OUR INSTRUCTOR TEAM Robert J. Dikun has been a Police Officer in Point Pleasant Beach, New Jersey, for the last twentyseven (27) years. An Accredited Command Executive (ACE) by the New Jersey State Association of Chiefs of Police, Captain Dikun oversees and directs the operations of one hundred and thirty (130) full and part-time sworn and civilian personnel. He serves as the Director of Human Resources and Legal Adviser to the Chief of Police and fulfills the duties of the Chief of Police in his absence. Captain Dikun directly supervises and mentors personnel assigned to the Investigations and Professional Standards Unit which is tasked with the responsibility of conducting all criminal, administrative and internal affairs investigations. In 1982, Captain Dikun was admitted to the New Jersey Bar and the United States District Court for the District of New Jersey. He has served in numerous private and public positions throughout the course of his legal career including as a Municipal Prosecutor in a number of jurisdictions. Currently, Captain Dikun is a part-time sole practitioner where many of his efforts are devoted towards law enforcement training and liability consulting. He also has over thirty (30) years of hands-on experience addressing and solving complex legal and personnel issues involving state and federal employment laws and contracts of employment. Dr. William Toms retired from the New Jersey State Police in 2008 as the interim Deputy Superintendent of Investigations. During his tenure in the State Police, Dr. Toms served in leadership roles in a number of key commands while the organization was under federal monitoring by the United States Department of Justice. These commands included the Office of Professional Standards where he directed all internal investigations, inspections, and audit functions and Commandant of the State Police Academy in Sea Girt. Dr. Toms was also responsible for designing and implementing the organizational plan that led to CALEA International Accreditation of the NJSP. Dr. Toms served as the Interim President of Brookdale Community College from March 2011, through June 2012. Lt. Colonel Frank Rodgers (ret.) retired from the New Jersey State Police in 2007 as the Deputy Superintendent of Investigations (DSI). During his 25 year tenure he served in and later supervised the Internal Affairs Bureau. He culminated his career serving his last two years as the DSI where he oversaw a staff of in excess of 900 personnel and all investigations conducted by the Division. Rodgers currently leads a consulting business that is under contract with numerous law enforcement agencies in New Jersey and he regularly serves as an expert witness in the defense of law enforcement. 5
