OFFICE OF THE SERGEANT AT ARMS AND DOORKEEPER UNITED STATES SENATE PRINCIPAL IDENTITY and ACCESS MANAGEMENT SPECIALIST NATURE OF WORK This is advanced professional work in a highly-specialized Information Technology discipline architecting, implementing, and supporting identity management and privileged access management systems. As the principal architect and lead technical expert, the incumbent may be called upon to research and resolve issues escalated by other support groups, as well as recommend long-term strategic directions for Senate technology. As a Project Manager, the incumbent may be assigned project management responsibilities which include the coordination and review of work efforts and monitoring of budgets and timetables. Work is performed under the general direction of the Identity and Access Manager. EXAMPLES OF WORK (This list is not absolute or restrictive, but indicates approximate duties and responsibilities which may be redefined pursuant to operational needs.) Provides long-range strategic planning activities for the Senate in the areas of identity and access management (IAM) software and networking systems; monitors the impact of technological developments; identifies emerging technologies. Provides expert-level technical support for identity management systems to vendors, other technical staff, and other divisions and departments; resolves critical and complex systems, applications or communications performance problems. Serves as project manager on assigned projects; plans, assigns, directs and coordinates work efforts; develops project plans, time tables and staff assignments. Leads product evaluations and technical studies and task forces; directs pilot testing programs; analyzes new technology for its impact on the Senate environment; tests new releases on Senate supported platforms; develops product configuration standards for use in the Senate environment; recommends strategic direction for the Senate. Customizes, tests, recommends and configures identity management systems. Assesses hardware platforms and server hardware configurations to solve operational problems; recommends hardware migrations. Researches, evaluates, customizes, and recommends software products for identity and access management. Leads acceptance and integration testing; approves new software releases; develops installation plans; assists and troubleshoots related system issues such as mail systems, Internet/Intranet, and network problems affecting Senate users; provides guidance in vendor oversight; evaluates and oversees contract budgets and schedules; negotiates Senate costs and configurations. OFFICE OF THE SERGEANT AT ARMS AND DOORKEEPER UNITED STATES SENATE Provides expert technical guidance to perform system administration and maintenance on the IAM and Privileged Access Management (PAM) Systems. Leads the integration and strategic processes to align PAM roles and groups with the larger governance framework and unified provisioning of the IAM system. PHYSICAL DEMANDS AND WORKING ENVIRONMENT Work requires extended periods of confined sitting and hand-eye coordination working with computers. Work exposes the incumbent to a number of time-sensitive technical issues that require immediate resolution. MINIMUM QUALIFICATIONS Work requires a Bachelor s Degree in computer science or a related technical area, and eight to ten years of relevant information technology experience; or any equivalent combination of education and experience that provides the following knowledge, abilities and skills: Knowledge of information technology software, hardware and network communication technology and protocols. Knowledge of network operating systems software internals and UNIX, Windows-based operating systems. Knowledge of IAM industry trends and emerging technologies. Knowledge of systems design, systems analysis, and system integration. Ability to plan, direct, assign, supervise and evaluate project teams and task forces. Ability to provide policy direction to management. Ability to analyze, evaluate, troubleshoot and resolve complex and critical system hardware, software or networking related problems. Principal Identity and Access Management Specialist Addendum The U. S. Senate is seeking a Principal Identity and Access Management Specialist to support its IAM program. The ideal candidate will have experience designing, implementing, and supporting Identity and Access Management solutions. Responsibilities will include: Augment and execute an IAM roadmap, including but not limited to, hybrid cloud deployment, B2B WebServices, Mobile computing, fine grained access control, policy driven security, SSO, user provisioning/de-provisioning, and federation focusing on multiple protocols (SAML, OpenID, Oauth). Demonstrate extensive knowledge across a broad range of identity and access management technologies. Demonstrate the ability to analyze and understand IAM capabilities. Provide expertise in IAM architecture & technologies. Reporting progress on tasks to Identity and Access Manager. Mandatory Requirements: Minimum of BA/BS plus eight to ten years of experience or equivalent combination of education and experience with the required or related technologies. Knowledge of IAM industry trends and emerging technologies. Desirable Requirements: 5+ years' of relevant hands-on technical management experience of software developers/system administrators/architects as well as a record of individual technical achievement developing custom applications Network, application, storage, and security integration experience. Multi-factor authentication solutions and technologies. Expert knowledge of three or more of the following technologies: Directory Services, Authentication/Authorization(SSO, Federation, etc), Provisioning, Privileged Account Management, Public Key Infrastructure Hands-on experience developing and deploying enterprise Identity & Access Management solutions. Experience with Cloud related IAM challenges. Experience identifying and documenting business requirements and translating those requirements into design specifications. Exceptional analytical and problem-solving skills. Ability to work across a broad range of technologies to deliver complex solutions. Ability to coordinate multiple priorities in a dynamic environment. Ability to articulate complex technical issues with both technicians and clients. Ability to compose and present material to communicate difficult concepts and gain consensus. Effective time management skills demonstrated by successful and timely completion of projects.
