INTRODUCTION C-TEC Public Safety Programs are designed to meet all the requirements and objectives of the Ohio Department of Public Safety- Division of EMS curriculums Volunteer Firefighter (36 Hour) Firefighter I Transition Firefighter I Firefighter II Transition Firefighter I and II Emergency Medical Responder (EMR) Emergency Medical Technician (EMT) ADMISSIONS REQUIREMENTS Prior to enrollment in our Public Safety Programs, YOU MUST: 1. Be at least 17 years of age and enrolled in the twelfth grade in a secondary school. 2. Be proficient in reading, writing, and speaking English, as well as taking a Reading, Math, and Locating Information test prior to the start of the class. PUBLIC SAFETY PROGRAMS UNIFORM DRESS CODE (Applies to all classroom, laboratory and clinical sessions) APPROPRIATE ATTIRE IS AS FOLLOWS: Hats: are not to be worn in the building Shirt: dark blue in color o Acceptable styles would be- polo, t-shirt, sweatshirt, job shirt Pants: dark blue work/station pants, (jeans are not permitted) Belt: black in color Shoes: work boot style, black in color, with aggressive sole *If you are affiliated with an emergency medical service or fire department, you may wear your department uniform. APPEARANCE AND HYGEINE: Hair must be secured up and off the student s shirt collar All students shall maintain appropriate personal hygiene. Facial hair (Firefighter only): o Students must be clean-shaven with no facial hair that would come into contact with SCBA facepiece seal. o All facial and ear piercing hardware must be removed with the exception of a flesh colored blank(s) (Firefighter only) *Any deviation from the C-TEC Public Safety Program s approved dress code will require prior approval from the Program Director. 3

ADMINISTRATIVE COURSE REQUIREMENTS Students shall complete/provide the following documentation: o All C-TEC/COTC enrollment forms o C-TEC Adult Education Public Safety Agreement o Release of Liability for Public Safety Training o Public Safety Handbook Acknowledgement o WorkKeys or COTC ID o NIMS 100 and 700 certificates of completion o Copy of High School diploma or GED o FBI and BCI Criminal Background Checks prior to beginning clinicals (EMT only) o C-TEC s Public Safety Physical form (Firefighter only) SUCCESSFUL COURSE COMPLETION GUIDELINES CLASSROOM AND LABORATORY EXPERIENCE All students are expected to attend and participate in all classes, laboratories, and clinical sessions in accordance with the requirements set forth by the Ohio Department of Public Safety, Division of EMS. ATTENDANCE REQUIREMENTS: 100% of curriculum hours Tardiness records are maintained and will count toward overall attendance 90% or greater of classroom hours It is the students responsibility to ensure that all missed hours are made up, documented appropriately and turned in PRIOR to Practical Examinations o No more than 10% of the original class may be missed. o Up to 10% of the class hours may be made up*: Both time and content With a C-TEC Instructor At your own expense *Note: there are some laboratory sessions that are extremely difficult (if not impossible) to make-up due to logistics and supervisory personnel requirements PARTICIPATION REQUIREMENTS: All students will be actively engaged in all classroom, laboratory and clinical sessions. Practical skills will be evaluated throughout the course based upon program objectives developed by The Ohio Dept. of Public Safety. Failure to meet any of the course objectives, will exclude that student from taking the industry credentialing exams: EMT: National Registry Psychomotor Skills and Cognitive Assessments FIREFIGHTER: State of Ohio Practical Skills Assessment and Written Examination 4

EVALUATION STANDARDS: Students are evaluated frequently throughout the public safety courses in a variety of formats: o QUIZZES/EXAMS: May be assigned after each class May encompass multiple chapters Are web-based (internet required) Students must within 3 attempts achieve a passing score of: At least 80% for take home quizzes/exams At least 70% for proctored quizzes/exams Minimum of 70% or 80% is required on a single attempt, NOT a cumulative average of up to three attempts Due: First attempt is due prior to the start of the next scheduled class unless otherwise noted in schedule Passing attempt is due no later than one week after the first attempt s due date Failure to pass any Quiz or Exam within those 3 attempts and/or timeframe will result in an unsuccessful course completion. o SKILLS OBJECTIVES: Skills objectives will be evaluated throughout the course All objectives must be successfully completed by each student Some skills objectives must be successfully completed prior to other more complex skills and objectives are attempted. Practical/Skills test will be graded on a pass/fail basis and the student must successfully pass all practical/skills test to continue in the program. A final practical evaluation of the students skills will be facilitated. The student must pass the State of Ohio Practical Test to sit for the State of Ohio Cognitive Examination. Failure of more than three of these practical exams will be cause for the student to retest at a later date. The student must pass all practical tests prior to taking the State of Ohio Written Final Exam. (Firefighter Only) RIGHT OF APPEAL As a student, you have the right of appeal. You must present an appeal in writing to the Public Safety Service Coordinator within five days of notification of disciplinary action. The Public Safety Service Coordinator shall within ten days of receipt of notification of appeal, schedule a meeting with the student, Director of Adult Education, Public Safety Service Coordinator and instructor. No refunds will be given after the 1 st class. COURSE DISCIPLINARY ACTION/DISMISSAL POLICY Disciplinary action and/or dismissal from any phase of any C-TEC Public Safety program may be initiated for the following types of behavior: Cheating Failure to meet course objectives and/or requirements related to academic standing, skills performance, clinical performance, health, attitude and/or conduct. Repeated tardiness Absenteeism Sleeping during class or during clinical sessions Lack of engagement and/or participation in class Failure or refusal to follow course instructions Falsification of records and/or documents Improper conduct toward faculty, classmates, patients or employees of program facilities Failure to follow C-TEC Public Safety Dress Code Theft or destruction of property Leaving without permission (this includes classroom and clinical sites) Not following rules/regulations in the classroom and clinical phase of training. During any classroom, laboratory or clinical session the following shall be prohibited: o Consumption of or being under the influence of: Alcoholic beverages Illegal drugs Prescription drugs that alter a students ability to perform skills objectives safely * In the interest of the overall safety and health of the class and the individual students, any instructor may exclude any student(s) on the suspicion of consumption or being under the influence of any of the preceding listed items. 6

CLASSROOM/LABORATORY USE Any injury that occurs during lab practice must be immediately reported to the instructor. Necessary first aid will be administered, and the injured person must complete an accident report form and return it to the instructor. All equipment used in lab must be cleaned and returned to its proper location. Any equipment damaged must be reported to one of the C-TEC Instructors. WEATHER CANCELLATION: In case of inclement weather, listen to WCLT or WHTH for cancellations. C-TEC Adult Education will NOT cancel classes unless a LEVEL 2 EMERGENCY is in effect for Licking County. If a Level 2 emergency is in effect after 0700 (7 A.M.), the school will be closed for the entire day (until midnight), even if the Level 2 emergency is lifted. Listen to local media for Level 2 emergency notifications. Adult Education classes are separate from C-TEC high school closures. EMERGENCIES: FIRE: IF THE FIRE ALARM IS SOUNDED DURING YOUR CLASS: o Instructor will direct students to the nearest exits. o Turn off all lights and close all doors. o Get a safe distance from the building. o If you decided to leave for the evening, please let your instructor know. o Wait for all-clear to be sounded o Return to classroom and continue program. If you use a fire extinguisher, you must notify the administrative office so that it may be tagged to be refilled. TORNADO: IF A TORNADO ALERT IS SOUNDED DURING YOUR CLASS: o Instructor will direct students to the tornado safe areas in the building (restrooms and locker areas). o Instructor will direct students to get down on the floor. o Remain calm and take direction from the administrative staff. o If you decide to leave, please let your instructor know. o Wait for an all clear to be sounded before moving from safety areas PERSONAL INJURY: If there is any emergency when your class is in session the instructor must be notified at the time of the injury. The front office must be notified immediately. Dial 0 on any office phone to reach the operator or dial 9 to get an outside telephone line for a local call. The student is responsible for any/all expenses due to an injury that is incurred during any portion of the 7

class. BREAKS: A break area for food and beverage will be provided. Instructors determine break times, unless otherwise advised by the coordinator. FOOD AND BEVERAGE: Snack machines are provided in the break area. Adult Education Building: Students may take food/beverages back to their classroom if the break area is being used as a classroom. High School Building: Eating and drinking are only permitted in the break area. Please make certain that you do not take food or beverages to the classroom. SMOKING: C-TEC is a smoke-free environment. Adult students are permitted to smoke/chew ONLY at the loading dock out the cafeteria doors at the rear of the building. 8

FIREFIGHTER PROGRAMS Volunteer/Firefighter 1 Transition/Firefighter 1/Firefighter 2 Transition/Firefighter 1 & 2 Requirements to Become a Firefighter Successful completion of course. Turning in all assigned and completed documents including but not limited to IS 100 & IS 700, other homework, etc. Passing the exams with a 70% or better. Maintain and average class grade of 80% minimum. Passing the Practical Exam portions of the State of Ohio Passing the written State of Ohio Exam with a 70% score overall. COURSE CONTENT The (State Minimum) course is FFI 152 hours and FFII 104 hours Define and practice the role of the Firefighter in the Fire Service. Firefighting organizational and safety standards. Strategy and tactics of Firefighting and the equipment used Fire behavior in exterior and interior fires and the effects it has on structures. Personal Protection equipment that is used. Rescue operations. Salvage and overhaul of fire scenes along with basic fire investigation. How fire alarms are received and dispatched. Emergency vehicle operations including water supplies and pumps. Hazardous materials operations Fire inspection and prevention programs. Meet the standards and rules as established by the Ohio Division of Fire Board, any applicable rules adopted by the EMS Board in any section of the Ohio Revised Code and/or Ohio Administrative Code which apply to Firefighting. Firefighter programs utilize Fire Engineering s Handbook For Firefighter I & II COURSE COMPLETION You should receive your State test results immediately after testing. 9

REQUIREMENTS FOR STATE OF OHIO CERTIFICATION TESTING After satisfactorily completing the classroom/laboratory experience, you will be issued a C- TEC Public Safety (Course Specific) Program Certificate of Completion. The student will also qualify to take the State of Ohio Practical and written examination which is the State of Ohio certifying exam to practice as a in the State of Ohio. STATE OF OHIO PSYCOMOTOR SKILLS ASSESSMENT The practical exams are graded on a pass or fail system. You will need to pass the Practical exam before you can take the Written Exam. STATE OF OHIO COGNITIVE EXAMINATION You must have your C-TEC class fees completely paid before you will be allowed to take the State of Ohio Written Exam. You must score a 70% to pass your State of Ohio Written Exam. You may retest two times within a year of class completion. To retest you must do the following: Students can register for exams through C-TEC. Bring Picture I.D. to test 10

EMERGENCY MEDICAL SERVICE PROGRAMS Emergency Medical Responder/Emergency Medical Technician COURSE OBJECTIVES Define and practice the role of the EMT-B in the health care delivery system. Understand and apply anatomy and physiology in the assessment and therapy of critically ill or injured patients. Develop skills in rapid assessment, interpretation of data, and intervention with ill or injured patients. Perform technical skills competently including Basic Cardiac Life Support, Patient transport, and communication. Specific course objectives and skills are at the front of each chapter. Meet the standards and rules as established by the Ohio Division of EMS Board, any applicable rules adopted by the EMS Board in any section of the Ohio Revised Code and/or Ohio Administrative Code which apply to EMS. EMT classes utilize AAOS Emergency Care and Transportation of the Sick and Injured 10 th Edition. COURSE OUTLINE The (State Minimum) course is 150 hours encompassing: Pre-hospital assessment, care, and transportation of the ill or injured Adult and Pediatric patient Reading and interpreting the vital signs of a Medical and Trauma victim; Anatomy & Physiology as well as the Pathophysiology of the human body; Cardiopulmonary resuscitation; Pharmacology and subcutaneous auto-injection of epinephrine; Ten hours devoted to clinical internship; Emergency vehicle operator training; Written and practical testing throughout. COURSE COMPLETION You should receive your National Registry Practical results after testing. These results will be sent to the National Registry and then to the Ohio Department of Public Safety Division of EMS. Your preceptor must complete the Prehospital Internship/Clinical Training Form at the 11

end of each session. Please make sure all areas; including signatures, dates, clinical site (i.e. Hospital or EMS agency) name, and time in and time out are on each evaluation that has been completed. Prehospital internship/clinical experiences may not be documented until completion of the CPR/BLS and Patient Assessment modules of the program. Prehospital internship/clinical experiences must be completed and received by the C- TEC EMT Coordinator by the end of class. Requirements to Become an EMT-Basic Successful completion of an approved 150hr. (min.) EMT-B course. Turning in all assigned and completed documents including but not limited to NIMS 100 & 700, other homework, etc. Passing all quizzes, exams and assessments. Passing the Program Coordinators Mid-Term & Final Test with a 70% or better. Maintain and average course grade of 80% minimum. Successful completion of Pre-hospital internship/clinical experiences as previously outlined. Passing the Practical Exam portions of the National Registry Passing the written National Registry Exam with a 70% score overall. Once C-TEC has received your passing score from the National Registry, your application for a certificate to practice will be submitted to the Ohio Department of Public Safety Division of EMS for processing. Until you have received your EMT certification from the State of Ohio, Department of EMS, you cannot function as an EMT. REQUIREMENTS FOR NATIONAL REGISTRY TESTING After satisfactorily completing the classroom/laboratory experience, you will be issued a C- Tec EMT-Basic Program Certificate of Completion. The student will also qualify to take the National Registry EMT Practical and the National Registry written examination which is the State of Ohio certifying exam to practice as an EMT in the State of Ohio. NATIONAL REGISTRY PSYCOMOTOR SKILLS ASSESSMENT The practical exams are graded on a pass or fail system. NATIONAL REGISTRY COGNITIVE EXAMINATION You must have your C-TEC class fees completely paid before you will be allowed to take the National Registry Written Exam. 12

You may retest two times within a year of your practicals. To retest you must do the following: Pay $70.00 to the National Registry of Emergency Medical Technicians Students must register for exams through Pearson VUE to locate an approved testing site. Take Picture I.D. to test EMERGENCY MEDICAL SERVICES INFECTION CONTROL GUIDELINES The following universal guidelines regarding contact or potential contact with body fluids shall be adhered to by all EMT students, faculty, and staff in the classroom laboratory, hospital, and field experience be followed. CLASSROOM LABORATORY Any injury that occurs during lab practice must be immediately reported to the instructor. Necessary first aid will be administered, and the injured person must complete an accident report form and return it to the instructor. Individual face shields are provided for use with the mannequins, they should be used each practice session. Hands must be washed thoroughly before, during and after each class. Ear pieces of stethoscopes must be cleaned with alcohol swabs before and after use. UNIVERSAL PRECAUTIONS DURING CLINICAL EXPERIENCES Protective gloves are to be worn during any patient contact. Gloves must be changed and disposed of properly between each patient contact. Hands must be washed thoroughly immediately after removal of gloves as well as before and after any patient contact. Any other BSI equipment that is determined to be required by the clinical site staff will be provided to the C-TEC student. Incidents of actual/potential infectious contact or other injury incurred during clinical experience must be immediately reported to the clinical person in charge. The clinical person in charge will confer with the supervisor regarding the necessity of completing an incident report. The injured party must 13

complete a C-TEC Accident Report form and return it to a C-TEC instructor as soon as possible. GENERAL GUIDLINES FOR CONDUCT AT THE CLINICAL AREAS: All clinical time should be pre-scheduled to commence AFTER completing CPR/BLS certification and the Patient Assessment Module. You are expected to be at the clinical site at the assigned time. You are responsible for notifying the clinical site if you must cancel a scheduled time. The clinical person in charge must approve early arrival times or stay-over times. You will not leave the clinical areas early without receiving permission from the clinical person in charge. You must dress in appropriate clinical attire. You should also have a stethoscope, pen and wrist watch. You are expected to be courteous, neatly groomed, enthusiastic, helpful and professional at all times. Inappropriate actions may be cause for student dismissal from the clinical areas. You are responsible for taking your clinical attendance form to the selected clinical site each time you go and returning it to the Program Coordinator when completed. The clinical site administrator will assign a preceptor for your evaluation. Any unsatisfactory evaluation will be cause for a conference to be scheduled with C-TEC Public Safety Services Coordinator and EMS Education coordinator to evaluate the situation to determine if any additional disciplinary action(s) should be taken. Please be aware that the clinical affiliation sites will have other rules and regulations which you are to adhere to at all times. Please respect this situation and cooperate in every way possible. GUIDELINE FOR PATIENT/VICTIM CONTACT WITHIN THE CLINICAL SETTING PURPOSES: To recognize, observe, and/or participate in emergency care given in acute medical surgical, pediatric, OBGYN, and psychiatric crises. These situations include but are not limited to: cardiac/respiratory arrest, acute myocardial infarction, carodiogenic shock, hypovolemic shock, respiratory the multiple injured patient, pulmonary edema, diabetic coma/insulin shock, croup, and poisoning. Observe and/or participate in the care given in emergency situations and relate 14

this care to the pre-hospital treatment. You will be expected to participate in patient assessment and care procedures. You will perform selected procedures at the request of a physician, nurse, or other qualified hospital/ems personnel. IF YOU ARE REQUESTED TO PERFORM A PROCEDURE OUTSIDE YOUR SCOPE OF TRAINING, YOU MUST IMMEDIATELY INFORM THE PERSON REQUESTING SUCH A PROCEDURE THAT YOU ARE NOT QUALIFIED. YOU MUST, AT ALL TIMES, RESPECT THE PATIENT S RIGHT TO CONFIDENTIALITY. You should feel free to ask questions of the physician, nurse or other qualified personnel. However, such questions should be reserved for a time other than in the presence of the patient. During prehospital internship/clinical observation time you may be asked to assist or observe in the following skills: Airway management and oxygen therapy Oropharyngeal, Nasopharyngeal, Endotracheal, and Tracheal Suctioning Apical, carotid, femoral and pedal pulses History and physical examination-vital signs Triage OB management Psychiatric Management CPR Patient Assessment, including cardiovascular, respiratory, and neurological status Rendering of Basic Life Support measures given in an emergency situation. 15
