17 The 1 st INIR Mission (Phase 1) v The INIR Report was translated into Vietnamese to send to relevant organizations for studying. v Report to the Prime Minister on results of INIR Mission and IAEA s recommendations. v Directive by the Prime Minister on: Establishment of NEPIO Follow-up actions after the 1 st INIR Mission Establishment of Nuclear Power Project Management Board Facilitating the negotiation with the Russian Federation Development of the Master Planning for the Peaceful Development and Utilization of Atomic Energy up to 2020

19 The 2 nd INIR Mission (Phase 2) Follow-up actions after the 2 nd INIR Mission v Reporting to Chairman of the SSC and relevant ministries on the conclusion of the 2 nd INIR Mission Report (including full report in English and Vietnamese) and submission of the suggestions by MOST; v Draft of the Master Plan for developing the national nuclear power infrastructure in Vietnam up to 2020 revised considering the recommendations of INIR Mission and based on practical situation in Vietnam; v Reviewing and planning activities under the Integrated Work Plan for the development of Nuclear power infrastructure for 2013 and 2014-2015 design considering recommendations of INIR Mission; v Planning the implementation of the National Project on PI&C for nuclear power programme up to 2020 v Cooperating with IAEA to organize Expert Mission to support in developing the National Integrated Plan on Human Resource Development for nuclear power programme (8/2013)

21 3. INIR Challenges

22 INIR Challenges Difficulties in understanding and applying the IAEA s recommendations to certain circumstances of countries Workforce in key organizations directly working on nuclear infrastructure development has not been trained systematically. There is a need on capacity building for key organizations in developing nuclear infrastructure, ex. on-job-training overseas. Guides and recommendations of IAEA are only general requirements, which do not indicate the implementation measures.

23 4. The IAEA assistance

24 IAEA Assistance Assisting in providing countries with related guidance, documents to develop self-assessment report, to prepare for and to conduct INIR Mission; IAEA and international experts in expert missions are excellent and enthusiastic; In case of Vietnam, Vietnam received the draft of INIR Mission report soon after the Mission for providing comments on the draft so that the report could be finalized and sent to the official channel in April 2013; Assistance through TC Projects and the IWP proves to be effective, timely and comprehensive.
