Florida Job Growth Grant Fund Public Infrastructure Grant Proposal Proposal Instructions: The Florida Job Growth Grant Fund Proposal (this document) must be completed by the governmental entity applying for the grant and signed by either the chief elected official, the administrator for the governmental entity or their designee. Please read the proposal carefully as some questions may require a separate narrative to be completed. Eligible governmental entities that wish to access this grant fund must submit public infrastructure proposals that: Promote economic recovery in specific regions of the state, economic diversification or economic enhancement in a targeted industry. (View Florida s Targeted Industries here.) Are not for the exclusive benefit of any single company, corporation or business entity. Are for infrastructure that is owned by the public and is for public use or predominately benefits the public. 1

1. Program Requirements: Each proposal must include the following information describing how the project satisfies eligibility requirements listed on page 1. A. Provide the title and a detailed description of the public infrastructure improvements. I-10/County Road 129 Water & Sewer Plant B. Is this infrastructure owned by the public? Yes No C. Is this infrastructure for public use or does it predominately benefit the public? Yes No D. Will the public infrastructure improvements be for the exclusive benefit of any single company, corporation or business entity? Yes No E. Provide a detailed explanation of how the public infrastructure improvements will connect to a broader economic development vision for the community and benefit additional current or future businesses. The I-10/ CR 129 is the most significant interchange in Suwannee County Leading to City of Live Oak to the South and the Spirit of The Suwannee Music Park. The interchange lacks Water and Sewer and infrastructure to attract Industry, Hospitality and others to the area. It is a critical component that must be provided. This county Designated LU Employment Center is intended to attract and accommodate industrial, wholesale, manufacturing and assembly uses, warehousing, offices and combinations of the above uses. Accessory commercial activities within Employment Centers could provide internal retail and service needs for the Center. Commercial and Multi-Family uses are encouraged (when combined) in order to provide a complete mix of employment and housing opportunities. 2

F. Provide a detailed description of, and quantitative evidence demonstrating, how the proposed public infrastructure project will promote: Economic recovery in specific regions of the state; Economic diversification; or Economic enhancement of a Targeted Industry (View Florida s Targeted Industries here.) o As part of this response, describe how the project will promote specific job growth. Include a description of the number of jobs that will be retained or created, the average wages of such jobs, and in which industry(ies) the jobs will be created using the North American Industry Classification System (NAICS) codes. Where applicable, you may list specific businesses that will retain or grow jobs or make capital investment. o Further, include the economic impact on the community, region, or state and the associated metrics used to measure the success of the proposed project. Live Oak has many advantages to offer in benefits that include premier events, natural beauty and a strategic location. Along with its springs, trails and the Suwannee River, Live Oak is home to the Spirit of the Suwannee Music Park which hosts more than 600,000 guests annually. With eight major annual music festivals, Live Oak s Spirit of the Suwannee Music Park generates 540 jobs, almost $2.9 million in disposable income for the county and $11.5 million for the state. Live Oak s Suwannee River is one of eight magnificent waterways in North Central Florida and is considered by many as the diving capital of the world. Live Oak thrives on eco-tourism with tourists visiting to experience hiking, biking, canoing, hunting, fishing, camping and more on the community s rivers, springs and trails. 3

Located in the center of the North Florida Business Diamond (Tallahassee, Valdosta, Jacksonville and Gainesville) near the crossroads of I-75 and I-10, Live Oak is served by two interstate highways, three state highways, two regional airports and two international airports. A number of Florida s leading production and sales companies and entertainment venues have established their operations in Suwannee County, such as Klausner Lumber One (operator of one of the world s largest sawmills by output) and Pilgrim s Pride Corporation (the second largest poultry producer in the world), which create many more opportunities for more businesses to locate at this or along the I-10/CR 129 Interchange. Duke and NFEDP Strategic Sites Inventory Program has identified several properties and sites along CR 129 for competitive positioning for large scale-scale manufacturing projects. 2. 4. Approvals and Authority A. If the governmental entity is awarded grant funds based on this proposal, what approvals must be obtained before it can execute a grant agreement with the Florida Department of Economic Opportunity (e.g., approval of a board, commission or council)? The Board approved proposal and grant agreement subject to award on July 17, 2017 authorizing Chairman to sign grant agreement if awarded. B. If approval of a board, commission, council or other group is needed prior to execution of an agreement between the governmental entity and the Florida Department of Economic Opportunity: i. Provide the schedule of upcoming meetings for the group for a period of at least six months. N/A ii. State whether that group can hold special meetings, and if so, upon how many days notice.
