The designation of an agency means a commitment and formal recognition of its ability to provide French language services. Where to begin when thinking of implementing French-language health services in your organization? The Réseau s Designation Guide is an excellent starting point. Obtaining designation under the French Language Services Act (FLSA) is an important process to structure the implementation of quality French-language health services within your agency. Indeed, the designation process is arguably one of Ontario s most tangible means to ensure access to and continuous improvement of services offered in French to our communities. Designation in itself is a formal recognition of your health agency s ability to provide French-language services, as well as a commitment to your francophone patients and clients. This Guide will be helpful to you whether your organization is identified, partially designated or fully designated, as it embarks in the designation process and review. For the better part of the last 15 years, the Réseau has been guiding and advising health service providers engaged in the designation process in Eastern Ontario. In accordance with our mandate as French Language Health Planning Entity since 2010, we have been playing an even more active role supporting organizations efforts and making recommendations of designation to the Champlain and South East LHINs. This has led to the Designation Guide, to answer questions about designation under the FLSA and to improve understanding of this important process. Here you will find useful background information and tools to initiate or pursue the improvement of Frenchlanguage health services. To further support your efforts, we encourage you to involve a Réseau planning officer at the onset of your initiative to help throughout the process. We welcome your feedback on the Guide and its tools, as we want to hear how they can be improved. In the upcoming months, let s also seize the opportunity to pursue dialogue on improving the designation process, as part of our ongoing commitment to the quality of French-language healthcare services in Ontario. The Guide has tapped into the Réseau s planning team collective knowledge and resources. The Réseau makes a presentation on designation to healthcare service provider (HSP) management. The Réseau planning officer helps interested HSPs to develop a designation plan. The HSP's Board of Directors approves the designation plan and adopts a motion requesting designation under the FLSA. The designation plan is submitted to the Réseau's designation committee, which analyses it and makes recommendations to the Réseau's Board of Directors. Based on a Réseau Board of Directors recommendation that an HSP be designated, the LHIN Board of Directors recommends or not designation to the MOHLTC. The joint Réseau-LHIN recommendation is forwarded to the MOHLTC's French Language Services Office, which evaluates compliance to criteria, makes its recommendation to the assistant deputy minister, and prepares the application for designation for the Office of Francophone Affairs. The Office of Francophone Affairs analyses the application and presents its recommendation to the Cabinet Office. The Cabinet issues an Order-in- Council on the official designation of the agency, enabling to amend the regulation. Services Act French Language 14
