Key Action 2: Capacity Building From Tempus to Erasmus+

Main structure of Key Action 2 KA2 Cooperation for innovation - Higher Education - HE Strategic Partnerships Raise HEIs capacity to modernise INTRA-EU 1. Strategic Partnerships: more intense cooperation between institutions. 2. Knowledge Alliances: structure partnerships between HEI and businesses OPEN TO THE WORLD 3. Funding - Funded through heading 4 (follows external action priorities) - Annual budget in draft legal basis: from 92 Milion in 2014 to 122 Million in 2020 - Smaller projects than under Tempus IV (under discussion): max. 1 million euros (excl. mobility component) - Co-funding encouraged (min. 10%) - Simplified approach including standard references (under discussion) - Additional funding for Special Mobility Component

Partnerships requirements - 3 HEIs from 3 different Participating Countries (EU+6) - 2 HEIs from each Partner Country involved - 1 or more Partner Country from the same or a different region - Applicant from any country - Ministry involvement for Structural Projects - 2-3 years long projects - Erasmus Charter for higher education compulsory for HEIs from participating countries. Partner countries must comply with its rules.

Key Action 2: Cooperation/ capacity building As in Tempus, two types of projects: Joint projects Structural projects Additional mobility component for Neighbouring and Enlargement countries (without National Agency)

Joint Projects aiming to impact institutions - Curriculum development - Modernisation of governance and management of HEIs - Relations between HEIs and society Project themes examples: New curricula joint degrees learning an teaching methodologies staff development quality assurance governance Bologna tools

Structural Projects aiming to impact systems - Modernisation of policies, governance and management of HE systems - Relations between HE systems and society - Reforms at national level with the support of the authorities in the Partner Countries Project themes examples: policy modernisation Bologna policies governance and management of HE systems

Special Mobility Component: - For Neighbourhood countries + Western Balkans only - Optional and open to all categories of projects (JPs and SPs) - Instrumental and integrated in projects objectives - Separate project selection (not all selected projects may be granted a SMC) - Selection of individuals done by consortium - Sudents and staff, to and from EU, same rules as for credit mobility (max 12 months)

Special Mobility Component, continued Targets & Activities: - Students (study 3 to 12 months, traineeships 2 to 12 months, but progressive introduction of latter) - Staff (academic and non-acad.) (5 days to 2 months) for teaching assignments and/or training periods - Mobility flows in all directions Implementation modalities: - Compulsory inter-institutional agreements - Compulsory learning / mobility agreements for students and staff - Compulsory exemption of fees for students

Learning mobility of individuals From Erasmus Mundus to Erasmus+

Main structure of Key Action 1 KA1 Learning mobility of individuals - Higher Education- Decentralised 1. Credit mobility: International opening of Erasmus, more mobility of students and staff between EU non EU in both directions 2. Degree mobility: Joint Master courses of excellent quality offered by consortium of EU/non EU universities to attract the very best students worldwide 3. Student loan guarantee: to boost degree mobility within Europe Credit learning mobility of students (short cycles/bachelor/master/doctorate) + HE staff mobility NEW: Erasmus open to the whole world in both directions for studies, traineeships, staff teaching and training For non-eu mobility: external policy priorities will apply Grants for Joint Master Courses Continuity: Erasmus Mundus Action 1 Master Student Loan Guarantee NEW 330 000 students Budget share: 63%

Credit Mobility International opening of Erasmus - More credit mobility of students and staff between EU and non EU in both directions - 135,000 students and staff planned over 7 years - Ex action 2 of Erasmus Mundus now streamlined in Erasmus - Level of scholarships adapted - Based on same mechanisms as Erasmus: charter, inter-institutional agreements, learning agreements - Management through National Agencies - Submission through participating country HEIs

Joint Master Degrees (JMD) - Based on Erasmus Mundus Master Courses (EMMC) - Implemented by consortia of EU and (where relevant) non-eu HEIs - Full scholarships awarded to the best master students worldwide (priority to non-eu students) - Scholarships for invited scholars (/guest lecturers) contributing to the JMD teaching/training/research Budget: - 1161 M proposed by the Commission in the draft regulation - More than 30.000 scholarship holders and - More than 350 JMDs expected by the end of the programme

JMD funding and contractual arrangements New JMDs will be offered ONE grant agreement covering A preparatory year necessary for finalizing the JMD management aspects (consortium agreement, degree recognition, website, etc.) and launching the first student enrolment procedure and call for scholarship applicants Three consecutive intakes (/editions) of the JMD with their respective scholarships The grant will cover the consortium fees (/lump sum) for the preparatory year and the three consecutive intakes (/editions); the consortium fees will include funding for invited scholars a global number of student scholarships to be used for the three intakes

Key Action 3: policy support International actions, funded through grants tenders or framework contracts: Network of higher education reform experts Alumni associations International policy dialogue (events, studies, peer learning) International attractiveness and promotion (linked to forthcoming Communication on Higher Education in the World)
