Session 4: 10YFP National and Stakeholders Focal Points *Role of focal points *SCP Clearinghouse First Asia-Pacific Regional Meeting of the 10YFP, Charles Arden-Clarke, Bangkok, 7-8 Nov2013

National Focal Points Governments should be invited to designate sustainable consumption and production focal points for engagement with the 10-year framework of programmes, with a view to ensuring contact and coordination with the board and the secretariat. (A/CONF.216/5 - paragraph 4.d) 10YFP Secretariat has sent invitations to all countries to nominate their national focal point and alternate on SCP. To date, over 100 countries have nominated their national focal points. 2

Could take the following role: National Focal Points Support the vision, objectives and goals of the 10YFP. Share information on the 10YFP and enhance interministerial and multistakeholder coordination. Be the focal point for the 10YFP Board and Secretariat. Develop project and initiatives contributing to the 10YFP implementation (e.g. national roundtable, projects, research, etc). Exchange and disseminate relevant information on SCP through inter alia, the Global SCP Clearinghouse,. Submit/endorse funding proposals to the Trust Fund (only for developing countries and economies in transition) 3

Role of Stakeholder Focal Points Provide guidance, facilitate and coordinate the engagement of stakeholders/major groups in the 10YFP activities and implementation Support the vision, objectives and goals of the 10YFP; Act as an effective channel for communications on the 10YFP to their constituencies, and be the focal points for the 10YFP Secretariat and Board; Contribute to the 10YFP implementation, providing expertise and encouraging their networks and partnerships to participate in relevant areas of the 10YFP; Share information on the SCP activities carried out by the major group; Identify synergies and enhance cooperation with other 10YFP focal points and stakeholders; Comment on strategic and implementation documents on the 10YFP; Identify and propose emerging issues and/or additional programmes; Participate in teleconferences, webinars and relevant 10YFP meetings.

Stakeholder Focal Points Nomination Process Deadline was 30 September, extended to 30 October 2013. Nominations received: Farmers NGOs Workers &Trade Unions Women Youth and Children Consultations are still ongoing for: Business and Industry, Scientific and Technological community, indigenous people Local Authorities.

Sharing knowledge, building synergies and strengthening cooperation Share and find information and initiatives on SCP, with a worldwide SCP database, news and events; Build networks and identify partners with an interactive marketplace for SCP cooperation, working groups and forums; Strengthen capacities with the experts / resource persons directory, a dedicated E-library and other tools included in MySCP, the members personal space on the platform; The Global SCP Clearinghouse also serves as the information platform of the 10-Year Framework of Programmes on Sustainable Consumption and Production for more information visit www.unep.org/10yfp. 10

Some questions What are the key roles actions that National Focal Points and Stakeholders want to take to support the 10YFP implementation in Asia Pacific? How can NFP s strengthen cooperation with and enhance the regional and sub-regional platforms? How to make the best use of the Global SCP Clearinghouse, an information and knowledge platform? How could NFP support inter-ministerial and multistakeholder national dialogues to coordinate action on SCP/10YFP? How can we ensure high-level political support within countries?. 11
