Commissioners expressed their gratitude for her willingness to make that commitment. D) Committee Reports None E) Staff Report None 5) Business Items A) Ordinance 1339 Applications None B) Other None 6) Discussion Items A) Maintenance and Repair of Artwork i. Bronze Sculptures Venus Bronzeworks is under contract to complete the restoration of the bronze sculptures. This is scheduled to be completed in the next two months. A permit for right-of-way use is needed and water access. Vice- Chairperson Holland requested a social media push during restoration. ii. Michigan Passageways Mural The Michigan Passageways Mural in the stairwell of the Division Street Parking Structure has sustained some damage. Staff Longpre is meeting Tony Hendrick (the artist) the week of April 24 to discuss potential repair and protection to the mural. iii. Dream Mobile Bike-rack There has been a complaint from a local resident and bicycle commuter about the lack of usability and questionable amount of decay for this particular rack (which is located on Grand River Avenue in front of SBS Bookstore). The artist has been contacted and assured staff that this is the way it was created to wear. Commissioners recommended that staff discuss with the artist the possibility of updating the artwork to make it more useable (adding loops, etc.) but that the patina remain as is.

Relocation of L5 and Beyond from Lot #1 L5 is the large sculpture located in Lot 1 where the Center City project has proposed to develop. If the development progresses, the sculpture will need to be relocated and Commissioners were asked to think about potential new locations for it. Staff expects that the developers will be responsible for funding the move. B) Public Art Planning i. FY2018 Potential Projects By FY2018, it is anticipated that the Public Art Fund could hold upwards of $100,000. The Commission discussed the need to develop plans for moving forward with the purchase and installation of new art in the community. The Commissioners indicated that they would like to look at options for spending some of the money in FY2018 as well as developing a plan for future art opportunities. Staff raised the idea of artistic painting of one or more of the City s water towers to coincide with their repainting over the next two years, and also raised the idea of sculptures along the Northern Tier Trail. Commissioners were responsive to holding additional discussions about those ideas. ii. City of East Lansing Cultural Arts Plan Commissioners discussed the idea of developing a Cultural Arts Plan to guide use of public art funds in the future. A Plan should be about how to infuse art into the Community; draw people out of their homes and into the downtown. Commissioners want to see art be considered at the beginning of projects and incorporated throughout the development process, not as an afterthought. The face of East Lansing is changing and if the process doesn t include arts and culture we ve missed the boat. Art would make the City look more vibrant and like a cultural place, in particular participatory art. Commissioner Graham-Yooll thought it would be nice to reopen Scene Metro Space under the City s control and use it to showcase citizen art. Existing quality Cultural Plans that could be used as templates for the East Lansing Plan were identified (Flint, Marquette and Traverse City). Chair Triplett indicated that the Arts Council of Greater Lansing had developed a regional cultural plan several years ago that would be a good reference as well. Potential partners/stakeholders were identified, including: The Realtor Association, Downtown Development Association, Downtown Management Board, Wharton Center, East Lansing Public Library, MSU.

Arts Commission Minutes April 20, 2017 Meeting Page 4 of 4 Components that are important to have in a Cultural Art Plan include: a. Inventory b. Community Needs Assessment i. Look at all types of art and all art needs, including cultural, theater, musical, etc. ii. Identify key areas where art could be placed and be noticed c. Public Input i. The process needs to include stakeholders and include a process to identify what the community wants ii. Maybe a steering committee should be identified d. Goals and Objectives e. Prioritization The options for development of a Cultural Arts Plan were discussed. Staff Longpre indicated that staff has the skill set to develop a Cultural Arts Plan in house but there is not the capacity to perform the work at this time. There are resources at MSU, through their Planning or Art programs, that could serve as a source for developing the Plan and there is always the option of Contracting out for the service. The process used for the Parks and Recreation Master Plan was outlined for the Commission. The most time consuming aspect of plan development had been the inventory and assessment, and the public input component. The possibility of developing a scaled back plan so that some immediate goals were noted was discussed but the Commission preferred to develop a full plan. Chairperson Triplett indicated that it was of paramount importance to demonstrate to City Council that the Commission is actively working towards a plan. Commission requested a presentation from planning that shares all new projects and provides an overview of what the City will look like is the proposed plans are implemented. 7) Adjourn Moved by Vice-Chairperson Holland, seconded by Commissioner Holbrook to adjourn the meeting at 6:56 p.m. YEAS: All NAYS: None

The employee, Kenneth Hunter, requested funds to convert unused shuffleboard courts in Patriarche Park into a labyrinth. He proposed to lay moss directly on the surface to form the pattern which would be used for walking meditation. Mr. Hunter was awarded the grant and he recently completed the project. Artists in the Community Grant Program Arts Council of Greater Lansing 1208 Turner St., Lansing, MI 48906 (517) 853-7582 www.lansingarts.org Application Guidelines Application Submission Deadline: July 15, 2016 Founded in 1965, the Arts Council of Greater Lansing is a nonprofit arts organization dedicated to fostering arts and culture in the capital region by providing community arts leadership, funding, educational programs, and direct support services to local arts and cultural nonprofits and artists. Committed to empowering the creative community and to cultivating partnerships that stimulate community development through the arts, the Arts Council works to promote the value of the arts as essential to building a vibrant capital region. Purpose: The Artists in the Community Grant Program supports community-driven placemaking projects that capitalize on greater Lansing s assets, inspiration and potential, contributing to a sense of place for residents, businesses and visitors. These awards are funded by the Arts Council of Greater Lansing through its Arts Advancement Endowment Fund and places creativity at the center of community and economic development. The Arts Council provides individual grants up to $4,000 to visual, performing or literary artists and/or artist-led teams that seek to engage the community through their artistic talents. No cash or in-kind match is required. Awards are competitive. The program encourages individual artists to work within the region to provide free programming or artistic enrichment for the greater community. The Arts Council believes in the positive impact and influence individual artists make within the region, and encourages these artists to work in partnership with another organization to achieve the goals and objectives of the proposed project. Artists of all levels and disciplines are encouraged to apply. Eligibility: Applicants must be current members of the Arts Council of Greater Lansing and: o Be a visual, literary, or performing artist who lives, works or presents a significant amount of work in Clinton, Eaton or Ingham County. Activities must take place in the greater Lansing region between October 1, 2016 and September 30, 2017. Artists must apply as an individual and not as part of an organization or group. Only one project per artist per grant cycle will be awarded. Applicants with unmet obligations on prior grants i.e. late/incomplete reports, may not apply. Grant Review Process: Applications will be reviewed by the Arts Council staff for eligibility. A community review panel will be appointed by the Arts Council and will consist of qualified artistic professionals selected on the basis of their familiarity with, and expertise in, a broad spectrum of artistic practices. During the review panel meeting, applications are discussed, evaluated and scored according to the guidelines and selection criteria. The panel may opt to recommend full or partial funding to any eligible applicant. Decisions of the panel may not be appealed. The Arts Council Board of Directors reviews and makes final decisions regarding the community review panel s recommendations prior to notification and announcement of grants. Selection Criteria: Selections for awards will be based on the following: o Complete and descriptive Project Narrative including the who, what, where, when, why and how o Artistic quality of the artist s work and the proposed project o Merit of the proposed project s public component and its impact upon the local community o Feasibility of project and ability of the individual to undertake and complete the project o Practicality of project budget and if necessary, description of additional financial commitment Awards: All applicants will be informed of the panel and board s decisions after August 15, 2016.

A free applicant account is required to apply All applications must be submitted in its entirety by 11:59 p.m. July 15, 2016. Grant Contract Terms: All components of the project must take place between October 1, 2016 and September 30, 2017 The project must be carried out according to the project description, budget and dates as described in the application. Access to local participation in the project will not be limited on the basis of age, sex, religion, race, color, creed, sexual orientation, national origin, or ability. The Arts Council of Greater Lansing retains the right to, at any time, audit the books, records, documents, and accounting procedures and practices of the artist relevant to the contract. The Arts Council of Greater Lansing logo and the following credit line must appear on all publicity related to the project: "This activity is made possible in part by a grant from the Arts Council of Greater Lansing." For the artist to receive the final payment for project funding and so the Arts Council may evaluate the success of the project, the applicant must submit a final report along with attached financial information and documentation no later than October 31, 2017. I am wondering if you would want to add both or one of your signatures to add some additional weight to their consideration? I think this is a great project to support. Here is a rough project summary from Ken: This project is to revitalize and reclaim a space of the Patriarche Park to encourage community participation and enjoyment from an area that has gone out of sight and out of mind. The shuffle board courts have long been out of use by the community and the area has begun to over grow and show general signs of wear. People still use the space but out of its original context by becoming a place where people go to be alone and to enjoy some momentary privacy in the outdoors; primarily, people will go to the area to eat lunch or to read a book. Knowing that people value privacy and use the area to be alone, I hope that I can create a space that would encourage people to use that alone time constructively. To me, part of spending time alone is processing ideas and thinking about problems, and spending time st the shuffle board courts allowed me to reflect on what it is that I would like to see the space turned into. I would like to install a meditation labyrinth over the concrete of the shuffle board courts. I was first introduced to a labyrinth for meditation in the Summer of 2015 and by spending time in the space at Patriarche Park and thinking about the size and potential function of an installation, I became clear to me that something non-obtrusive and calming would be the best to serve the community. The labyrinth would be constructed out of moss and would serve as walls for a footpath that patrons can begin and leave just as simply as they started; i.e. not being trapped between walls. Moss would be a ideal material because it is slow growing and after it is set would require very little maintenance to keep up. The importance of this project is to serve the community and rejuvenate a space; but it doesn't end there. The court is surrounded by raised concrete garden beds and in one of these beds by the entrance is a plaque on a boulder honoring Joyce Marjorie (Artimage) Nelson for all of the pine and spruce trees in the park and that the donation is to honor Joyce and her unborn child as a living gift. This project also serves to honor the previous donation by maintaining and giving new life to the area where it resides. Moss becomes more relevant in the context of the plaque as the plant serves as a symbol for maternal love and the space becomes more than an area to have time alone but to be reminded of family, community, and our personal identity. It may include stones in the end but I'm still researching. I didn't think tearing up the concrete would be allowed so I think moss would be a cool alternative. There is a meeting Monday that will provide more information to the grant process/requirements that i will be attending. I'll have more information then. Thanks for spreading the word! I'd be curious to know his method of fabrication. - I'm also assuming that he won't be removing any of the hard surfacing, but we probably should clarify that. Regarding necessary approvals, I'm not sure what is required. Tim may have a better idea of that. I'm thinking that this type of project should be something that requires staff approval only, but there may be some concern with liability, or the Arts Council of Greater Lansing may require formal approval. When we hired him in May, he had just graduated from MSU with a degree in Fine Arts/Painting. I remember thinking at the time that we hired him that maybe working at the park will inspire him to want to paint a mural or something fun for us...

Page 3 of 3 5/15/2017 Well Ken approached me this week about a grant application that he would like to submit to the Arts Council of Greater Lansing. The Artists in the Community Grant Program "supports community-driven placemaking projects that capitalize on greater Lansing's assets, inspiration and potential, contributing to a "sense of place" for residents, businesses and visitors." Ken is proposing to restore the shuffle board court area of the park and transform it into an interactive space by designing a labryinth. He has not shared any drawings or designs yet. I have attached the grant application so that you can see it as well. Ken is seeking permission to do this project and letters of support from Community partners. The deadline to apply is July 15. Have you had a proposal like this previously? What kinds of approval would this require? Would it have to go to the Parks and Rec Commission? Council? It is a little unusual in that this grant requires the artist to apply. What are your thoughts? Thanks! Cathy

Hagan Realty had proposed to purchase acrylic paintings by local artist Craig Cossey and donate the art to the City of East Lansing. A condition of the Commission approval was that the specific paintings would be chosen by the applicant and approved by the Arts Commission, for installation at the East Lansing Hannah Community Center or in an alternative facility owned by the City of East Lansing that is mutually agreed to by the applicant and the City. Attached is the Art Selection Proposal from Hagan Realty. It is proposed that three paintings will be donated to the City: 1. A Day in December, 8 x 5 2. Barn Wood, 4 x 2 3. Water Rights, 4 x 2 The paintings are unified in color and theme with the larger painting being a broad view of an abandoned mining town and the two smaller paintings being detailed views of weathered wood and surrounding features as could be expected to be seen in aged and abandoned places. The value of the artwork and installation is stated as between $16,100 and $16,200, depending on final installation costs. This is slightly over 1% of the value of the development which is $1.6 million. It is proposed that the paintings be installed on the 2 nd floor of the Hannah Community Center, in the locations shown on the attached graphic. With Art Commission concurrence, the following motion is suggested: Move that the Art Selection Proposal as presented by Hagan Realty be accepted as fulfillment of the Public Art Requirement for the 136 Durand Street project.
