RAPID BRIDGE REPLACEMENT PROJECT CONSTRUCTION UPDATE: SPRING 2018
SPRING 2018 CONSTRUCTION UPDATE The 2017 construction season has concluded another successful year of the Pennsylvania Department of Transportation s (PennDOT) Rapid Bridge Replacement Project. Construction crews worked diligently to replace a total of 217 bridges in 2017, bringing the total to 390 bridges replaced in all regions as part of this program. There are 168 bridges scheduled to complete in 2018 benefitting hundreds of communities across the commonwealth. On Wednesday, April 18, Pennsylvania Department of Transportation (PennDOT) Secretary Leslie Richards visited JV-241/JV-564 to give an update on the progress of the Rapid Bridge Replacement Project. The event was attended by the consortium, Plenary Walsh Keystone Partners (PWKP), and the media. Secretary Richards stated, We are making significant investments in bridges across the state to enhance safety and commerce. This project complements our robust program by further reducing our number of structurally deficient bridges. With 390 bridges completed at the end of 2017, Plenary Walsh Keystone Partners is on track to complete the remaining 168 bridges by the end of 2018. Successes for the Rapid Bridge Replacement Project in 2017 include: The opening of the Route 616 (Seven Valleys Road) bridge, spanning the South Branch of Codorus Creek in Shrewbury Township, York County (JV-298), marked the completion of the 350th bridge. The ceremony was attended by government officials and emergency responders of the local community, along with Walsh Construction II who performed replacement work on the Route 616 bridge project. Overall Bridge Statistics: PWKP was allowed to use 10,300 Detour Days, and utilized 1,400 Days (14%) less than allowed. 98% were completed on time or ahead of schedule 61 of the 67 Counties across Pennslyvania have completed bridge replacements 290 bridges are now under Walsh Infrastructure Maintenance (WIM) for the next 25 years PWKP construction teams have worked a total of 1,464,901 man hours
WEST REGION JV-533 West Pike Run Township, Washington County In 2017, residents across Western Pennsylvania benefited from the completion of 92 newly constructed bridges. Communities in PennDOT Engineering District 1 saw 11 bridges completed in Erie, Crawford, Mercer, Venango, Forest and Warren Counties. In PennDOT Engineering District 10, 12 newly replaced bridges were completed across Indiana, Jefferson, Clarion, Armstrong and Butler counties. In PennDOT Engineering District 11, 36 bridges were completed between Lawrence County, Beaver County and Allegheny County. In PennDOT Engineering District 12, 33 bridges were completed in Westmoreland County, Fayette County, Greene County and Washington County. This brings the total to 159 bridges replaced in the West region as part of this program. Looking ahead to 2018 in the West Region, 70 structurally deficient bridges will be replaced. PennDOT Engineering District 1 has 7 bridges remaining, PennDOT Engineering District 10 has 12 bridges remaining, PennDOT Engineering District 11 has 18 bridges remaining and PennDOT Engineering District 12 has the most bridges remaining with 33. CENTRAL REGION JV-40 Greenwood Township, Clearfield County The Central region had another successful year, resulting in a total of 67 bridge replacements in 2017 for PennDOT Engineering Districts 2, 3 and 9. Many of the bridges and culverts were completed ahead of the contracted time frame nearly 20 to 30 days before the permissible detour days. This brings the total to 125 bridges replaced in the Central region as part of this program. Many communities across the Central region are benefitting from these newly constructed bridges in counties such as Cameron, Centre, Clearfield, Clinton, Elk, Juniata, McKean, Mifflin, Potter, Bradford, Lycoming, Montour, Northumberland, Snyder, Tioga, Bedford, Blair, Cambria, Fulton, Huntingdon and Somerset. PennDOT Engineering District 2 had the most bridge replacements with a total of 27. In PennDOT Engineering District 3, 14 bridges were replaced, and 26 bridges were replaced in PennDOT Engineering District 9. Looking ahead to 2018, construction crews will replace the remaining 37 bridges and culverts in the Central region. EAST REGION JV-292 Jackson Township, Perry County The East region had another outstanding construction year in 2017, with 58 bridges replaced under the program across PennDOT Engineering Districts 4, 5, 6 and 8. Many of the bridges and culverts were completed early some over 30 days ahead schedule. Communities across the region are benefitting from these newly constructed bridges in counties such as Adams, Berks, Carbon, Chester, Cumberland, Dauphin, Lackawanna, Lancaster, Luzerne, Monroe, Montgomery, Northampton, Perry, Susquehanna, Wayne, Wyoming and York. before PennDOT Engineering District 8 had the most active bridge replacements in 2017 with a total of 34. In PennDOT Engineering District 4, 11 bridges were replaced, along with six bridge replacements in PennDOT Engineering District 5 and two in PennDOT District 6. The total number of bridges replaced to date in the East region is 106. The Rapid Bridge Replacement Project is a public-private partnership (P3) between PennDOT and Plenary Walsh Keystone Partners (PWKP), under which PWKP will finance, design, replace, and maintain the bridges for 25 years.
