Title I, School Improvement Grant (SIG) 1003(a) Law LEAs shall utilize these funds to implement systemic reforms in Title I schools classified as Focus or Priority consistent with the Elementary and Secondary Education Act Waiver, Differentiated Recognition, Accountability and Support system. Activities should be designated to create lasting changes that improve student achievement and teacher quality in Title I schools that have not met overall subgroup performance measures. Purpose The FLDOE provides LEAs with resources to support their student achievement goals. Funds are awarded through this program to LEAs to support extra services for low-performing Title I schools. The FLDOE works with LEAs through its Statewide System of Support. This System of Support offers assistance in aligning resources and provides strategies and support for increasing the foundational skills of students and improving the quality of teaching. Description Funds are allocated to ensure that low performing schools demonstrating the greatest need for funds provide adequate resources to raise student achievement and improve the quality of teachers. Resources including but not limited to: District approved professional development PLC Professional Learning Communities Technology 1
Steps for Accessing Allocated Funds 1. Please complete and submit the budget plan sheet to the Title I office. Approval of your Budget Plan does not circumvent the requirement to submit and obtain approval of a requisition prior to expenditure. 2. Once you receive approval of your budget from the Title I office, please begin submitting Title I SIG requisitions for PLC hours, professional development, and/or approved items for purchase. 3. Once you receive approval for submitted requisitions, please move forward with the PLC time, professional development activity, or the purchase of approved items. 4. For PLC hours we have developed a plan to ensure the teachers serving your students receive $25.00 per hour. Nichole Brake, the budget analyst in the Title I Office is setting up a database to facilitate the payments based on the attached time sheet. Please follow the following procedures for the PLC hours: Teachers will work with their collaborative teams in PLC outside their contracted day. Each PLC team will complete the attached time sheet and return it to the principal for signature. Please collect all time sheets and have the Payroll Clerk complete a payroll invoice with the teacher s names listed alphabetically by last name including full social security numbers. Then submit the original time sheets and payroll invoices to Nichole Brake at the Herbert Street Center. Once we receive the timesheets for your school, Title I will process them for payment. 5. Stipends for Teachers participating in approved professional development activities Teachers will be paid $15.00 per hour for participating. Using the Title I time sheets, please have teachers complete the time sheets in blue ink for the dates and times they attended the professional development. Sign all time sheets and have your Payroll Clerk complete a payroll invoice with the teachers names listed alphabetically by last name including full social security numbers. Submit the original time sheets and payroll invoice to Nichole Brake at the Title I Office, Herbert Street Center. 2
When the time sheets for your school are received, Title I will process them for payment. 6. Purchasing approved materials and/or technology devices Once your requisition is approved you may use your purchasing card or a purchase order to purchase the approved items. Please receipt all items once you receive them. Next, send the receipted invoices showing the actual costs to: Nichole Brake, Title I budget analyst at the Title I Office, Herbert Street Center 3
Title I SIG 1003(a) - Annual Timeline Step 1 Review test data to determine professional development needs Step 2 Align SIG 1003(a) Budget Plan with School Improvement Plan (professional learning, professional learning communities, and technology). Step 3 Monitor ongoing SIG 1003 (a) expenditures (run time). Step 4 Encumber 100% of funds by March 31, 2017. Step 5 Expend and close all SIG 1003 (a) purchases by September 30, 2017.
