ARCTIC DEEP DRAFT PORT STUDY Nome Harbor Nome Harbor Tentatively Selected Plan for Nome Harbor Capacity: will accommodate line-haul fuel barges, cargo barges, tankers, Coast Guard cutters, NOAA research vessels, landing craft and tugs Project: construct 2,150-foot causeway extension; build 450-foot dock, dredge to 28 feet Cost: $150 million for general navigation features, plus $61 million for docks, mooring dolphins, utilities and security gates Justification for Arctic Deep Draft Port Large vessel traffic is increasing and more than 60 percent of these vessels are foreign flagged Greater traffic heightens risk of incidents, accidents and potential threats to subsistence and national sovereignty Emergency response can be many days travel away Community resupply costs are high State policy calls for increased development of mineral, oil and gas resources in the Arctic Increased national concern for energy sufficiency 14

SUMMARY We are the nation s experts in arctic engineering and construction. We are the design and construction agent for the Army, Air Force and Missile Defense Agency in Alaska. We are partnering with the State of Alaska to support the ongoing need for deep-draft navigation in the Arctic. Our programs have become more complex, diverse and globally oriented.
