LOCAL EDUCATION AGENCY (LEA) INFORMATION: This solicitation is for the purpose of entering into a contract for the operation of student bus transportation service between the school/district therein after referred to as B Banneker Charter and the Bus Transportation Company. Each bidder must submit a complete response to this solicitation using the forms provided. No other documents submitted with the Request for Proposal (RFP)/contract will affect the contract provisions, and there may be no modifications to the RFP/contract language. 1. Interested bidders must meet to review the specifications and to clarify questions with school officials on Tuesday, July 28, 3:00pm at Benjamin Banneker Charter, 6401 Rockhill Rd, Kansas City, MO 64131. (attendance is required) 2. Sealed proposals are to be submitted to: Benjamin Banneker Charter Academy of Technology Atten: Kyra Storms 6401 Rockhill Road, Kansas City, MO 64131 3. Public opening will be on Thursday, July 30, 1:00pm at B Banneker Charter, 6401 Rockhill Road, Kansas City, MO 64131. Proposals will NOT be accepted after this time. The proposal is to be submitted in a sealed envelope marked: Bus Transportation Proposal, Atten: Kyra Storms. 4. This contract shall become effective Tuesday, September 8, 2015 and will terminate on July 31, 2016 unless otherwise renewed. The effective date may not occur prior to the date on which the contract is signed. 5. The Bus Transportation Company shall provide service in such a manner to ensure compliance with the rules and regulations of the Missouri Department of Elementary and Secondary Education (DESE) regarding student transportation. 6. The Bus Transportation Company shall provide all actual odometer mileage data monthly to ensure compliance with the rules and regulations of the Missouri Department of Elementary and Secondary Education (DESE) regarding mileage reporting. 7. Following are school transportation types required by Benjamin Banneker Charter: Regular School Term Saturday School Summer Term (required) Chartered Field Trips 8. A copy of the current 2015-16 Benjamin Banneker Charter calendar showing the school year September 8, 2015 thru July 29, 2016 will be provided. Regular school hours are 9:25am to 4:25pm daily. There may be early dismissal for certain days and at times of inclement weather or unexpected emergencies. When late 2
start, cancellations or early dismissal are required, telephone contact will be made to the Bus Transportation Company and reported on local television news when applicable. 9. The third Friday of each month is scheduled for half days. Hours are 9:25am to 1:25pm. (Please refer to school calendar). 10. Benjamin Banneker Charter is a single-campus, public, Pre-K through 8th grade charter school with approximately 360 students. We serve students who reside within the boundaries of the Kansas City, Missouri public school district. The contract charge for service is to include coordination of services necessary to accommodate our student riders. 11. Bus Transportation Company is expected to adhere to normal requirements for their company, drivers and or monitors, with respect to licensing, background checks/fingerprinting and applicable insurance and/or bonding. 12. For each day s start and stop times, buses are required to arrive and depart on time. Example, morning arrival, all buses are to be here by 9:25am (early arrival buses are required to wait until 9:25am to release students from the bus); evening pickup will hold for dismissal of all students beginning at dismissal start time. 13. Electronic copies of route schedules are required by route and alphabetically by student. Inclement weather alternate routes are also required. Evaluation and Award Process After determining that a bid satisfies the mandatory requirements stated in the RFP, Benjamin Banneker Charter shall use both objective analysis and subjective judgment in conducting a comparative assessment of the bid. The following method will be used to evaluate the bids. Bid Selection Evaluation Method Price/Cost 50% Experience, Reliability and References 25% Method of Performance 25% While price alone is not the sole basis for award, price remains the primary consideration when awarding a contract under this competitive proposal method. In addition, after the initial screening process and review of references, a question and answer interview may be conducted with the Bus Transportation Company. An oral presentation of the proposal as submitted with no modifications made to the RFP/contract language may be requested. Benjamin Banneker Charter its, officers employees, board members, or agents shall neither solicit nor accept gratuities, favors, nor anything of monetary value from contractors nor potential contractors. To the extent permissible under state law, rules or regulations, such standards shall be provided for appropriate penalties, sanctions, or other disciplinary actions to be applied for violations of such standards. Duration and Termination The contract duration shall be for no longer than one year; and options for the yearly renewal of the contract may not exceed four (4) years. Either party may cancel contract for cause with a 90-day advance written notification. 4
RFP/Contract Additional Provisions by B Banneker Charter Additional requests made by B Banneker Charter are to be included on this page and are approved by authorized representatives of Benjamin Banneker Charter Academy of Technology Fixed required pricing to be included in this RFP: per dedicated route per shared route sweep bus monitors charters All Pre-K and Kindergarten students are to be assigned door stops. All Pre-K students are to be provided seat safety restraints. No less than three (3) written references are required to be turned in by the Bus Transportation Company along with their written response to the RFP. Please include a company organizational chart with RFP response. Video cameras are required for each bus and a copy of said videos provided upon request as needed. Monthly meetings are required with drivers, B Banneker Charter representatives and parents to discuss concerns and/or issues. 5
