Roadmap & Public Policy meeting October 27-28 Progress of GABC : report by GABC Coordinator Frédéric Auclair

Key progresses in 2016 members today = 23 country members (1.3 billions inhabitants) + 64 non-state organizations New members: Country members: Mongolia, Argentina, Russia. Ongoing: India, Indonesia, Iran Non-state organizations: HQE, FIDIC, Renovate Europe, OID, IFC, Velux, Broad Group (China). Ongoing: World Bank. process to become a GABC member: signing the Engagement Form: Common Declaration, building issues, expectations and potential contribution to the GABC. Which 2017 strategy for membership? (process, targets)

Communication & Outreach 1) GABC internal meetings - GABC WGs call conferences (June + September) - Events organized by the GABC : Bonn, Nairobi, Nantes 2) Participation to other events : Climate week (London), MEDCOP22 (Tanger), Green Week (Singapore), Swisscontact Sustainable Buildings Seminars (Lima), Build open (Madrid), Habitat III (Surabaya and Quito) Need to stabilize a communication kit for all GABC members Key lessons : need to stress progressively GABC position for climate issues

Decisions taken in 2016 Establishment of 5 WG (Communication and Awareness, Public Policy, Market Transformation, Finance, Measurements and Accountability) + 2 Task Forces : Global Roadmap and Global Status Report Results : Global Roadmap - Financing : in kind - Outcomes : presentation of the GRM at COP22 if validation. - Next step : present the GRM to building professionals + work on the indicators within WG on Measurements

Results : Global Status Report : - Financing : UN Environnement 40 000 euros to DTU + France 35 000 euros (voluntary contribution) to IEA launched in Sept. - Outcomes : first draft GSR based only on avaliable datas for COP22 + technical paper for collecting data (beginning 2017) Next steps 2017 : implementation of the recomendations, partnership with data providers + production of the first GSR ==> organization of its official launch (G20 China, June?) Development of GABC e-platform - Financing : France 25 000 euros to USTS (web agency) - Outcomes : first limited version 31 Oct. + full version for November (public website) + with collaborative space for January - URGENT need for the members to provide the content Next steps : each member integrates one page on worldwide building transition and link with GABC in their website

Results : WG Awareness and Communication: Outcomes : Next step : extention of Construction 21 building awards + development of training programmes + MOOC + 15 000 euros from UN Environment for IISBE survey with relay of GABC members WG Public policy : Outcomes : - regional roundtable in Singapore next one : Hong-Kong (5-7 Juin 2017) - training seminars in Senegal and La Réunion (ADEME and its partners) Next Step - March 2017 : roundtable in Rabat on local construction

Results : WG 3 Market Transformation : Outcomes : - non-paper on modern and affordable earth construction (in French) - WBCSD EEB2 (IKI financing?) Next steps : - raise action on water heating (EE or RE)? - publication of WBCSD building LCA - passport WG 4 Finance and data analysis : Outcomes : - Publication of UNEPFI report on EE financing in real estate - FFEM s decision to finance under PEEB under the condition of a cofinancer Next steps : - Find a cofinancer for the PEEB - Support the IPEEC proposal for financing upstream EE needs - G20 pledge for EE financing in buildings WG 5 Measurements and accountability : Outcomes : Next steps : - develop with ULI-OID a worldwide partnership between real estate EE observatories - Task Force on common risk evaluation of energy performance

General remarks: Need to work together to have better coherence All the members should directly communicate to the Coordinator their working programme for 2017 Governance : Foster the engagement of the private sector UN Environment s core budget contribution to GABC? In kind or volontary contributions of GABC members for a specific action of the Alliance + 600 000 euros per year (one plenary session, 2 workshops etc.) Every year GABC coordinator has to present the annual assessment on climate and buildings adopted by a representative of each sector of the GABC
