Changes to TDEM New State Hazard Mitigation : Frank Cantu TDEM/Mitigation administers two all hazard grants: Pre- Disaster Mitigation (PDM) annual allocation Hazard Mitigation Grant Program (HMGP) following a federal disaster declaration Reorganization and expanded staff to provide a higher level of technical assistance, guidance, and project support

Project: replace a structure consisting of 11 corrugated metal pipes (24 36 inch) with three 6 x 10 ft box culverts. This crossing provides the only access to Highland Haven, Nobles Subdivision, and Camp Champion. The Speed dial is a reference to an important new goal at TDEM: NO MORE Notice of Interest (NOI) You may now submit project/ applications at any time for review and technical assistance. Pre-reviewed projects may receive additional points during the scoring process

Primary Application Issues: Procurement many improper/ineligible procurement activities Pre - Award Costs costs between disaster declaration/announcement and award

NEW HMA Guidance: GENERATORS: HMGP the purchase and installation of stand alone generators are eligible under regular funding if they protect critical facilities police, fire stations, hospitals, water and sewer treatment facilities.

PLANNING GRANTS: A planning grant may now be eligible for planning related activities supporting a FEMA approved mitigation plan adopted by the jurisdiction in accordance with 44 CFR 201 and 206.

MINIMUM ELIGIBILITY CRITERIA: project applications must now meet the minimum eligibility requirements in the HMA guidance. Cost narrative local and national cost estimating guides Feasibility and effectiveness documentation - accepted codes and standards

RFI DEADLINES = TEAMWORK: HMA guidance will now apply timelines to the RFI process: We will be monitoring RFI deadlines more closely and providing additional support. The granting of RFI extensions will be difficult to acquire.

APPROVED PROJECT CHANGES: Line item budget changes 10% SOW modifications more or less Reimbursements - timely
