About the service Barra Day Centre is registered to provide a support service to a maximum of 16 adults with learning disabilities, physical impairment and mental health problems. The day service is provided by Comhairle Nan Eilean Siar each weekday. The care at home service operates on a seven day basis. On two weekdays the service operates in part of the Adult Learning Centre in Barra, a building owned by Lews Castle College and the rest of the week actvities are based at Northbay Community Garden. A number of buildings at the garden centre have also been well adapted and refurbished for the comfort and benefit of the people using the garden centre site, and some of the poly tunnels have also been adapted to ensure their comfort and safety, especially in winter months when the weather is inclement. What people told us The people who use the service were very positive about their experiences and the questionnaires returned to us also included very positive feedback. Comments included: "I like doing my own thing when I come here and the company is very important." "I get on well with the staff and other people who come here." "There is good atmosphere. I feel safe and able to make friends." "I like being part of the community garden." "I love coming- it's a good place and the staff are very nice." "There is lots to do and I enjoy coming." Self assessment From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership not assessed 5 - Very Good not assessed What the service does well Barra Day Centre provided a valued service to people who have a range of support needs on the island. The way people were supported to be involved in planning their own support is excellent and there is an active inclusive ethos throughout the service. To help individuals be involved, the service held regular reviews and issued satisfaction questionnaires. page 2 of 5
Each person had a clear and well managed support plan which was regularly reviewed and health needs were carefully monitored and documented. People are able to be fully involved in community activities and their gifts and strengths are promoted and developed. The people using the service have been supported consistently to understand their rights and what they can expect from a high quality service. Their sense of identity is nurtured and they are supported to express their needs, wishes and choices informally and at reviews. Staff are strongly committed to the people they support and consistently go the extra mile to meet each person's needs. The service responds creatively and flexibly to individual needs. The local senior carer is completing a leadership and management award and all staff are able to participate in the local authority training programmes. There is a multidisciplinary approach to providing services and there was strong evidence of excellent team work with social work and health professionals. What the service could do better Some aspects of the the staffing structure could be improved to provide stability and consistency and this has been discussed with the manager and the local senior at feedback. A recommendation made about this at the last inspection is ongoing. The self assessment clearly identified areas for improvement under each quality statement which demonstrated a proactive approach to continual improvement. A local more flexible approach to shared staff training on Barra would promote a more effective focus on the developmental needs of staff.
