OP Monthly Status Report April 2018 FY19 3100 Captain s Promotion Selection Board Statistics The charts below contain an analysis of the recent FY19 Captain Promotion Selection Board. Opportunity rate for in-zone officers was 53.3 percent with 30 eligible officers. All 16 selections were in-zone. There were no above or below zone selections. It is important to note that all officers eligible for this year s board had a mix of qualifications and career milestones in their background. As such, no single qualification or milestone should be viewed as an exclusive indicator of an officer s future prospects for promotion. 1

The updated guidance on Joint Duty Assignments, JQO Level II and III, maximum discretionary points, refined recency requirements, intensity factor multiplier for tours, experience joint duty assignments self-nominations, and assignment/detailing guidance are contained in reference DoDI 1300.19. If you need to contact a particular desk, please use the contact information provided on our NPC website and under Connect > Contact OP in the esuppo app. NSIPS Update: Retirement/Separations NAVADMIN 273/17 (DTG 151850Z NOV 17) NAVADMIN 273/17 announced a self-service function for Retirements and Separations (RnS) within the Navy Standard Integrated Personnel System (NSIPS). This functionality allows members to initiate requests electronically via NSIPS self-service, route them through their chain of command for review and recommendation, and then electronically route the request to Navy Personnel Command for a decision. This improvement provides transparency for service members on the status of their requests, integrates waiver process when required, and provides electronic notification of the final disposition of requests for both the member and the command. This new capability is another interim enhancement to our legacy systems, while the new systems and processes of Sailor 2025 are finalized. RECORDS Update: Board Correspondence *No Correspondence accepted within 10 Calendar Days of Convening Date.* *The next board (#55/56) Captain Major Command Ashore and Commander Operational/Command Ashore. Last date for board correspondence is 08 June 2018.* *All Oral Boards need to be completed by 18 May 2018.* On 12 December 2017, the President signed NDAA 2018, which promulgated a new policy for correspondence submitted to selection boards to arrive not later than 10 calendar days in advance of the board convening date. Previous policy allowed arrival of correspondence the day before a board convening date. This change is reflected in NAVADMIN 289/17. Bottom line, correspondence for boards should be submitted as early as possible. Once your APC score is updated, email your top three PG school curriculum preferences to the Career Counselor at supplycorpscareercounselor@navy.mil. Once updated, your preferences can be verified in block 94 of your Officer Data Card (ODC). Records Maintenance - ODC, OSR, PSR, Officer Photo Please take advantage of the Supply Corps Career Counselor webpage, and utilize the tools available to assist with mentoring efforts, records maintenance, and career progression. Visit the Supply Corps Career Counselor website and pay special attention to the Officer Data Card (ODC), Officer Summary Record (OSR), Performance Summary Record (PSR), and Officer Photo presentations under "Records Maintenance" or find them under Connect > Records in the esuppo app. Remember, your record is your career resumè. Proper record maintenance is essential for officers going before promotion boards, applying for special programs, and entering orders negotiation windows. NOTE: Although the officer photograph is no longer displayed during statutory or administrative boards, it continues to be required as part of an officer s official record per MILPERSMAN 1070-180.
