22 INIR Challenges Difficulties in understanding and applying the IAEA s recommendations to certain circumstances of countries Workforce in key organizations directly working on nuclear infrastructure development has not been trained systematically. There is a need on capacity building for key organizations in developing nuclear infrastructure, ex. on-job-training overseas. Guides and recommendations of IAEA are only general requirements, which do not indicate the implementation measures.
23 4. The IAEA assistance
24 IAEA Assistance Assisting in providing countries with related guidance, documents to develop self-assessment report, to prepare for and to conduct INIR Mission; IAEA and international experts in expert missions are excellent and enthusiastic; In case of Vietnam, Vietnam received the draft of INIR Mission report soon after the Mission for providing comments on the draft so that the report could be finalized and sent to the official channel in April 2013; Assistance through TC Projects and the IWP proves to be effective, timely and comprehensive.
