On 28 January 2016, the South Australian Government announced the establishment of a Small Business Development Fund (SBDF), a $10 million initiative to assist small businesses in northern Adelaide to grow and create jobs. Introduction The SBDF has two components: Start Up Business Grant Program funding has been allocated over three years to 30 June 2019 to support the creation of new small businesses in northern Adelaide. Grants of up to $20,000 are available to people starting a new business or purchasing an existing business in northern Adelaide, on a competitive, 1:1 matched funding basis. Business Expansion Grant Program funding has been allocated over three years to 30 June 2019 to support business expansion and job creation in northern Adelaide. Grants between $10,000 and $100,000 are available to help fund business expansion that will create multiple direct ongoing jobs, on a competitive 1:1 matched funding basis. The SBDF will be delivered by the Department of State Development. Funding for this program commenced on 1 July 2016. The Department of State Development may reallocate some or all of the funding between the programs within the SBDF at its discretion, at any time during the program s operation. Program Objective The objective of the SBDF is to create jobs in northern Adelaide by helping to fund the growth plans of small businesses. DEPARTMENT OF STATE DEVELOPMENT P3

Small Business Development Fund Program guidelines Eligibility To be eligible to apply for assistance under all SBDF programs, an applicant must: Be a small business, defined as employing less than 20 full-time equivalent staff. This includes staff employed by the business, its owners, related entities and shareholders Have its trading premises and create new employment in the local government areas of City of Playford, City of Salisbury or City of Port Adelaide Enfield Be able to enter into a legally binding funding agreement with the South Australian Government Be willing to provide information and data, including financial information as required Commit to the required financial co-contribution. In addition, to be eligible for Business Expansion Grants, an applicant must also: Have been actively trading for more than 12 months Have an ABN and be registered for GST. P4 SMALL BUSINESS DEVELOPMENT FUND PROGRAM GUIDELINES

Start Up Business Grant Program Start Up Business Grants provide up to $20,000 to people starting a new business or purchasing an existing business. Applicants can receive the grant if they meet all of the following criteria: They have not operated a business in the past 12 months. Operated a business is defined as being a sole trader, in a partnership, or a company director or shareholder, with respect to a trading business that has an ABN (regardless of whether that business is still registered or trading) They can contribute 1:1 matching funds towards the start-up costs or purchase price They complete an approved business fundamentals training course. Details of approved courses are available on the Small Business Development Fund website They start or purchase a small business in northern Adelaide. A Start Up Grant will only cover eligible start up costs incurred on or after the closing date of the round in which the application is submitted.* Retrospective funding is not available. Applicants can only receive one grant of up to $20,000, even if more than one business is started or purchased. Applicants may be sole traders, partnerships, companies and trusts. Application assessment Applications to the Start Up Business Grant Program will be assessed on a competitive basis relative to the merit of other applications received against the program merit criteria. The SBDF Assessment Panel will assess applications against the eligibility and merit criteria. Applicants should note that irrespective of eligibility and merit, there is no guarantee that an offer of funding will be made. Merit criteria Applications for a Start Up Business Grant will be assessed against the following criteria: The practicality and achievability of the business proposal/plan The capacity and capability, including management capability, of the applicant. * For applicants who are re-applying, the closing date for the first application to the fund will be valid for up to two subsequent assessment rounds when determining eligible start up costs. Payments To receive grant funds, a successful applicant must enter into a written funding agreement with the South Australian Government. The offer of a grant lapses if a funding agreement has not been entered into within 60 days of the applicant being offered a grant by the Department of State Development. Successful applicants will be required to provide: Evidence that the business fundamentals course has been completed Evidence of matched funding Evidence of business start up or purchase costs A valid tax invoice (if registered for GST). Successful applicants will be required to provide evidence, for audit purposes that the new business venture was started or purchased, 12 months from the date of execution of the funding agreement. Funding will need to be repaid to the Department of State Development if the new business venture did not start or was not purchased. All grant payments will be made subject to the availability of funding. Reporting Recipients will be required to provide a final report, due 12 months from the date the agreement is executed, that must include, but is not limited to: Evidence of business creation or purchase Details any job creation activity Provision of a grant acquittal in relation to eligible expenditure. Applicants will be required to submit an online application, which can be found on the Department of State Development website www.statedevelopment.sa.gov.au P6 SMALL BUSINESS DEVELOPMENT FUND PROGRAM GUIDELINES

Business Expansion Grant Program Business Expansion Grants provide between $10,000 and $100,000 to help small businesses fund activity that will create multiple jobs in northern Adelaide. This a competitive program that is awarded based on the merit of applications. Small business applicants will be required to contribute matching funds on a 1:1 basis. A Business Expansion Grant will only cover expenditure incurred on or after the closing date of the round in which the application is submitted.* Retrospective funding is not available. Eligible purposes Eligible purposes include any expenditure that will result in the creation of new direct jobs within 12 months of the execution of the funding agreement. This may include, but is not limited to: Purchasing capital equipment required for growth Introducing new products or services Business expansion. Exclusions Costs of routine business activities, such as (but not limited to): - Routine or seasonal marketing costs - Routine accounting costs, including the costs of audit certificates - Routine rental costs and expenses - Routine utility costs - Routine training costs - Travel expenses not directly related to the purpose Working capital (eg stock, debtors, cashflow) Payment of wages/salaries. Amounts The minimum grant payable under the program is $10,000. The maximum grant payable under the program is $100,000. The program will contribute up to 50 per cent towards the eligible expenditure. For each dollar of grant funds provided, the applicant needs to contribute one dollar. * For applicants who are re-applying, the closing date for the first application to the fund will be valid for up to two subsequent assessment rounds when determining eligible expenditure. Application assessment Applications to the Business Expansion Grant Program will be assessed on a competitive basis relative to the merit of other applications received against the program merit criteria. The SBDF assessment panel will assess applications against the eligibility and merit criteria. Applicants should note that irrespective of eligibility and merit, there is no guarantee that an offer of funding will be made. Merit criteria Applications for a Business Expansion Grant will be assessed against the following criteria: Direct job creation in northern Adelaide, based on the amount of grant funding required per job created The capacity and capability, including management capability of the applicant to successfully create the new jobs. The assessment panel may take into account other aspects of the proposal it regards as relevant when assessing applications. Reporting The funding agreement will include a requirement to provide a final report, due 12 months from the date the agreement is executed, that must include, but is not limited to: Evidence of job creation outcomes Details of the expenditure incurred in relation to the job creation activity Provision of a grant acquittal in relation to eligible expenditure. Payments To receive grant funds, a successful applicant must enter into a written funding agreement with the South Australian Government. The offer of a grant lapses if a funding agreement has not been entered into within 60 days of the applicant being offered a grant by the Department of State Development. Payment of grant funds will be made in accordance with agreed payment milestones as set out in the funding agreement. Final payment, representing 10 per cent of the grant amount approved, will be made within 30 days of provision of a tax invoice and acceptance of the final report. Funding will need to be repaid to the Department of State Development if it has not been expended on the job creation activity. All grant payments will be made subject to the availability of funding. Duration A grant is to relate to expenditure incurred over a maximum of 12 months from the date of execution of the funding agreement. Total number of grants Each successful applicant is limited to receive one grant from the Business Expansion Grant Program. Applicants will be required to submit an online application, which can be found on the Department of State Development website www.statedevelopment.sa.gov.au Taxation Grant amounts may be subject to GST. Grant amounts referred to in the program guidelines, application form and funding agreements are GST exclusive. Receipt of grant funding from the SBDF may have taxation implications. Applicants should seek independent taxation advice regarding the potential taxation implications of receiving an SBDF grant. DEPARTMENT OF STATE DEVELOPMENT P9

Applying for assistance Applications for all SBDF programs are to be completed and submitted online through the Department of State Development website. Applications will be accepted on a continuous basis. Applications for the Start Up Grant and Business Expansion Grant programs will be assessed every 6 to 8 weeks. Applications need to be submitted at least two weeks prior to a given assessment date to be considered. Closing dates and assessment dates for upcoming rounds are available on the Department of State Development website. Applications received after the closing date will automatically be considered in the following round, and do not need to be resubmitted. Applicants will be advised in writing whether their application was successful. No further correspondence will be entered into. Final decisions on funding rest with the Minister for Small Business. Glossary of terms Employee is defined as someone works in your business, is part of your business and is directly employed by your business. Contractors and employment agency workers are not considered to be employees for the purposes of this program. An exception applies to apprentices employed by a Group Training Organisation that are hosted, under a written agreement, in an eligible small business. Full-time equivalent (FTE) employment is defined as 37.5 hours per week. This may represent one full-time employee, or multiple part-time employees. For example, one (1) FTE could be two (2) employees each working 18.75 hours per week, or any other combination of part-time employees with work hours equating to 37.5 hours per week. New job is defined as where the number of full-time equivalent (FTE) employees increases by at least one (1). Northern Adelaide is defined as the local government areas of City of Playford, City of Salisbury and City of Port Adelaide Enfield.
