INTRODUCTION The Colorado Health Institute (CHI) serves as an independent, nonpartisan source of health information and policy analysis. One of its current data clearinghouse efforts is the Health Workforce Database Project funded by The Colorado Trust. This project is one component of the Trust s Health Professions Initiative. The CHI health workforce project will include 11 distinct health professions that will individually comprise a profession-specific database and jointly inform a set of primary care health professions workforce indicators for Colorado. These indicators will provide information on changes in the supply and deployment of Colorado s primary health care workforce over time. The project s goal is to inform policymakers and the philanthropic community about workforce issues related to the supply, retention and demand for health professionals in Colorado communities. The database project is a cooperative endeavor between CHI and representatives of the nursing, physician, dentistry, pharmacy, mental health and allied health professional communities. 2005 COLORADO REGISTERED NURSE WORKFORCE SURVEY Methods As of 2005, approximately 52,000 individuals held a registered nurse (RN) license to practice in Colorado. Because a Colorado RN license must be renewed every two years, and the population of licensees is substantial, only half of active licensees are subject to licensure renewal in any two-year period. In August 2005, questionnaires were included with the licensing renewal materials mailed to RNs whose Colorado licenses were up for renewal. Approximately 24,000 RNs renewed their licenses in Fall 2005. Materials were sent to the contact address in each licensee s licensure file, either a home or a practice location. In 2005, roughly 15 percent of Colorado s licensed RNs had a contact address outside of Colorado. CHI received survey responses from 12,559 RNs, or 52 percent of those who renewed their licenses. Information from the survey questionnaires submitted to CHI on paper was entered manually using Microsoft Access (N=10,793). In addition, 1,766 survey forms were electronically submitted to CHI through KeySurvey, an online survey tool accessed through the vendor s Web site. For questionnaires entered manually, CHI randomly selected 540 (5%) for data entry reliability analysis. The reliability of data entry was 99 percent or better across all survey variables examined. Data verification and cleaning were conducted with a series of quality checks to ensure data completeness and adherence to formatting protocols. Survey limitations The degree to which findings of the survey sample can be generalized to the total Colorado RN population is not known because of the following limitations: The survey sample was not randomly drawn from the RN population; rather, the sample was the half of RNs who renewed their licenses in 200; The response rate was 52 percent; Non-responders could not be tracked on any dimension to check for responder bias; therefore, The data could not be weighted to account for non-responder bias. For these reasons, it is not possible to generalize the 2005 survey findings to Colorado s entire RN population. In sum, survey responders may portray findings that are not representative of the RN population as a whole. Colorado Health Institute Page 1 12/23/06

To minimize this potential bias in the future, the 2007 RN survey will be mailed to a stratified random sample of the entire RN population. By purposively sampling the RNs surveyed, CHI anticipates a more robust response rate as a targeted sample will be easier to monitor for follow up. Additionally, a purposeful stratified randomized sample will allow CHI staff to make adjustments for non-response bias. PUBLIC USE FILE This codebook documents the variables contained in the public use file from the 2005 CHI Colorado Registered Nurse Workforce Survey. The data file contains 105 variables and 12,559 records -- one record per respondent, including those who worked or resided outside Colorado at the time the survey questionnaire was administered. CHI Health Workforce public use data files are available for research, analysis and aggregate statistical reporting only. Because responder confidentiality was ensured by CHI, data analysis should not be conducted with the express purpose of identifying individual survey respondents, either directly or by inference. Users of the CHI Health Workforce Public Use File should cite the data in the following way for any public release of the data or its subsequent analysis: Source: The 2005 RN health workforce survey data were supplied by the Colorado Health Institute, which specifically disclaims responsibility for any analyses, interpretations or conclusions it has not provided. Technical information The public use file is released as an ASCII file with related SAS programming statements. The following documentation specifies variable names and descriptions, variable length and ordering in the PUF and technical notes specific to each variable. Codebook structure The survey questionnaire is shown on pp. 4-5. The questionnaire was organized into four sections: Section A: Education Section B: Certification/Licensing Section C: Employment Section D: General Information The codebook lists variable LABELS in the order the corresponding question appeared on the questionnaire, including a variable name description and the start and end column position in the data file. The last set of variables described was derived from existing ones to assure confidentiality of information that could be used to identify individual respondents. Confidentiality assurances To maintain respondent confidentiality, certain data elements were grouped into a categorical response: Question A1: Year completed basic nursing training Question D1: Gross annual income for all nursing employment for calendar year 2004 Question D5: Ethnicity/race Question D7: Year of birth Derived Variable (YRS_GRAD): Age at completion of basic nurse training Derived Variable (GRAD_AGE): Years since completing basic nurse training Derived Variable (AGE): Age in 2005 Due to small numbers, data elements at the city and ZIP-code level were grouped into rural/urban classification codes: Question C2: State licensed and working in August 2003 Questions C5: State of current principal nursing position in August 2005 Question D8: Home state Variable notes B2_1, B2_2, and B2_3 - Respondents could indicate state and license/certification information for three separate states. Derived Variable Urban/rural classification (RUCA2_TWOYRS, RUCA2_PRIMARY, RUCA2_HOME). Rural-Urban Commuting Area (RUCA) codes were used to classify rural and urban areas. RUCA codes are a sub-county measure of urban/rural status based on 2000 Census data and 2004 ZIP code areas. They are more specific than larger county-based definitions in order to more accurately classify intra-county areas as rural or urban.
