Job Description and Person Specification POST: LOCATION: ACCOUNTABLE TO: DURATION: Director of Nursing St. James Hospital Chief Executive Officer Permanent & Wholetime Appointment COMPETENCE PROFILE The Director of Nursing will be a Registered General Nurse with extensive clinical and managerial experience. She/he will have undertaken training in management and be capable of applying business techniques and delegating appropriate decision making to front line personnel. She/he must be capable of driving and influencing planning and management change within the organisation and of promoting a patient focused quality driven orientation of service delivery. The style of leadership required is one that builds on the management of relationships with all staff within the hospital. Sophisticated diplomacy and communication skills are required together with an ability to relate and network widely at all levels outside the hospital. She/he will have experience in developing and implementing professional nurse quality and standards improvement initiatives in the context of the ongoing development of professional nursing practice in the hospital. She/he will have extensive experience in the operational aspects of delivering acute hospital services including the challenges involved in the management of human and financial resources. JOB SUMMARY St. James Hospital has been undergoing significant change, both organisationally and physically, over the past decade and continues to do so. The Director of Nursing is materially involved in both on an ongoing basis. The introduction of a Clinical Directorate management structure, has been successfully established at the hospital. Within this framework, the role of the Director of Nursing will encompass senior line management, operational effectiveness and a focus on professional standards / quality. 2
Key Areas of Responsibility: Overall Accountability The Director of Nursing is responsible and accountable for development and implementation of professional nursing policies and standards at the hospital. She/he is responsible and accountable for direct or indirect management and operation of all nursing and allied services in the context of the Clinical Directorate structure. She/he is responsible and accountable for all resources and budgetary provisions applicable to her/his area of remit and for affecting this responsibility within the framework of hospital determined policy and financial constraints. She/he is responsible and accountable for all pre and post-graduate nurse education, training and development in both professional and managerial contexts. She/he is responsible for developing a strong senior nursing management team which participates fully in the effective running of the hospital. She/he will provide nursing leadership support and oversight to patient flow improvement initiatives. Budgetary Role The Director of Nursing is responsible for the budgetary process with respect to all areas under his/her control. This includes a requirement to participate in estimates and budget setting (in conjunction with relevant Finance Function Personnel), and monitoring and controlling accomplishment of service determined goals /objectives within defined allocation parameters. Personnel Role The Director of Nursing is responsible for the management, supervision and overall allocation and control of nursing and allied personnel at the hospital to include matters pertaining to discipline and grievances in the context of the Clinical Directorate structure. She/he engages personally and oversees participation in the recruitment process for all nursing and allied personnel in accordance with provisions, policies and procedures determined by and agreed with the hospital s personnel function. The Director of Nursing carries full responsibility for ensuring that nursing and allied personnel meet and maintain the necessary contemporary general and particular professional qualifications and standards appropriate to their areas of assignment. Professional Role The Director of Nursing is fully responsible for developing and implementing nursing and allied professional strategy, policies, standards and quality provisions at the hospital. She/he is responsible for developing, maintaining and continuously reviewing standards of patient care at the hospital and devising and applying programmes for evaluating compliance with and relevance of prevailing provisions in this regard. 3
She/he must maintain personal currency in all areas and matters pertaining to the profession of nursing and to lead change and innovation within the hospital in this regard. She/he will play a significant role in the development of quality programmes, generally at the hospital to cover, inter alia, risk management, patient satisfaction, clinical audit, outcomes measurement etc. She/he advises the Chief Executive Officer on all matters pertaining to nursing. Education, Training, Research and Development The Director of Nursing holds overall responsibility for the hospital s School of Nursing and relationships with the University of Dublin Trinity College / Health Service Executive / Department of Health / Nursing and Midwifery Board of Ireland on undergraduate diploma / degree programmes. She/he is required to develop and implement a wide range of specialised nurse and allied training programmes built around the relevant specialties pertinent to St. James Hospital. These programmes, where feasible, should be marketed externally to the hospital. The Director of Nursing is required to develop nursing and allied personnel at the hospital to their optimum levels of potential. The Director of Nursing is required to establish appraisal and evaluation systems which will facilitate identification of members of the hospital s nursing staff with both an interest and potential in management and provide for their development in this context within the framework of the hospital s management development programme. The Director of Nursing will work with the University of Dublin Trinity College and any other relevant academic institutions to support a research programme appropriate to nursing services in St. James s. General The Director of Nursing is required and must be fully competent to represent the hospital in all matters pertaining to the profession of nursing in a contemporary health system setting. She/he is required to develop, promote and participate in networks with individuals, bodies and other agencies external to the hospital in a manner which creates and maintains links which will benefit St. James s Hospital. She/he is required to promote and develop the profession at the hospital in a manner which maximises its potential contribution be deepening and expanding the scope and range of functions to pertain to nursing relative to the other clinical and clinical support functions and leads to measurable job enrichment and satisfaction. She/he is required to be a key participant in the management of the hospital at a corporate and when required operational level. Develop strong professional relationships with all senior colleagues including Clinical Directors and Corporate Leads. 4
PERSON SPECIFICATION CRITERIA ESSENTIAL Qualifications Be registered in the General Division of the register of nurses kept by the Nursing & Midwifery Board of Ireland or be entitled to be so registered Third level management qualification or equivalent DESIRABLE An established record of ongoing professional development. Experience length & type Have had satisfactory nursing experience including not less than five years experience in a senior level post or posts ideally in an acute hospital setting. Recent experience at a senior level in a large acute hospital setting. Possess sufficient administrative capacity to discharge the functions of the office and have proven management ability and experience. Track record of personal achievements in a performance driven environment Sector Knowledge Extensive knowledge of Acute Healthcare Sector including recent nursing developments. Practical knowledge and experience of Change Management Familiarity with and a developed view on proposed changes to healthcare delivery in Ireland. Professional Knowledge Development and implementation of professional nursing policies and standards Development, maintenance and continuous review of standards of patient care Personal Competencies Vision, Commitment, Motivation & Energy Ability to lead and participate in teams Excellent Communication Skills, Oral and Written Proven Negotiation and Interpersonal skills Proven ability in developing positive working relationships both internal and external Be fully competent to represent the hospital in all matters pertaining to Clinical Services in a contemporary health system setting Circumstances Flexibility to work unsocial hours as required. 5
Terms and Conditions Salary: Director of Nursing Salary scale 74,848-87,335 per annum (as per Consolidated Salary Scales as at 1 st January 2018) Salary is payable fortnightly in arrears by pay-path. Pension Arrangements: Annual Leave Entitlement: Hours of Work: Probation: A contributory pension scheme will apply. 30 days per annum 39 hours per week. You will be required to participate on the Hospitals Corporate out of hours on call rota. A probationary period of six months will apply to the appointment of this post. Appendix 1 Structure of St. James s Hospital The Board The current Board of the hospital has 15 members, appointed as follows: Three members appointed by the Minister one of whom is the Chairperson of the Board. Two members, who are members of Dublin Corporation are appointed by the Minister Two members, one of whom is Clinical Director, appointed from amongst the Consultant Medical Staff of the Hospital, on the nomination of the Medical Board of the Hospital Two members, one of whom is a member of the Nursing Staff of the Hospital, appointed on the nomination of the Group of Trade Unions representing the Non-Medical staff of the Hospital Two members appointed on the nomination of the University of Dublin One member appointed on the nomination of the Board of Directors of the St. James s Hospital Foundation Three members appointed on the nomination of the Chairman in consultation with the Chief Executive Officer The Executive Management Group The clinical directorate structure at St. James s Hospital focuses responsibility, accountability and authority with decisions regarding use of resources, efficiency and effectiveness in the clinical areas becoming the responsibility of Clinical Directorates within corporately defined parameters. Each Clinical Director is supported by a Business Manager and a Nurse Manager. Further support and information is provided to the Directorates by the Corporate Divisions (Finance, Human Resources, etc.) An Executive management Group (EMG) oversees equitable distribution of resources between the various directorates and other mission services. The group also develops multi-annual service plans and oversees their implementation and achievement within strategy parameters stipulated by the Hospital Board.
