Call to Order and Determination of Quorum Jeffrey Goad, Chairman: Jeffrey Goad, IBOG Chairman, called the meeting order at 8:07 a.m. A quorum was established. 2. Overview of the Maritime Academy Sherri Sowards, Program Specialist with the Maritime Academy: Sherri Sowards gave a brief overview and history of the Maritime Academy as well as talked about future needs of the Academy, including a swimming pool. Ms. Sowards offered to conduct a tour for Board members and guests following the conclusion of the Board meeting. 3. Consent Agenda Jeffrey Goad, Chairman: A motion was made by Matthew Deerfield and seconded by Ed Bays to approve the minutes submitted for the January 18, 2018 meeting. The motion was approved. 4. President s Report Dr. Keith J. Cotroneo, President: WV Invest Otherwise known as the free Community & Technical College tuition bill, the bill has been approved by the Senate but not yet by the House. The bill is for a last dollar program meaning the tuition would be free only after federal financial aid has first been applied. Dual Credit Update Work is proceeding and developing with the local area high schools. Mason County will soon be ready to offer dual credit courses.
Other: HB4298, the conceal and carry on campus bill, is of concern to all Community & Technical College Presidents. Collectively the Presidents have sent a letter to the legislature requesting that Institutional Boards of Governors be able to make decisions regarding this matter. Mountwest is currently working with Marshall University and Ohio University on articulation agreements in Geospatial Studies. Professor Rick Brown is updating the agreement with Marshall. Learn and Earn is a statewide initiative where the state pays a student s salary to work part-time while going to school part-time. HLC The College still has not received the final accreditation decision from the IAC but the decision should be forthcoming soon. 5. Future Board Agenda Items Jeffrey Goad, Chairman: Tony Martin will contact Dr. Casey Sacks Vice Chancellor for the WV Community & Technical College System requesting a presentation on recent legislation, the Community & Technical College System and related topics. IBOG Training to be held June 21, 2018, during the Board s retreat in Huntington, by Bruce Walker and Patricia Humphries on 2017 and 2018 personnel legislation. Derek Adkins, CFO, has been tasked with creating a business plan for the Vet Tech program. Once this plan is complete, an update on the Vet Tech Program will be provided to the Board. Update from the Mountwest Foundation on a more regular basis. Dr. Cotroneo stated the Foundation is currently raising funds for the Sue Richardson scholarship. Jeffrey Goad asked to see information relating to the study of an addition of a pool for the Maritime Academy, to be located at the Tri-State Fire Academy. 6. Announcements: IBOG Meeting, Thursday, March 15, 2018 beginning at 8:00 a.m. at Mountwest in Room G07A Commencement, Friday, May 11, 2018 at Christ Temple Church beginning at 7:00 p.m. United States Senator Joe Manchin is going to be the Commencement speaker. The Board s retreat is scheduled to be held the same time as the 2018 International Policy governance Association s annual conference. 7. Executive Session under the Authority of WV Code 6-9A-4 Relating to Property Acquisitions, Leases and/or Personnel Issues: A motion was made by Ed Bays, seconded by Tom Gibson and approved to go into Executive Session for the purpose of discussing personnel issues. Following discussion, Jeffrey Goad announced the Board came out of Executive Session. No action was taken. 8. Adjournment: There being no other agenda items, the meeting was adjourned at 9:27 a.m. Sherri Sowards then provided tours of the Maritime Academy for those who were available to attend.

MOUNTWEST COMMUNITY & TECHNICAL COLLEGE INSTITUTIONAL BOARD OF GOVERNORS MEETING OF MARCH 15, 2018 ITEM: RECOMMENDED RESOLUTION: STAFF MEMBER: Tuition and Fees, Special and Program Fees for Fiscal Year 2018-2019 Resolved, that the Institutional Board of Governors approve of Tuition and Fees, Special and Program Fees for the 2018-2019 Fiscal Year Dr. Keith J. Derek Adkins, CFO BACKGROUND: WV Code 18B-3C-10(a) provides that each governing board may fix tuition and establish and set such other fees to be charged students at its community and technical college as it considers appropriate, subject to the provisions of this subsection and article ten of this chapter. Proposed changes in tuition and fees, special and program fees for fiscal year 2019 are due to the West Virginia Council for Community and Technical College Education no later than April 2, 2018. WV Code 18B-10-1 requires the Council to approve tuition and fee increase recommendations approved by institutional governing boards in excess of five percent. Additionally, the code requires the Council to review all tuition and fees.
