Operational Planning Synchronize the EPA and the incident commander's (IC) information objectives. Establish the EPA role in the incident response plan. Assess mission, determine safest way to achieve mission

Organize Assets and Brief Personnel Establish an initialentry team. Establish a backup team. Brief all personnel on the required tasks to accomplish during the entry.. Establish a decontamination team.

Safety Planning and Medical Screening Develop site-specific HASP.

Equipment Calibration and Operational Checks Inspect the personal protective equipment (PPE) for signs of cracks, rips, tears or other defects. Conduct detection equipment function checks per SOGs. Conduct sampling and documentation equipment function checks. Conduct communications checks between entry team, backup team, OSC and decontamination team.

Organize Assets and Brief Personnel (Cont) Communicate situation, assess mission, review objectives, control measures, access restrictions, and turn-back criteria

Perimeter Monitoring Conduct air monitoring around the perimeter of the site before operations in the hot zone to ensure that contaminants are not being transported off the site. Ensure that the perimeter has been secured and is well marked to prevent access by unauthorized personnel. Once the perimeter has been found free of contamination, begin reconnaissance to locate contamination.

Don PPE Use the buddy-team method to don PPE. Inspect and verify the proper PPE fit and function.

Entry Clearance (Cont). Request permission from the OSC and IC to enter the hot zone. Record time on air, entry team personnel names, and equipment taken into hot zone. Entry team verifies required tasks and plan of action for entry to OSC. Confirm decontamination line is established and the backup team is ready. Receive clearance and permit entry team to enter the hot zone.

Reconnaissance Detect and identify hazards that are present within instrument capabilities. Provide situation reports (SITREPs) to the OSC every 5 minutes. Collect the following information: Physical layouts and descriptions. Casualty status or information. Additional requirements. Video and/or still camera pictures.

Alpha Scintillometer measurement at 500 ur/hr location (cap off, in contact with ground) Collect 100 cm 2 wipe sample (with air filter media) Record measurements on data sheet at 500 ur/hr, 1,2,4,8 and 10 mr/hr Record GPS readings at these locations

2 nd Entry Procedure Radiation Measurements include Go to area with radiation level greater than bkg and ID isotope with SAM-935 Radionuclide identity

Sample Preparation Screen wipe sample & air sample with pancake GM in low background area Analysis of wipe and air samples to include gamma and alpha spectroscopy Record cpm readings on sample label
