,, has been added to the milestone schedule. s assigned to the category do not fall within the Eielson AFB FFA definitions of documents which would be either Primary or Secondary ( 20.3 & 20.4). For purposes of long-term planning, documents assigned to the category are managed according to the review cycle for Secondary documents unless otherwise specified. NOTE: classification is established before a document is added to the SMP and requires concurrence from Air Force, EPA, and ADEC program managers. Page 4

Primary documents are always completed through production of an approved Final. Secondary and types of documents are only required to have a Draft with a formal response to regulator comments. These documents may never have corresponding stand-alone final versions. The expectation is that any changes identified in the RTCs would be addressed in the Primary document which incorporates the Secondary document (i.e., RI RTCs addressed in RI/FS Draft). The FFA s connection of Secondary documents to Primary documents is clearly established for the CERCLA process leading up to a ROD. The connection for post-rod documents, however, not as clearly defined in the FFA. As a result, clarification was provided in the IC/LUC Settlement Agreement, Paragraph 5.3.8 which states: Requirements and/or recommendations of the FYR and recommendations from the Annual s, where appropriate, will be incorporated into applicable decision documents, via an amendment and/or an Explanation of Significant Differences (ESD). Further, the Air Force considers documents identified as Data Summaries, Technical Memorandum, or Conceptual Site Model Updates to be in support of evaluating source area progress towards achieving ROD goals. Findings and recommendations from these documents will also inform decision document action and, where appropriate, will lead to a ROD amendment and/or an ESD.
