Utilizing Consortiums to Bridge Gaps in Biosafety Outreach Crystal Fortune, BS(CLS) Montana Laboratory Services Bureau Tracy Hoke, MT(ASCP) North Dakota Division of Laboratory Services Microbiology Whitney Lutkemeier, MS South Dakota Public Health Laboratory Michael Stevenson, Ph.D. Idaho Bureau of Laboratories

Utilizing Consortiums to Bridge Gaps in Biosafety Outreach This presentation will discuss how biosafety officials (BSOs) from the Northern Plains Consortium (NPC) state public health laboratories (SPHLs) shared resources, either electronically, via conference calls, or with in person meetings. The value of having a regional network with common goals also will be discussed.

Presentation Outline NPC Background NPC BSO Program In Person Meetings Sharing BSO Resources Utilizing APHL s SharePoint site

NPC Background Michael Stevenson, Ph.D., Idaho Bureau of Laboratories

It all began in 2006 3 year CDC grant to integrate public health testing in clinical laboratories Organized to develop a regional laboratory system, and to coordinate lab system improvement activities Group of professionals representing public health laboratories and Communicable Disease/Epi from MT, ND, SD, and WY Idaho joined in 2013.

Shared Demographics Ranking by U.S. states Category ID MT ND SD WY Resident Population 1 39 44 47 46 50 Total area 2 14 4 19 17 10 % American Indian Population 3 11 5 6 3 8 Gross State Product 4 42 48 45 47 49 1 2015 Population Estimates,United States Census Bureau 2 2010 United States Census Bureau 3 2010 United States Census Bureau 4 Gross Domestic Product by State 2016, US Department of Commerce, Bureau of Economic Analysis, May 6, 2017

Shared Challenges Sparsely populated areas, with several larger cities Service a large geographical area Only one public health laboratory in each state Public health laboratory staff few in number Limited budgets

Activities Biosafety Officials Program Memorandum of Understanding (MOU) o To formally acknowledge the cooperation, efficiency, and resource sharing between the five NPC SPHLs Shared Testing Services o HIV Geenius supplemental testing o TB NAAT testing o Hepatitis C RNA, genotyping o Blood lead testing

Activities Electronic Test Orders and Results (ETOR) o MT and ND bi directional ETOR o Investigated using APHL Informatics Messaging Services (AIMS) platform Workshops and Peer to Peer Training o Eagleson Institute Biosafety Workshop (MT, SD) o Whole Genome Sequencing Workshop and Webinar Series (WY) o HIV Sequence Analysis Workshop (ID) o Clinical Biological Preservation Workshop (ID)

Activities Regional Emerging Leaders Program (ELP) o Addresses succession planning and workforce development o Activities Team Management Profile to identify professional character strengths Webinars: Grant Writing, Laboratorians and Legislators, Public Health Laboratory Competencies Monthly conference calls with in person meetings Group project and book study o Cohort 1 in 2015 8 participants o Cohort 2 in 2017 6 participants NPC ELP Cohort 1

NPC BSO Program Crystal Fortune, BSCLS, Montana Public Health Laboratory

Meet the BSOs Crystal Fortune, MT PHL, Laboratory Training Specialist and Biosafety Officer Tracy Hoke, ND PHL, BT Coordinator and Biosafety Officer Whitney Lutkemeier, SDPHL, State Training Coordinator and Biosafety Officer Michael Stevenson, IBL, Deputy Laboratory Director and Lab Safety Officer Cassie Dayan, Health & Safety Specialist, part time

NPC BSO Program History Created in December 2015 Formed by Susie Zanto (Montana, retired) Established plans on how to use Ebola grant funding APHL SharePoint access in February 2016 Monthly calls facilitated by Montana Flexibility in agenda and time slot as needed

Funding BSO funding Travel Training and outreach Packaging and shipping Facility improvements ABSA membership

Monthly Conference Calls Bridge call the third Tuesday of each month Agenda and minutes posted on APHL SharePoint site Topics for discussion (subject to change): APHL BioSafe360 Hot topics from APHL or ABSA listserv Sentinel laboratory outreach and training Packaging and shipping training and drills Grant updates

Example Agenda/Minutes

Hot topics from Biosafety Listserves Anything that may be important or that the group may want to collaborate on? Scott talked about lab coats, how to track laundering and if the facility is using the correct detergent and the appropriate number of rinses. Idaho and South Dakota use disposable lab coats, MT is evaluating a rental/laundering company. What is the cost of disposable coats vs. laundering? Sentinel Laboratory Outreach Assessments, trainings provided by PHLs Scott discussed the issue with Stericycle boxes anyone who closes the box for transport by Stericycle must be certified as a shipper. Autoclaving and disposal rules vary by state. Two questions for sentinels do they have a procedure for biosafety risk assessment, and have they done one? Idaho is planning regional workshops and plans to visit sites that cannot attend. Has also done advertising in newsletters (such as the Category A packaging drill.) Wyoming and Idaho have done cold calls. Scott in WY introduces himself and if they have time to talk explains the mission and stresses that biosafety consultation is merely a customer service and not regulatory. He was also able to help a lab that had a question that arose during an inspection concerning a biosafety cabinet. Idaho has found most labs to be receptive once they realize this is not regulatory, especially post IQCP.

Evolving and as flexible as biosafety! Incorporate Wyoming s new biosafety officer in NPC BSO program Incorporate WebEx to make group projects more interactive Incorporate WebCam to get the feel of face to face meetings

In Person Meetings Tracy Hoke, MT(ASCP), North Dakota Department of Health, Division of Laboratory Services
