North Carolina Military Affairs Commission (NCMAC) Kirk Warner Smith Anderson 1 NCMAC PURPOSE: To advise the Governor, NC General Assembly, and State agencies on ways to: 1. Protect the existing military infrastructure in NC against incompatible development, future military budget cuts, downsizing or consolidation, future base Realignment & Closure (BRAC) 2. Promote new military missions supporting the vitality, prosperity and expansion of our military operations 3. Improve quality of life for military members and families by protecting and enhancing military programs and benefits. 4. Support Economic Opportunities for the State leveraging opportunities for NC businesses and growing our economy 2 1

NCMAC NCBA and NC Bar Coordination Key Goal: Improve quality of life for military members and families by protecting and enhancing military programs and benefits. Coordination of efforts to Improve the Quality of Life for our military and veterans with the NC State Bar LAMP Committee and the NCBA Military & Veterans Law Section initiatives and coordination of services Community and Installation legal support and services (Pro Bono, Legal Aid, Veterans Rodeos, CLEs) Legislative initiatives and laws that support our military and veterans and their families Advocacy and representation of our military and veterans who intersect in criminal and civil legal systems Support for Veterans Treatment Courts and expansion Result: Effective Anti BRAC efforts led by our NC Lawyers 7 Functions of the Commission NC Clearing House for military related issues in NC Directly assist the military installations by coordinating with commanders, communities and state and federal agencies on top issues and priorities that may require State level assistance Coordinate issues and actions with State Agencies, the NC General Assembly, and other military related organizations in NC. NCMAC Top Priorities 1. Implement strategies that support the recommendations in the Strategic Plan to protect, support and enhance military missions and installations in NC. 2. Establish a Communications Plan for DMVA and NCMAC to provide focused messages about the value of our military installations at the federal, state and local levels 3. Assist State agencies and installations with efforts to preserve land and prevent encroachment near military installations and training ranges. Ensure that Hoffman Forest is maintained as a military training area (airspace only) 4. Encourage Defense and Homeland Security related economic development opportunities associated with logistics and supply chain support for military aircraft and aviation equipment. 5. Review legislation and proposals for construction of High Structures/Wind turbine and other renewable energy projects which may adversely affect installations or training routes. as of May 23, 2016 21 NCMAC Top Priorities 6. Goal: to determine the opportunities for mission growth and full utilization of NC s military installations, the risk of potential downsizing, realignments or closure, and developing a plan to influence decisions in favor of NC. NCMAC Top Priorities: #5 Review legislation and proposals for construction of High Structures/Wind Turbine and other renewable energy projects which may adversely affect installations or training routes. Lead: Legislative Affairs; coordination with Sustainability Comm. Status and actions: NDAA clarifies DoD Clearing House assessments of wind turbines and other high structures on low level routes and near installations. Coordinating with Matrix and state agencies on a red, yellow, green labeled state map depicting military restrictions / requirements/airspace to assist with zoning and development. Need State agency coordination on mapping. Iberdrola wind turbine project in northern NC was grandfathered. Pasquotank proposal under review Approved 5/24/2016 27 NCMAC Top Priorities: #6 Coordinate and assist with transportation infrastructure issues affecting military installations. Lead: Sustainability Committee / coordination with NCDOT Status and actions: NCDOT developed a list of the top transportation infrastructure priorities for each installation and / or local communities and posted on website More favorable military scoring in STIP Obtain NC funding for assisting with failing road infrastructure on the installations, dependent on resolving legal issues and developing potential partnerships Consider ways to access Defense Access Road funding for local projects Approved 5/24/2016 28 14

NCMAC Top Priorities: #11 Coordinate State funding of fees for annual certifications for firefighters and EMT personnel. Lead: Legislative Affairs Committee / coordination with Sustainability Committee Status and actions: Assuming 10 three hour CC courses for 435 EMT and 448 Firefighters at $70 per course results in a total cost of $461,300 per year for seven installations Was not included in either House or Senate version of budget bills, and has not been addressed during the short session Approved 5/24/2016 33 BRAC Preparation NCMAC designated by the NC General Assembly to lead the State s preparation for the next round of BRAC State allocated $1.675 million in FY16 17 budget for BRAC preparation Coordinating BRAC preparation efforts: Working with regional and community organizations Hiring experts to implement NC Military Strategic Plan Hiring strong advocacy at the Federal Level Providing grant money of $200,000 to support our designated mission The Secretary of Military and Veterans Affairs is the final approval authority for all recommended spending appropriated to the Commission. 34 17
