Purpose. To establish uniform procedures for redistribution of excess equipment within the commands of the I Marine Expeditionary Force (I MEF). 2. Cancellation. I MEFO 4400.9A. 3. Summary of Revision. This Order has been revised and should be reviewed in its entirety. 4. Background. Reference (a) requires that excess serviceable or repairable equipment be screened for possible local use prior to reporting the equipment to the Marine Corps Logistics Base, Albany, GA, for disposition instructions. Reference (b) states, among other things, that commanders will guard against having material in excess of authorized allowances, and that quantities of items on-hand greater than authorized allowances must be redistributed or disposed per current directives. 5. Information a. Identification of Excess Equipment. The success of any program to redistribute excess equipment is primarily dependent on the prompt and proper identification and reporting of excess items. In this regard, each major

subordinate command (MSC) will establish procedures for the internal redistribution of excesses prior to reporting such equipment per this Order. b. Condition Code of Excess Equipment. Equipment reported for redistribution per this Order will be the subject of a limited technical inspection (LTI), as prescribed by reference (c) and will be in Condition Code "E or better prior to requesting redistribution instructions. Additionally, maintenance record jackets will transfer with the redistributed equipment and all 5-3 components and accessories (except for those listed as using unit responsibility) will be available for redistribution with the reported excess equipment. c. Maintenance of Excess Equipment. Owning units are responsible for the performance of preventive maintenance per normal procedures for excess equipment while awaiting redistribution instructions. d. Accounting Procedures () The reporting and accounting of excess equipment redistributed under the procedures of this Order will be accomplished per the provisions of references (a) and (d). Specifically, units transferring excess equipment will prepare and submit the proper documentation as outlined in Part III, section 2, paragraph 2.4. of reference (d). (2) Units receiving equipment under this program are responsible for liaison with the transferring unit for coordinating equipment shipment transfer. 6. Action a. Commanding General. st Marine Division. Commanding General. 3d Marine Aircraft Wing: Commanding General. st Force Service Support Group: Commanding Officer. st Surveillance. Reconnaissance. and Intelligence Group () Establish procedures for the identification and internal redistribution of excess equipment. (2) On a monthly basis, and upon completion of internal redistributions, report remaining excess equipment, to include SAC-l with extended price of $800.00 or more, to this Command Element (CE) (G-4) utilizing the format contained in enclosure () (3) Upon receipt of the report of available excess equipment, enclosure (2), identify requirements for available items to this CE. Enclosure (3) will be used for this purpose 2

and should be forwarded within 0 working days after receipt of enclosure (2). (4) Upon receipt of redistribution instructions [enclosure (4)], ensure that action is taken within 0 working days by the affected units to complete transfers and necessary adjustments to accounting records. (5) If, upon receipt of redistribution instructions, any items listed thereon are no longer available for redistribution or are no longer required, notify this CE (G-4) using the format contained in enclosure (5). (6) Upon completion of redistribution, the receiving command shall notify this CE (G-4) utilizing the format contained in enclosure (6). b. Assistant Chief of Staff, G-4 () Coordinate and supervise the overall conduct of the excess equipment redistribution program. (2) Consolidate excess equipment reports from the MSC's and report available excess equipment, to include SAC-i with extended price of $800.00 or more, beyond I MEF requirements to Commander, Marine Forces Pacific for redistribution within FMFPac units. (3) As required, release a message to the MSC's listing excess equipment available for redistribution using enclosure (2). (4) Upon receipt of requirements for excess equipment, direct redistribution utilizing enclosure (4). (5) Cancel redistribution instructions, when required, utilizing enclosure (7). //S// J. W.
