The Control of Asbestos Regulations 2012 (CAR 2012) apply to any activity which may involve the exposure of employees and/or others to asbestos. This includes manufacturing processes, work with materials containing asbestos (ACMs), asbestos removal, asbestos sampling, Laboratory analysis and Air Testing.
CAR Regulation 10 Information, Instruction and Training This regulation requires employers to make sure that anyone liable to disturb asbestos during their work, or who supervises such employees, receives the correct level of information, instruction and training to enable them to carry out their work safely and competently and without risk to themselves or others.
Competence 226 Any reference to competence, competent persons or competent employees in relation to working with asbestos is a reference to a person or employee who has received adequate information, instruction and training for the task being done and can demonstrate an adequate and up-to-date understanding of the work, required control measures and appropriate law. They must also have enough experience to apply this knowledge effectively.

Management of asbestos HSG 264 Asbestos The Survey Guide
Duty to Manage - Appointed person The duty to manage requires the main dutyholder to make sure that competent persons: assess whether the premises are liable to contain asbestos and identify its location and condition (or, alternatively, assume asbestos is present and manage the premises accordingly); assess the risk from any located (or assumed) ACMs and to identify vulnerable or damaged ACMs and arrange for their repair and/or protection or, where necessary, arrange removal by somebody competent to do this.
Surveyors BOHS - P402 Surveying and Sampling Strategies for Asbestos in Buildings RSPH - Level 3 Award in Asbestos Surveying Provides candidates with background and practical knowledge in the surveying of buildings for asbestos and to provide general guidance on management procedures necessary to minimise exposure to any identified asbestos.
Identification of Asbestos in Bulk Samples (PLM) Analytical CAR Regulation 21 Standards for analysis BOHS P401 Identification of Asbestos in Bulk Samples (PLM) RSPH - Level 3 Award in Asbestos Bulk Analysis Provides candidates with theoretical and practical knowledge in the techniques of asbestos sample identification using polarised light microscopy (PLM).
Identification of Asbestos in Bulk Samples (PLM) Analytical CAR Regulation 20 Standards for air testing and site clearance certification BOHS P403 Asbestos Fibre Counting (PCM) (including Sampling Strategies) BOHS - P404 - Air Sampling of Asbestos and MMMF and Requirements for a Certificate of Reoccupation Following Clearance of Asbestos RSPH Level 3 Award in Asbestos Air Monitoring and Clearance Procedures
RPE COSHH Regulations apply Risk assessments determines use of RPE Designed to offer varying levels of protection Must be inspected and maintained Last line of defence must have control measures in place. Must be appropriate to task and suited to the wearer Anyone wearing using tight fitting RPE must be fit tested by a competent person.
Asbestos Training - Awareness Syllabus is defined within CAR Regulation 10 Awareness: What is asbestos / it s properties / where it has been used health effects operations that could result in exposure and avoidance Emergency procedures
Awareness Target audience demolition workers; construction workers; general maintenance staff; electricians; plumbers; gas fitters; joiners; shop fitters; plasterers; roofers; heating and ventilation engineers; telecommunication engineers; painters and decorators; computer and data installers; fire and burglar alarm installers; architects, building surveyors and other such professionals. anyone who is or is liable to be exposed to asbestos, or anyone who supervises persons who could be exposed.
Non-Licensed (including Notifiable Non - Licensed) Awareness plus: safe work practices, control measures, and protective equipment, the purpose, choice, limitations, proper use and maintenance of respiratory protective equipment, emergency procedures, hygiene requirements, decontamination procedures, waste handling procedures, medical examination requirements, and the control limit and the need for air monitoring,
Non-Licensed (including Notifiable Non - Licensed) Low risk asbestos e.g. asbestos cement in good condition, floor tiles, strings, bitumen products etc Asbestos Essentials:
Asbestos Essentials Equipment and method sheets EM0. Risk assessments and plans of work EM1. What to do if you discover or accidentally disturb asbestos during your work EM2. Information, instruction and training EM3. Building and dismantling a mini-enclosure EM4. Using a class-h vacuum cleaner for asbestos EM5. Wetting asbestos materials EM6. Personal protective equipment (including RPE) EM7. Using damp rags to clean surfaces of minor asbestos contamination EM8. Personal decontamination EM9. Disposal of asbestos waste EM10. Statement of cleanliness after textured coating removal

Asbestos Training E-Learning E-learning is a fact! Offers flexibility in remote situations Allows delegates to go at their own pace Usually cheaper Allows for individuals Controls should be in place to prevent delegates skipping through sections / course Possible abuse by 3 rd parties completing the course
Asbestos Training (2) The information, instruction and training required by paragraph (1) must be (a) given at regular intervals; (b) adapted to take account of significant changes in the type of work carried out or methods of work used by the employer; and (c) provided in a manner appropriate to the nature and degree of exposure identified by the risk assessment, and so that the employees are aware
Training Organisations
Training some figures HSC Pre impact assessment - 2005
Survey to Construction Workers (March 2018) 59 per cent have been informed of the asbestos risks and have had this reinforced regularly with training; 15 per cent have never been informed 23 per cent say they have been exposed to asbestos; with only 27 per cent saying they haven't been exposed 32 per cent have never checked the asbestos register before starting work on a new site, with 15 per cent of these not knowing about the register 18 per cent said that if they found would either be unsure or have no idea what to do
And when it goes wrong.. Principal contractor / Site Manager did not comprehend survey Allowed workers to remove ceiling Asbestos insulated pipe removed and debris spread throughout the building Workers exposed
