APPROVED NOVEMBER 18, 2007 IGIC Board Meeting Meeting Minutes September 20, 2007 1:00 pm 4:00 pm Cripe Architects and Engineers 7164 Graham Road Indianapolis, IN 46250 Introductions Larry Stout, IGIC President, called the meeting to order at 1:05. A quorum was achieved, Janet Tomlin was introduced as the new IGIC staff member, and attendees introduced themselves (list follows the minutes). Approval of Agenda After initial review of the agenda, removal of the annual report was requested. Approval of Minutes Larry Stout pointed out the date error for the IGIC Staffing section. It should read with that person starting the week of July 30 th. Jill Saligoe-Simmel moved the minutes from the July meeting be approved with the correction being made. It seconded and the motion passed. Financial Report Shaun Scholer, IGIC Treasurer, gave the financial report. As of September 15 th IGIC has $73,042.83 in the bank, down from $76,028.31 at the last meeting. Expenses included $13,193.17 for contractor work, salary, and a few miscellaneous items. Revenues were $10,574.26 from a grant, seminars and memberships. There is currently one outstanding invoice: one for the conference. The $5,000 final grant payment from Purdue was received on September 17 th. Irv Goldblatt moved to accept the financial report. Lisa Gehlhausen seconded and the motion passed. Funding National Institute of Justice: Data Integration for Criminal Justice Support ($470,000) In November 2006, IGIC collaborated with the Indiana Department of Correction on a large proposal to the National Institute of Justice. It outlines development of a way to integrate local address data, parcels, and roads, and includes a pilot for up to 20 counties. Award notifications will be made in October 2007. Projects 1

Cooperative Agreement Program (CAP) Grant: Return on Investment Study ($50,000) For this project, IGIC will document and quantify information on the investment in statewide GIS - primarily orthophotography and elevation data - and its benefits statewide. Jill Jill will be soliciting input from local and State government at the 2008 Indiana GIS Conference in February. Some tasks will be delayed until a Geographic Information Officer has been hired by the State. This project is scheduled to be completed in early spring 2008. Lisa Gelhausen brought up the subject of the 2010 census. This is the first year the Census Bureau is asking for help in identifying local address data For each person who is not counted, a county loses $1,400 of federal funding over a decade. All interested parties are encouraged to attend regional LUCA workshops (posted on the IGIC homepage) or contact the Indiana business Research Center (IBRC). US Geological Survey: Address Integration ($288,000) This project entails working with 10 local governments to develop a process for incorporating their address data in a statewide map with Indiana Geological Survey (IGS) as the data repository. The end date for this project is July 30, 2008. There will be a public meeting for vendors to discuss software and coordination issues prior to releasing a call for counties to participate. Ideally, at least two of the counties will be contiguous. Others will be chosen based on geographic distribution, data sharing policies, GIS software platforms, economic development impact, etc. The objective is to have an even distribution in each of these categories. A Creative Commons license was discussed. With a Creative Commons license, an organization holds the copyright to the data, but allows people to copy and distribute it provided they credit the source and abide by any additional conditions. Those conditions, set by the owner, include options for commercial, private and public use. US Geological Survey: National Hydrography Dataset Stewardship ($25,000) This project, awarded in July, calls for IGIC to work toward identifying a steward for the National Hydrography Dataset (NHD), as well as perform training, maintenance and updates for one local watershed. The Waters Workgroup will be coordinating the work for this project. David Smoll recommended including county surveyors in the process. Next steps include determining the level of effort for possible stewards, and identifying potential watersheds to use as a pilot.. IGIC Corporate Items Dax Denton is no longer with Association of Indiana Counties (AIC). It was suggested that IGIC needs to contact AIC for a replacement. IGIC Staffing (Larry Stout) It was pointed out that an error had been made in the initial start date of July 30 th and the start date for Janet Tomlin was confirmed as being August 6 th. 2

Jill Saligoe-Simmel has taken over the newsletter. Jill asked that anyone interested in contributing contact her. Committee Reports Conference Committee The 2008 IGIC Conference Committee recently met on September 12 th. The logo for the conference Connecting Communities through GIS was approved and the call for abstracts will go out to the public the week of September 17 th. Hotel plans, costs and associated information were finalized on September 13 th. The conference schedule is set and the web page is in the process of being updated for the public's use. We are expecting this year s conference to be the best yet, with a new venue, higher quality presentations and workshops and some different activities throughout. The next conference committee meeting will be on October 10 th. Education & Outreach Committee Currently there are three seminars scheduled. These are listed on the IGIC website. Discussions on how to promote these are being discussed with the Publicity Committee. The Great Lakes Social Studies Conference is scheduled to occur in Indianapolis on February 28 and 29, 2008. The organization requested that IGIC have a presence at this event in the form of a workshop, booth, or presentations. The Local Government GIS Coordinators meeting was rescheduled to occur on November 7 th from 10:30 to 3:00. The meeting was moved from the October 11 th date selected at the last meeting in order to allow for adequate preparation time. The meeting will still be held at the IGIC facility in Indianapolis which has a capacity of 150 persons. Elections Committee The committee develops a slate of candidates for election to the IGIC Board. This year we will need candidates to fill seven slots for outgoing members. Specifically, the community sector seats are Federal, Not-for-Profit, Commercial GIS, Regional Consortia (2), University, and Regional Planning. Jim Stout met with Janet Tomlin in early September to lay the groundwork for committee activities. The committee will hold a conference call on September 27 th at 1:30. A call was made for election committee volunteers. Steve Hook volunteered. The committee will be Jim Stout as chairman, Becky McKinley, Bruce Neilson, Steve Hook and Janet Tomlin. The slate will need to be finalized for the voting scheduled for November 12 th (recall this vote is earlier than before to allow slating of officers). IndianaMap Committee The Address and Centerline Workgroup The address and centerline workgroup will hold its first meeting on October 9 th. At that time, workgroup members will determine what tasks and goals need to be accomplished. Elevation-Geodetic Control-ISPLS Workgroup This workgroup meets and works with the GPS-GIS Monumentation Committee of ISPLS. Chair Tom Mahon has set up a project website for committee members to exchange information, documents, and keep abreast of current activities, including assisting INDOT with the CORS Height Modernization project. Waters Workgroup 3

The Waters Workgroup held its first meeting on September 17 th. The consensus was to adopt the high resolution National Hydrography Dataset (NHD) for Indiana as the starting point for Indiana s waters framework dataset. However, topics that need to be addressed are which of the high resolution NHD layers to include, which attributes, and whether other layers need to be added. That topic will be one of the items for the next meeting. The group is now drafting updates to the 2001 plan. The next meeting is scheduled for 10:00 AM on Tuesday, October 23 rd, at the NRCS Office in Indianapolis.. Publicity Committee Jill Saligoe-Simmel and Jim Sparks are co-chairing the Publicity Committee and report that the first committee meeting was September 10 th. During the meeting, several specific committee activities were identified, including collecting information about possible publicity vehicles (newsletters, web sites, newspapers, etc.), and organizing that information into a publicity template; updating and revising IGIC information to create a brochure and a one-paragraph "Who is IGIC?' piece; and begin thinking about how to promote IGIC at the annual conference. We are looking for members who have an interest in marketing, writing, organizing, and/or public relations. If you are interested, please contact Janet at the IGIC office. News, Announcements, and Board Member Projects Geographic Information Officer: Hiring update (Larry Stout) The seven-member selection committee narrowed down the field of candidates and conducted personal interviews with three people. Those candidate s application were turned over to the Indiana Office of Technology (IOT) for a final decision, which is expected any day. Jill Saligoe-Simmel suggested that a letter of thanks be submitted to the governor and IOT in regards to the hiring process and let them know how smooth the process went and how we look forward to working with the new GIO and developing policy for GIS. Institute for the Application of Geospatial Technology (Christina McCullough) Homeland Security is compiling a dataset for first responders which will only be given out in an emergency situation. Christina will keep IGIC informed. US Geological Survey (Dave Nail) There is a link on the USGS website where users can download geopdfs of Digital Raster Graphics (DRGs). Users can specify contours in their search. GIS Center of Excellence (Irv Goldblatt) The Center of Excellence has posted the DOQQ imagery, and the 6 and 1 resolution 2005 orthophotography. This is part of the State s plan to serve up not only the imagery to the public, but also non-sensitive State data as well. National States Geographic Information Council (NSGIC) (Jill Saligoe-Simmel) The 17 th annual NSGIC conference will be September 23 rd -27 th in Madison, Wisconsin. Because it is so close to Indiana this year, Jill will be driving, and offered carpool opportunities for anyone interested in attending the conference. Imagery for the Nation will be a topic of discussion, including funding, maintenance schedule and resolution options. Indiana University University Information Technology Services (UITS) (Stephanie Snider) UITS is continuing to move resources from the Bloomington campus to Indianapolis. 4

IU has installed new ESRI software on computers in its labs. UITS had a booth at the Indiana State Fair in August. A focal point of the booth was a map showing a look back at Indiana University. Natural Agriculture Imagery Program (NAIP) Update (Bruce Nielsen) For 2008, USDA is planning to acquire1-meter resolution, 4-band orthophotography for approximately $500,000. Typically, the cost is shared equally between the Farm Service Agency (FSA), National Resources Conservation Service (NRCS), and local partners (i.e. IGIC).
