PUBLIC NOTICE RFQ #FAC2017-39 LEGAL NOTICE OF REQUEST FOR QUALIFICATIONS FOR ARCHITECTURAL SERVICES PUBLIC ANNOUNCEMENT FOLLOWING PROCEDURES OF THE CONSULTANT S COMPETITIVE NEGOTIATION ACT, CHAPTER 287.055, LAWS OF FLORIDA The District Board of Trustees of State College of Florida - Manatee - Sarasota announces Professional Design Services will be required by qualified Architects registered in the State of Florida to provide planning and design services, complete contract documents (plans and specifications), bid and proposal services, and construction administration for the following project: Collegewide architectural services for miscellaneous projects, including but not limited to re-roofing and roof replacement, Life Safety corrections, ADA upgrades, parking and paving, chiller and HVAC design or upgrades, site work and utility upgrades, and remodel, renovation or addition to buildings, including classrooms, laboratories, administrative offices and related support service areas and other projects as assigned by the Board. Projects are limited to $2,000,000 construction costs, per project. In addition, services may also include architectural planning and study activities, including master planning services, fees limited to $200,000.00 per project collegewide. It is anticipated that the college will select the most highly qualified two (2) to three (3) firms and distribute the work among those firms in an equitable manner based on each firm s ability to perform the work on each specific project. The contract is limited to three (3) years with the ability to renew for up to an additional three (3) years. Applicants for the project must apply in writing for consideration. Interested architectural firms must submit the information required by the (RFQ) application packet which includes the firm s abilities with respect to the specific project requirements, a synopsis of the firm s qualifications, past educational facility experience, resumes of key personnel, and a current Standard Federal Form 254 and 330. Request For Qualifications for Architectural Services, RFQ #FAC2017-39, may be viewed and downloaded from the College s Facility Management Open Bid Web Page: http://www.scf.edu/administration/administrativedepartments/facilities/openbids.asp. Interested parties may receive additional information, or request a copy of the RFQ document via e-mail to: wellmac@scf.edu. Questions regarding this RFQ must be submitted no later than 5 days prior to the RFQ due date. Return the printed and completed RFQ to Facilities Management at State College of Florida - Manatee - Sarasota, 5840 26 th Street West, Bradenton, FL 34207, deliver to Attention: Chris Wellman, Facilities Management, no later than February 28, 2017 at 3 p.m. No electronic submittals will be accepted. The College will not be responsible for any delays in delivery. No fewer than three (3) firms will be asked to interview with the Professional Service Selection Committee on March 31, 2017, beginning at 8:00 a.m., Building 7, Room160, Bradenton Campus. Registered applicants, who submitted a completed RFQ, will be notified in writing of any changes to the above interview date at least five (5) days prior to the newly established interview date. EVALUATION PROCEDURE I GENERAL INSTRUCTIONS A. This Application shall not be more than 40 pages including the Experience Questionnaire. The Experience Questionnaire and all forms, reports or statements included in this application shall be typed or printed. Any corrections made to the Experience Questionnaire, forms, reports or statements, by the applicant prior to the designated deadline, shall be initialed and dated by the same person signing the Experience Questionnaire. The Owner reserves the right to reject any application deemed by the owner to be not in compliance with these instructions. B. Submit eight (8) complete original proposals, including the Experience Questionnaire and completed Federal Form 254/330. C. The Experience Questionnaires must contain an original signature of an authorized representative of the responding Firm. If the Firm is a Corporation, furnish proof of good standing by Secretary of State, Division of Corporations and one (1) copy of the current Florida License. D. The applicant shall respond completely to each of the items on the Experience Questionnaire. E. Firms responding to this must be available for presentations/interviews to the Professional Services Selection Committee at a date and time determined by the Owner. F. Questions concerning this request for qualifications should be directed to Chris Wellman at wellmac@scf.edu. Questions regarding this RFQ must be submitted no later than 5 days prior to the RFQ due date. The Owner is not liable for any cost incurred by the applicants prior to the issuance of an executed contract. II SELECTION PROCESS A. The Professional Services Selection Committee of may consist of members from the College, both academic and administrative, staff members from Facilities Management, and other such persons as may be deemed appropriate. 4

B. The Selection Committee shall meet to review all applications received and accepted and shall, through the process outlined in this, identify and short list the three (3) or more Firms deemed the most qualified. C. After the three (3) or more successfully short-listed Firms have been notified, the Selection Committee shall conduct individual Firm presentations/interviews and shall rate each firm in accordance with the guidelines in this. D. The Selection Team shall recommend and list two (2) to three (3) highest-ranking Firms to the District Board of Trustees at its next regularly scheduled meeting. In addition to all other rights of the College under Florida law or the Board of Trustees Rules and College Procedures, the College specifically reserves the following: a) The College reserves the right to rank firms pursuant to relative Florida Statute and/or Florida Administrative Code and to negotiate with the highest-ranking firms. b) The College reserves the right to reject this RFQ. c) The College reserves the right to reject any and all Statements of Qualifications submitted in response to this RFQ. d) The College reserves the right to remedy or waive technical or immaterial errors in the RFQ or submitted Statements of Qualifications. e) The College reserves the right to request any necessary clarifications or statement data without changing the terms of the Statement of Qualifications. III INITIAL SCREENING/SHORTLISTING (100 Total Points) Respond to the following items on the forms provided in the Experience Questionnaire. A. General Information: (10 points) Complete this section of the Experience Questionnaire accurately. The information contained therein is an essential part of the Firm s overview to be considered here. B. Ability: (25 points) Here the Selection Committee will consider the past experience of the firm and that of the proposed staff to assign a rating to the firm s ability to perform. Please indicate Firm s ability to fully perform (including services provided internally). C. Related Experience: (25 points) Complete this section using a separate form for each completed and current project similar to the size and scope of this project. Please indicate Firm s ability as it relates to institutional projects, larger in scope and size as well as smaller commercial type projects. Here the Selection Committee will consider the firm s experience as demonstrated by their work on educational projects as well as non-educational projects which are the same or similar to this project. Each firm should showcase their completed project experience and provide references that may confirm their involvement and experience. The Selection Committee shall also evaluate the firm s project management experience to include field administration experience and successful completion of projects completed on time and within the owner s budget. They will evaluate project management resources for scheduling, estimating, value engineering and cost control and Computer Assisted Design capabilities. 5

D. Office Staff, On Site Staff, & MEP Team: (20 points) The Selection Committee will consider the quality of the team assigned to the project based on their experience working for public entities or similar scope of work. The Selection Committee shall consider how their office is structured to support our project based on the strength of the individuals resume and if the firm has enough qualified staff to support the project as well as their existing work load as identified in the Related Experience section. Provide a resume of the key personnel who will be in direct support of this project, including, but not limited to the following: 1. Name and title 2. Number of years with this firm 3. Number of years with other firms 4. Experience a) Types of projects b) Size of projects (dollar value & square footage), c) Specific project involvement 5. Education 6. Active registration 7. Other experience and qualifications that is relevant to this project With respect to both office and on-site staff, provide an organizational chart, as it will relate to this project, indicating key personnel and their relationships. Indicate each staff member s assignments and responsibilities. Describe how the organizational structure will ensure orderly communications, distribution of information, effective coordination of activities and accountability. Please present your recommendations for sub-consultants, Mechanical, Electrical, Plumbing and Civil. E. Presence in the Community: (20 points) Consider the distance the firm has to travel to support the project. Firms located in Manatee or Sarasota counties shall receive 20 points. Firms located in counties adjacent to Manatee and/or Sarasota counties (Pinellas, Hillsborough, Charlotte, Hardee, DeSoto) shall receive 10 points. Firms located in Florida counties that are not adjacent to Manatee or Sarasota counties shall receive 5 points. Out- of- State firms shall receive zero points. IV PRESENTATIONS/INTERVIEWS (100 Total Points) After the Professional Services Selection Committee short lists the three (3) or more top ranked Firms, Presentations/Interviews will be scheduled. Part III Initial Screening/Shortlisting ends with the selection of the three (3) or more top ranked Firm s. With the beginning of Part IV Presentations/Interviews, a new ranking procedure is established. The two(2) to three (3) Firms with the highest point totals in Part IV shall be recommended by the Professional Services Selection Committee to the District Board of Trustees for collegewide miscellaneous architectural services. Time will be allocated for a presentation followed by a question and answer period. During the presentation, the Firms will be expected to address the following: A. Knowledge of Sites and Local Conditions: (20 points) Demonstrate knowledge of the project sites, local codes and ordinances, and permitting requirements. Indicate the firm s ability to deliver quality workmanship in an effective and timely manner. 6

B. Proposed Project Staff and Functions: (20 points) Identify the following key staff positions and names of the actual staff members to be assigned to those positions for this project: Principal or Project Executive, Office Manager, Design Architect and Project Architect. Describe their individual ability and experiences and indicate the function of each within the organization and their proposed duties and responsibilities on this project. C. Overall Approach and Methodology: (20 points) Demonstrate verbally and/or graphically the plan for performing this project, documenting the services to be provided and showing the interrelationship of all parties. D. Scheduling this Project: (20 points) As a part of the project approach, propose a scheduling methodology for effectively managing and executing the work in the optimum time. Describe procedures for scheduling and for compliance controls. Identify any current projects and the projected versus the actual schedule. E. Construction Cost Estimate: (20 points) Prior to projects being approved by the Board of Trustees, SCF requires estimates of project costs be developed. Demonstrate the firm s ability to provide accurate estimates of construction cost and the ability to design within the construction budget. 7
