ALIVE & THRIVE Request for Proposals (RFP) Issued on: July 3, 2018 For: Design, Print and Supply of SBC/IEC material for Medical Colleges. Anticipated Period Of performance: August 1, 2018 December 31, 2018 Proposal Submission Date: July 12, 2018 Background Alive & Thrive (A&T) scales up nutrition to save lives, prevent illness, and contributes to healthy growth and development through improved maternal nutrition, breastfeeding and complementary feeding. Our expertise is in scaling up, intensifying and raising the quality and coverage of evidence based MIYCN interventions with an emphasis on social and behavior change and policy support. The initiative has successfully scaled up interventions that improved infant and young child feeding and maternal nutrition in several countries in Asia and Africa (Bangladesh, Vietnam, Ethiopia) and Alive & Thrive is now supporting other countries/regions to scale up nutrition by applying and adapting tested, proven approaches and tools in contexts such as Burkina Faso, India, Nigeria, and several Southeast Asian & West African countries. Alive & Thrive is funded by the Bill & Melinda Gates Foundation and the governments of Canada, Ireland and Madagascar and is managed by FHI Solutions. Alive & Thrive (A&T) initiative in India is working as a Knowledge partner of Bill & Melinda Gates Foundation and providing high quality technical support to with the government, other development partners, organizations, academia and professional bodies to strengthen/advance the Maternal and Infant Young Child Nutrition (MIYCN) agenda. In the gamut of stakeholders, Medical colleges are strategically ideal institutions to lead the program agenda on the critical 1,000 days (as relevant to MYICN) due to their established role in service deliver through their attached hospitals and urban and rural training centers. A&T is working with some of the selected medical colleges in Uttar Pradesh and Bihar to strengthen them to integrate MIYCN in their teaching and learning program and the service delivery through the 3 critical departments i.e. Department of Pediatrics, Obstetrics & Gynecology and Community Medicine. As a part of improving the MICYN service delivery by various health care providers in the Medical colleges at various service delivery contact points like ANC OPD, Labour room, PNC ward,

Immunization and Paediatrics OPD etc., A&T has facilitated the development of MIYCN service delivery related protocols or the standard operating procedures (algorithms) to facilitate health care providers to provide quality MIYCN services. Through this RFP we intend to convert these protocols into user friendly print materials in the form of Ready-reckoner Booklet for service providers, Display Posters on protocols at service delivery points and Calendar on key messages for beneficiaries etc. Objective of Proposal To design, print and supply user-friendly and high quality SBC/IEC material and tools, on MIYCN for Medical Colleges as listed below: SN Communication material 1. 12 Display Protocol Posters 2. 1 Protocol reference guide 3. 1 Poster/calendar on Key messages on MIYCN for beneficiaries Specification Size: 17 X 22, 4 color, printed on 250 GSM Art Paper with thermal matt lamination both sides No of pages: 12-14 Size: A4; 36 Pages on 170 GSM art paper inside & 300 GSM on cover with matt lamination, 4+4 Color printing with illustrations Fabrication: Spiral Binding Size: 17 X 22, 4 color, 250 GSM with lamination; content & Illustrations Estimated Quantity 1200 1000 Note: Agency may propose better specification in line with user friendly format, cost effectiveness and material durability. Immunization OPD Exclusive Breastfeeding Continuation of breastfeeding Timely introduction of Complementary Feeding Age appropriate complementary feeding focusing on diet diversity Protocol reference guide Pediatrics OPD SNCU/NICU To be used by all the faculty, post graduate Nursing staff and other Feeding during illness Age appropriate complementary feeding & continued breastfeeding KMC All protocols as per the beneficiary contact with various service providers at various contact points Calendars Waiting areas and OPDs Key messages on MIYCN Scope of Work Alive & Thrive will engage a professional Communications, Advertising and Printing agency to design, print and supply high quality IEC materials as stated in above table. Envisaged activities/methodology 1. Alive & Thrive will provide the technical content in English and inputs for designing the materials and specification and quantity of each of the materials to be printed. 2. The agency will be responsible for developing use friendly and high quality material as per the specifications provided by the A&T. Designing of the materials will be an iterative process involving the agency and A&T. 3. Agency will provide agreed quantity of dummy materials in hard and soft copies for pretesting purpose. 4. The Agency will have to make changes to the materials as per the findings that will emerge from pretesting. The design & printing agency will be required to work closely with the A&T team to understand the feedback from the field and make necessary changes to the materials within the stipulated time. 5. Finalization of Design / Layout -The agency shall be responsible for finalizing the designs of materials for printing after all the changes have been made based on A&T feedback. 6. Printing The agency shall carry out the printing work as directed and approved by A&T, meeting all the specification and standards mentioned in the scope of work.

7. Supply of material The agency needs to deliver finished printed material at identified / designated place in line with the stated requirement. Agency will also be responsible to share the open files/soft copies of all the material in CDs. 8. Agency will be responsible to provide translated material/tools from English to Hindi and provide soft copies/open files in both languages to A&T. The agency will have to engage sound professionals, language experts and use high quality equipment s for better output. 9. Please note, the agency should supply additional quantities of the item in case of any additional requirement, at the same rate of actual order delivered. 10. Agency will also be responsible for minor editing in the material, which may be required in future for up to one year after delivering the final products. 11. Final Finishing -The agency has to ensure that the above mentioned items are in a finished form and in new and fully operative condition when handed over. Agency shall have repaired and remove all signs of damage that might have been done during transportation and fixing of supplied items. Anticipated Duration of the contract: Four/five months August to December 2018 Expected Deliverables: SN Deliverable Timeline 1. Designing and submission of materials for first 4 weeks review and feedback 2. Submit updated material with inputs 4 weeks incorporated 3. Second round of feedback and updating of 4 weeks material 4. Final versions of materials submitted for 3 weeks review. 5. Printing of final materials 3 weeks 6. Packaging and delivery 2 weeks NOTE: A&T will obtain feedback from government and partners before the final changes are specified. Actual dates for deliverables will be finalized with the contractual agency. SUBMISSION REQUIREMENTS To be considered, bidders must provide the following:

1) Proposal, including A. Capability and Experience Statements: a. Agency profile with credible background on undertaking development of high quality IEC products for public health & nutrition training and community mobilization. b. The agency must have successfully executed/ completed assignments of related services (under Design, Printing and Supply of IEC Materials & Services category) for any Government Organization/ PSU, UN Agencies and/or International NGOs, in any of the last three years from the bid submission deadline. c. Short bios of proposed key personnel including their experience on this type of work percentage of staff time, and information regarding who will be managing this assignment. d. Examples/samples of completed materials. B. Methodology and Approach: The agency must describe how it will address/deliver the demands of the RFP; providing a detailed description of the essential performance characteristics, reporting conditions and quality assurance mechanisms that will be put in place, while demonstrating that the proposed methodology will be appropriate to the local conditions and context of the work. 2) Budget in the format provided by FHI. All quotes must be in local currency. To the extent that indirect costs are applicable, they are subject to the following limits: 0% for government agencies, other private foundations and for-profit organizations up to 10% for U.S. universities and other academic institutions Up to 15% for all other non-u.s. academic institutions and all private voluntary and non-government organizations, regardless of location. Indirect cost rates (and the limitations) apply both to the primary applicant organization and any sub-grantees and/or sub-contractors that are part of the proposal. If the organization has lower indirect rates, the lower rates should be used. Please include VAT and any applicable taxes into the cost proposal as FHI SOLUTIONS is not VAT or tax exempt. 3) Three references for past performance, including contact information for each. The references should be for past customers for whom similar work was done.

4) The email address where Alive & Thrive may send a confirmation of receipt of your submission. CRITERIA FOR EVALUATION Selection shall be based on the following weighted categories: 1. Capacity and Experience and Methodology and Approach 25 points 2. Quality of similar IEC material produced by the agency 30 points 3. Completeness and appropriateness of the budget 25 points 4. References and Past Performance 20 points NOTE: FHI SOLUTIONS will not compensate the company for its preparation of response to this RFP nor is the issuing of this RFP a guarantee that FHI SOLUTIONS will award a contract. Contract Mechanism FHI anticipates issuing a firm fixed-price purchase order. The purchase order will be issued in local currency (INR) to the responsive offer that is selected on a best value basis. Once an award is issued, it will include a schedule of fixed-price payments based on completion of deliverables in the scope of work. Any explanation desired by a prospective offeror regarding the meaning or interpretation of this solicitation must be requested in writing to vmathur@fhi360.org at FHI SOLUTIONS no later than July 9, 2018 by 5:00 pm in India. Please follow the instructions carefully. Proposals which do not follow these instructions will not be reviewed. Offers received after this date and time will not be accepted for consideration. FHI will acknowledge receipt of your proposal by email. Proposals must be submitted in electronic format using Microsoft Office compatible software. Withdrawal of Proposals Proposals may be withdrawn by written notice or email received at any time before award. False Statements in Offer Offerors must provide full, accurate and complete information as required by this solicitation and its attachments.

FHI SOLUTIONS has the right to rescind an RFP, or rescind an award prior to the signing of a subcontract due to any unforeseen changes in the direction of FHI SOLUTIONS s client, be it funding or programmatic. FHI SOLUTIONS reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition FHI SOLUTIONS will be contacting offerors to confirm contact person, address and that bid was submitted for this solicitation.
