Dear Fellow Engineers, CEAINEWSLETTER OCTOBER-NOVEMBER 2014 CEAI's seminar on Role of Consulting Engineers, Contractors, Developers and Authorities in Infrastructure Development was graced by Shri Nitin Gadkari, Hon'ble Minister for Road Transport Highways and Shipping. In his address Shri Gadkari inter alia talked of the responsibilities and accountabilities of the various stakeholders in a project. That is a matter we have oft mentioned in these columns; that each and every stakeholder must approach the project in the correct perspective and with the right attitude so that each is a part and parcel of it, feeling, seeing, hearing and taking part in the event and not merely surveying it from the outside. The Hon'ble Minister also touched on the issues of ethics vis-à-vis the stakeholders. He added that the consulting engineers ought to give their recommendation based on technical grounds and not just because the client desired or directed it to be so. Sooner or later it bodes ill for both and their integrity is then questionable. The Hon'ble Minister was also appraised particularly regarding the service tax - point of taxation issue and need for legislation for engineers. The Hon'ble Minister was kind enough to lend his support to them. The Council of Architecture has again been in the news for its high-handedness and overstepping of the mandate granted to it by the Architects Act 1972 -refer the Hindustan Times of 26th November 2014. Hon'ble Justice Dipankar Datta, Kolkata High Court in his judgment given on 10 November 2014 states that "A word or two about the misadventure of the COA has to be said before I part. However, pious and laudable the intention of the COA in maintaining basic standards of architectural education might be, it ought to realize that in the guise of larger public interest it cannot bypass or overlook the statue by which it was created." CEAI and the other associations of engineers are continuing to follow and support the just cause of the engineers in the Writ Petitions, Review Petitions, etc that the COA are initiating to create a monopoly of sorts for the architects. CEAI ANNUAL SEMINAR ROLE OF CONSULTING, CONTRACTORS, DEVELOPERS AND AUTHORITIES IN INFRASTRUCTURE DEVELOPMENT CEAI successfully organized its Annual Seminar on the Role of Consulting Engineers, Contractors, Developers and Authorities in Infrastructure Development on 28 th and 29 th November 2014 at India International Centre, New Delhi. The Seminar was inaugurated by Shri Nitin Gadkari, Hon ble Minister for Road Transport Highways and Shipping on 28 th November 2014. The Seminar had a Plenary Session and seven Technical Sessions. A large number of experts on Highways, Airports, Power, Real Estate & Buildings, Railways, Ports and Finance shared their experiences with the participants. A Valedictory Session was held at the end of the Seminar on 29 th November 2014 wherein Shri Vijay Chhibber, Secretary, Ministry of Road Transport & Highways was the Chief Guest.
