Project Scope The project extends a new 2,100 foot segment of the Interurban Trail from the terminus of a previous City of Milton project and constructs a new trailhead access point at 70th Avenue E in Fife. This replaces a temporary link of the Trail and locates it in the planned permanent position. The existing interim trail and trailhead are moved out of the way of the SR 167 connection to Interstate 5. Full funding for design and construction comes from a partnership between the City of Fife and WSDOT. All right-of-way is currently owned by the City of Fife or WSDOT. 2. Project Justification, Need, or Purpose The Interurban Trail is a principal regional nonmotorized facility in South King and rth Pierce Counties. The trail provides city to city connectivity and localized transportation & recreational access as represented in Transportation 2040. Interurban Trail extension is a component of non-motorized improvements included in the SR 167 Puget Sound Gateway project. The SR 167 project incorporates an assumption about local government partnership funding and a grant received as a result of this application will accrue to the local government participation

City to city connections are made between small and large cities and to the main nonmotorized trail extending to urban centers to the north. The non-motorized component of the SR 167 project will also extend facilities from the new trailhead across Interstate 5 to the designated Port of Tacoma industrial center. 2. Describe how the project supports existing and/or planned population/employment activity in the center. The project implements a planned improvement in the Fife Comprehensive Plan and directly supports implementation of Policy 1.2 directing the city to "Develop a cohesive bicycle and pedestrian system. Where possible, associate bicycle and pedestrian paths with open spaces, buffers, etc., rather than adjacent to or along streets." n-motorized access improves to Fife residential and business district communities, reducing traffic impacts of growth and providing transportation and recreational utility. 3. Describe how the project helps the center develop in a manner consistent with the adopted policies and plans for the center. The project directly implements MPP-T-16 of Transportation 2040 Multicounty Planning Policies: "Promote and incorporate bicycle and pedestrian travel as important modes of transportation by providing facilities and reliable connections." The project completes a permanent link of the Interurban Trail into a new trailhead parking area off of 20th Street E, near 70th Avenue E. Fife has already completed bike lanes on 70th Avenue E that connect to additional bike lanes on Valley Avenue E, and has plans to complete bike lanes on 70th Avenue E that will connect to those planned in Pierce County on Canyon Road E. These bicycle connections in turn link to the existing and planned network of other regional facilities including the Foothills Trail and the Puyallup River Trail. 2. Describe how the project addresses a need in the community and reduces key barriers to use and functionality, i.e., safety and comfort, distance, slope, gaps, etc. The existing interim trailhead was constructed by the City of Fife by paving over the pad left after demolition of a vacant house. Fife also constructed an interim segment of trail connecting between the Milton City Limits and the intersection of 20th Street E and 70th Avenue E. These interim improvements have provided access to and from Fife residential neighborhoods, the Fife Library, Fife High School, and other pedestrian and bicycle destinations. The SR 167 freeway completion, funded through the Connecting Washington program, will begin during the 2019-21 biennium with the construction of a new 70th Avenue E bridge over I-5 at a new location some 600 feet west of the existing bridge. This new location will allow the new freeway to freeway interchange to be built at the location of the existing bridge and trailhead. If the new trailhead and trail connectors are not funded and built concurrent with the construction of the new bridge and the realignment of 70th Avenue E, the bicycle and pedestrian connections provided by the existing facilities will be lost when the interchange is built. The project will prevent the creation of a 600-foot gap to the new 70th Avenue E, and a 1,000-foot gap to 20th Street E. The project will also provide connectivity to the new 70th Avenue E bridge over I-5, which will add connectivity to the pedestrian and bicycle facilities Fife has separately funded and scheduled for 2018 construction along Pacific Highway E. 3. Describe the connections to other multimodal facilities the project provides. n-motorized connections are made to the Interurban Trail in South King County and to the cities of Milton and Edgewood. Bicycle and trail extensions implemented with the replacement of 70th Avenue E and SR 509 Spur will further link the trail to the Port of Tacoma MIC. Fife has separately funded bicycle and pedestrian improvements along Pacific Highway E, west of the new 70th Avenue E/I-5 Bridge, that will be built in 2018 and will connect to the planned and funded Sound Transit Link station to be built in the vicinity of Pacific Highway E and 54th Avenue E. This trailhead and associated trail connections are therefore critical links between residents of southeast Fife, Milton, and Edgewood and the Link rail transit station. 4. Describe how the project will benefit a variety of user groups, including those groups identified in the President's Order for Environmental Justice, seniors, people with disabilities, those located in highly impacted communities and/or areas experiencing high levels of unemployment or chronic underemployment. The project is located in the City of Fife, for which over 50 percent of the housing units are multifamily. Within 1/2 mile of the project site, five apartment complexes contain more than 400 units; less than 50 single family units exist within the same distance. Multifamily units house more of Fife's low income and minority populations. Per the 2010 census, 15 percent of Fife residents were below poverty level and 45 percent were nonwhite. Sidewalks and ADA ramps link all of Fife's multifamily units within 1/2 mile of the project site to the project site. 5. Discuss whether the resource is threatened and if there will be a loss of opportunity if this project is not funded. The Connecting Washington program funding for the SR 167 freeway completion has requirements for "pay as you go" construction with funding stretched over six biennial budgets. The relocation of the existing 70th Avenue E/I-5 bridge is a critical early step for the completion of the corridor as a whole that lines up with the legislative cash flow for the biennial budget in 2019-21. If Transportation Alternatives Program or other funding is not found to construct the new trailhead and trail connections concurrently with the new 70th Avenue E/I-5 bridge construction, key trail connections will be lost. 3 of 6 PSRC Funding Request 1. Puget Sound Gateway Program Schedule SR 167 was funded over a 16-year timeline. The schedule below illustrates the anticipated project design, right of way, and construction. Based on the funding plan under Connecting Washington, major construction for a first stage would likely occur in 2019-2025, and a second stage in 2025-2030. The first stage of construction on SR 167 will begin at NE 70th and I-5. Completing the SR 167 and SR 509 corridors will provide essential connections for goods from around the U.S. being exported through Puget Sound ports. These centers are home of the second-largest distribution center complexes on the West Coast and the 5th largest distribution center in the country. Fife Milton Puyallup Edgewood Project Background September 2017 In July 2015, the Washington State Legislature and Governor Inslee acted to fund the Puget Sound Gateway Program through the Connecting Washington Revenue Package. The Puget Sound Gateway Program is composed of two projects: completion of State Route (SR) 167 in Pierce County, and completion of State Route (SR) 509 in King County. These projects provide essential connections to the ports of Tacoma and Seattle and will help ensure people and goods move more reliably through the Puget Sound region. Delivering the SR 167 and SR 509 projects under one program will allow the Washington State Department of Transportation (WSDOT) to realize efficiencies in planning, environmental review, design, and construction. Funding Funding for the total Puget Sound Gateway Program will come from the state gas tax, tolls, local contributions, and potential federal grants. Total funding for the project is $1.87 billion; $1.565 billion will come from the Connecting Washington Revenue Package, tolling will be $180 million, and local contributions will be $130 million. WSDOT is also seeking a federal grant. The Puget Sound Gateway Program benefits the movement of freight through the Ports of Tacoma and Seattle the fourth largest gateway for containerized cargo in the United States Overview SR 167 is the primary highway connecting the Kent and Puyallup River valleys to the Seattle/Tacoma/Bellevue metropolitan areas. The original planned route for the highway ran from Renton to Tacoma, but construction halted near Puyallup in the 1980s before the highway could be completed to Tacoma. The SR 167 Completion project will build the remaining four miles of SR 167 between Meridian and I-5, completing a long-planned connection to I-5. The project also includes a 2-mile connection from I-5 to SR 509. The SR 167 Completion Project is a critical missing link in the state s highway network. Its completion will benefit the movement of freight, while improving safety and reducing congestion on local roads and highways in the surrounding area.

Puget Sound Gateway Program SR 167 Completion Project Tolling on SR 167 will be similar to SR 520 floating bridge tolling. Tolling SR 167 All lanes on the new portion of SR 167 will be tolled using two electronic toll points. There will be no tollbooths. Toll rates will be set by time of day more during peak periods and less during mid-day, evenings and weekends. Toll rates for the new portion of SR 167 have not been determined. A toll authorization bill must be passed by the Legislature before tolling begins. $95 million from tolls will be used to construct the SR 167 Completion project. The Washington State Transportation Commission would then oversee the rate-setting process. The rate-setting process will begin closer to when the project is completed. Edgewood Riparian Restoration Project (RRP) The RRP is a watershed strategy for stormwater management that will use an innovative approach to conventional flow control facilities.
