An appraisal of the project's feasibility and loan terms is followed by negotiations, Board review, and signing. The loan only becomes effective after it has been ratified by the government. Procurement Information Under World Bank-financed projects, procurement is managed by the government. The government unit responsible is called the 'Project Implementing Agency.'
