Application form To be duly completed through PRESAGE CTE Short description compulsory in English and French Check the global coherence of the data in PRESAGE throughout the drafting of the proposal and before validation Validate your electronic application form in PRESAGE: mention Submitted version Only the page of the signature can have the mention draft Signed and stamped in original
Letters of commitment Duly filled in, signed and stamped by all partners, Possibility to provide copies for partners Original version compulsory for the Lead partner The amount of the national cofinancing indicated in the letter must be exactly the same as the amount of the national cofinancing in the application form for the relevant partner (section IV,1 of the A.Form) After selection of your project, documents must be provided in original for the whole partnership
State aid relevance declaration / de minimis declaration Original version compulsory for the Lead partner All partners have to sign a declaration regarding: the non-profit character of the activities of the project the target groups of the project the non merchandising of goods and services resulting from the project the possible impact of the assistance to third parties De minimis declaration: If activities developed by the partners within the project are State Aid relevant If the partner is an Economic operator After selection of your project, documents must be provided in original for the whole partnership
Specific aspects of the call Curriculum Vitae of main person responsible of project implementation in each partner structure must be joint to your application form ONE horizontal capitalization and communication project One year of implementation (ending by 30.06.2015 at the latest!) New project and budget construction Administrative Flexibility rule After selection of your project, documents must be provided in original for the whole partnership
Partnership conditions Partners from at least 3 EU countries from the eligible area of the Med programme The Lead Partner must be a public body or a body governed by public law (directive 2004/18/CE) and must be based in one of the EU regions belonging to the MED zone No country must concentrate more than 50% of the total eligible budget (ERDF+IPA+public cofinancing) of the project.
Specific information for IPA partners: Partners from Montenegro, Bosnia-Herzegovina and Albania can participate to this call under priority 4 through the integrated management of ERDF and IPA funds and within the limit of available IPA budget The Managing Authority will sign a subsidy contract with every IPA partner Expenditure from IPA partners are eligible from the signature of the Financing Agreement of each IPA country (preparation costs)
Financial issues Available ERDF: 5M IPA (projects on axis 4 only): 254 000 The ERDF/IPA contribution foreseen in the application must not exceed the maximum rate allowed at State level (75% or 85% for the ERDF countries, 85% for IPA countries) Projects must finish within the 30 th June 2015 at the latest
Budget construction Only 1 technical component per project ( + management component) Maximum allocated budget: 150 000 ERDF for Lead Partners (justified) 100 000 ERDF /Partner 4 budget lines: Human resources (Staff/External Expertise): 65% Travel: 20% Overheads:10% Services :5% Promotion/information: Communication project
Some reasons of non-eligibility Partnership/Length/Budget/Submission Deadline The partnership does not include partners from at least 3 EU countries from the eligible area of the MED Programme The Lead Partner is not established in one of the EU regions belonging to the MED zone Projects exceed 12 months (preparation phase excluded) Application not sent in electronic version (e-mail) and paper version before the deadline LP receives (from a Partner) a Commitment Letter with an amount lower than the one included on the AF
Good things to do!! Read carefully the «submission procedure» document Use the adm. Conformity list to check your proposal Ask partners documents well in advance and check them Compare the Application form to partners Commitment letters Double check all documents sent and their content If something is missing or is a copy, check flexibility rules to be sure that it is not a reason of non admissibility Do not leave things to the last minute In case of doubt, contact your National Contact Point or the MED JTS!!
