6 Speeding and Aggressive Driving 30%-35% of all traffic related law enforcement contacts are for speed whether on or off post. These frequently lead to other charges such as DUI, driving on a suspended license, expired registration/insurance The average speed violations on post are 10-15 MPH over the posted speed limit with multiple incidents of speeds 40-50 MPH over. Some of the latter have occurred in housing and unit areas. One fatal collision and one serious injury collision resulting in the amputation of the driver s foot. According to the Washington Traffic Safety Commission, 33% of all fatal collisions in the state are the direct result of speeding. Nearly all fatal collisions on post have been the result of speed. Alcohol has played a factor in about half. Most rear end collisions on the roadways are the product of speed and tailgating with distraction playing a significant role on post.

7 Distraction Distraction = anything that prevents the driver from maintaining full awareness of what is in front of your car. According to the Washington State Traffic Safety Commission, 10% of motorists operate under some form of distraction and 70% of them are using the cell phone. AAA study coined term inattention blindness caused by using the cell phone while driving. The study showed it takes the average driver 27 seconds to refocus on the road after using the phone. This equates to: 20 MPH= 240 yards - Distance covered in the housing areas on post 25 MPH= 300 yards 35 MPH= 420 yards 40 MPH= 480 yards 45 MPH= 540 yards Distances covered driving IAW on-post speed limits 60 MPH= 720 yards Distance covered on the freeway at the posted speed limit

JBLM DPW, Environmental Division conducts prescribed burns every summer for ecological restoration, habitat maintenance and wildfire prevention. The burns help maintain the open fire resilient landscapes that are necessary to meet the JBLM training mission and provide habitat for wildlife including several endangered species. JBLM Car Washing Activities Soap, scum, and oil grit produced from car washing activities flow across surfaces, into storm drains, and directly into lakes, streams, and the Puget Sound without treatment. Discharges of contaminants to surface waters is an illicit discharge and a violation of the JBLM MS4 stormwater permit which could lead to fines, penalties, or imprisonment. WHAT YOU CAN DO: Use commercial car washes. Wash on lawns or other surfaces where water can seep into the ground. Divert wash water away from storm drains. If you plan to conduct a charity car wash, coordinate with the JBLM Stormwater Program to provide you with authorized locations and identify management practices to be followed to ensure compliance with environmental permits. On Base Housing HQDA Army Housing Survey On 31 May 2017; Tom Brown, VP Lincoln Military Housing, along with Tom Knight, Joint Base Lewis-McChord (JBLM) Chief of Staff, jointly pulled the name of the grand prize winner for the 2017 HQDA Survey distributed at JBLM. A family from the Beachwood Community won the one month free rent grand prize. Over 2,000 (41.8%) of JBLM residents took part in this year s survey for a chance to provide valuable feedback, as well as win fantastic prizes. 30

On Base Housing Board Members Needed 32 The Family Housing Award Board has vacant family member seats specifically for JBLM housing residents. Be a representative voice for onbase residents and bring community concerns, challenges, and ideas to enhance the housing program at JBLM. This is a perfect opportunity to be more involved with housing discussions at the board meetings that include Command, DPW, DFMWR, and Housing Division leaders along with the privatized housing executive team of Lincoln Military Housing. We are looking for a few conscientious volunteer board members to help strengthen the relationship with the community and housing.
