JOB SUMMARY: The pst hlder will lead and ensure cmprehensive mechanisms are in place t manage and measure the gvernance f East Cheshire NHS Trust in rder t achieve best practice and cntinued imprvement against the natinal standards. The pst hlder will prvide specialist advice acrss the rganisatin in relatin t cntrls and assurances fr a range f functins at all levels f the rganisatin t supprt the effective management f clinical and nn clinical risk and gvernance. The pst hlder will have lead respnsibility fr systems and prcesses t enable East Cheshire NHS Trust mnitr, imprve and learn frm feedback f patient experiences via cmplaints, patient advice and liaisn service cntacts, incidents and claims. The pst hlder will lead n the gvernance arrangements fr infrmatin gvernance, serius incident management and identify and mnitr quality standards which can demnstrate learning and imprvement. The pst hlder will manage a range f cmplex strategic relatinships within health and scial care agencies and ther stakehlder grups. DUTIES AND RESPONSIBILITIES: Leadership Lead the rganisatin thrugh change t demnstrate an pen culture which supprts wrking practices that ensure prbity, gvernance assurance imprvements and patient safety are central cmpnents f the activities f East Cheshire NHS Trust which will supprt the Trust t achieve Fundatin status. T lead the develpment f systems t ensure rbust clinical effectiveness arrangements are in place within East Cheshire NHS Trust. Prvide leadership t enable assurance f an integrated apprach t gvernance and prepare East Cheshire NHS Trust fr reviews and accreditatin visits by external bdies such as the Care Quality Cmmissin, Natinal Health Service Litigatin Authrity and the Health and Safety Executive. Lead the Care Quality Cmmissin Registratin prcess and ensure East Cheshire NHS Trust has a rbust system fr evidence t supprt cntinued registratin, wrking clsely with Assciate Directrs t ensure any lapses are escalated apprpriately. Lead the develpment f the Gvernance Cmmittee Structure and standards fr Cmmittees t demnstrate a rbust audit trail f evidence required t prvide assurance t the Bard against bjectives.
T take a practive leadership rle in challenging existing practices, prmting service redesign and recnfiguratin in line with natinal plicy guidance and best practice. T prvide leadership, training and highly specialised advice t clinicians and managers in relatin t clinical and nn clinical risk management, crprate gvernance and infrmatin gvernance, develping a culture f cntinuus quality imprvement and generating high levels f staff engagement. T deputise fr the Directr f Crprate Affairs & Gvernance. Managerial T line manage the fllwing staff: Head f Integrated Gvernance Clinical Effectiveness and Library Manager Health Safety and Risk Manager Clinical Risk Manager Emergency Preparedness and Business Cntinuity Manager Legal Services Manager Custmer Care Manager Respnsible fr persnal develpment reviews, facilitating learning identified within the persnal develpment plans and mnitring and managing perfrmance f the Teams. Respnsible fr the Teams develpment and redesign in line with crprate bjectives and the bjectives and the recruitment and selectin f new staff. Manage the fllwing budgets: Team Budgets Directrate nn payment budget, including cst imprvement plans. Having respnsibility fr apprving requisitins, authrising payment f invices and accuntability fr expenditure against the budget in line with standing financial instructins. This includes identifying departmental develpment needs and prducing financial business cases. T prduce strategic plans fr risk management and gvernance and manage and mnitr implementatin and review as apprpriate. T ensure that a central system is in place t cllate risk registers acrss East Cheshire NHS Trust which link t the Bard Assurance Framewrk and Crprate Risk Register. T supprt the management and develpment f the Bard Assurance Framewrk and assciated actin plans. Wrk clsely with Assciate Directrs within Business Grups t ensure risks are escalated in accrdance with the risk management and gvernance strategic plan. Administrative Duties
Respnsible fr writing and electrnically prducing detailed reprts and spreadsheets fr a range f frmal Cmmittees and Bard Sub-Cmmittees. This includes prcessing, analysing and cllating cmplex and sensitive infrmatin prvided by ther Directrates/Business Grups and external rganisatins.
